The minutes of the meetings of October 14, 1976 and November 23, 1976
were approved as presented.

The Board set a date to hear the grievance of Andrea Mikesell concerning
her not _ being hired for the position of Computer Operator. It was
decided that the Board would decide whether it was a grievable matter
and, if it was, hear the grievance on January 20, 1977, at the regular
Career Service Board meeting.

The Board received a memorandum from City Manager, Andy Mccown, regarding
the proposed Benchmark-Factor Ranking classification plan that had
been proposed by the City. In his memo, Mr. Mccown told the Board that
the City was withdrawing its proposal and requested the Board to
set about determining what type of classification plan would best work
for the City of Englewood.
After quite a bit of discussion, the Board decided that the study
sessions on classification plans should not be attempted until March
because three of the current Board members' terms will expire at
that time.
Rev. Hosanna requested that a memo go out informing the employees that
the current appeals would be held for future ref errence in case the
Board decides that the Benchmark-Factor Ranking system is, indeed, the
better plan for the City. At the current time, there is nothing to
appeal, since the proposal has been withdrawn by the City.
MRS. TURNER MOVED, AND MR. HANSON SECONDED, THAT STUDY SESSIONS FOR
THE PURPOSE OF SELECTING A TYPE OF CLASSIFICATION PLAN F~R THE CITY
BE DELAYED UNTIL THE NEW CAREER SERVICE BOARD IS APPOINTED AND THAT
THE MATTER BE FIRST ON THE AGENDA FOR THAT BOARD.

The Board received a copy of the job description for the position
of Junior Accountant in the Finance Department. Mr. Lorig went

over the description with the Board and requested that they recommend ~.
to City Council that the position be placed in the classification ~
plan at a grade 5.
MR. HANSON MOVED, AND MR. WHITE SECONDED, THAT THE BOARD RECOMMEND
TO COUNOIL THAT THE POSITION OF JUNIOR ACCOUNTANT BE PLACED IN THE
JOB CLASSIFICATION AT A GRADE FIVE.

Under Employees Associations' Choice, Margaret Freeman, president of
the Englewood Employees' Association, requested that a statement
be made as to whether the presidents of the three associations would
"automatically" be allowed to attend meetings, etc. in an official
capacity when required because of their office, rather than having
to as~ permission of their department head.
Mr . Nollenberger, Assistant City Manager, stated that it is already
covered in section 137:7 of the City Charter, but that department
heads should always be informed of the whereabouts of their employees.
The Fire Association was not represented.

Under Personnel Director's Choice, Mr. Lorig requested that two seasonal
employees from Parks be allowed to continue working, rather than be
laid off for the season, so that the extra help could be used in
construction of the club house for the golf course.
MR. BRUNDAGE MOVED, AND MR. WHITE SECONDED, TO RETAIN TWO SEASONAL
PARKS EMPLOYEES, SCOTT POOLE AND MIKE AUSTIN, FOR A PERIOD NOT
LONGER THAN JANUARY 1, 1977 TO DECEMBER 31, 1977.

Mr. Lorig also requested the Board remove from the City classification
plan the positions of Parking Enforcement Maid, Communications
Supervisor, and Environmental Specialist. He stated that the positions
were not in the 1977 budget and that keeping the position titles in
the job classification plan would in no way enable the persons currently
holding the positions to remain in their jobs.
Board members expressed regret and concern for the fo ur persons who would
