Rev. Hosanna called the meeting to order at 7:00 p.m.
MRS. TURNER MOVED, AND MR. HANSON SECONDED TO APPROVE THE MINUTES
OF THE MEETING OF DECEMBER 18, 1975.

The first item for discussion was that of the reorganization of the
Police Department. Chief Holmes recapped the plan for the reorgan-
ization. Mr. White asked Chairman Hosanna if the Board has the
authority to abolish the Detective position. Chairman Hosanna
replied that the Board does. Officer Welbourne related that there
is opposition in the Police Department by those officers who have
taken the Detective examination. Officer Welbourne also wanted to
know about those officers whose names appear on the eligibility list
for Detective. Mr. Lorig replied that the appointing authority has
to request a certified eligibility list. Detective Warren Rahn
addressed the Board and, speaking for the present Detectives, related
that they were in total opposition to the plan as it would affect
retirement for some Detectives and lower the morale on the force.
Detective Mccasland said that the alternate pay plan is desirable to
him. Mr. Hanson asked Chief Holmes about clothing allowances for
Police Officers and Detectives. Chief Holmes said that detectives
receive a clothing allowan~e each month.
Mr. Lorig asked City Attorney Berardini if the salary schedule is
regulated by the Career Service Board or the City Council. Mr.
Berardini replied that Council was responsible for regulating pay
schedules. Chief Holmes said he had polled many department members
in order to be fair. He told of the positive points of the program
such as better training for more employees, better morale for the
whole department. He related that most of the officers polled said
that money was secondary and that they would carry out Detective
duties if assigned to them. Mr. Hanson asked how long the present
Detectives would be 'red-lined'. Chief Holmes replied that their
salary would stay the same until Police Officers 1st Class caught up
or the detective retired or was promoted. Mr. Brundage asked if a
temporary Detective classification could be set up. Mr. Lorig clari-

fied that there would no longer be a Detective position. Mr. Brundage
then asked if there would be a clothing allowance for the present
Detectives. Chief Holmes explained that Police Officers receive ~
$30.00 per month for clothing. Whether or not that allowance is ~
adequate or not is not related to salary. Reverend Hosanna asked for
other discussion. Mr. Brundage, Mr. Berardini and Rev. Hosanna
discussed the alternate plan which consists of the existing cer-
tified Detectives maintaining the same dollar amount difference
($92.00 per month -not a percentage difference) until such time
as they may be promoted or otherwise vacate the position. Rev.
Hosanna clarified 'red-lining' as a fixed amount that could not
increase or decrease until such time as the 'red-line' is lifted
by the appointing authority.
MRS. TURNER MOVED, AND REV. HOSANNA SECONDED THAT THE BOARD RECOMMEND
TO COUNCIL TO ABOLISH THE DETECTIVE POSITION AND 'RED-LINE' THEIR
PAY.

THEY ABOLISH THE DETECTIVE POSITION AND USE THE ALTERNATE PLAN AS
DESCRIBED IN CHIEF HOLME'S REORGANIZATION PLAN.

Mr. Lorig clarified the duties of Police Officer.
MR. BRUNDAGE MOVED, AND MRS. TURNER SECONDED TO APPROVE THE JOB
DESCRIPTION FOR POLICE OFFICER.

The motion carried.
Mr. White asked Chief Holmes where civilian Lab Technicians would
get their experience. Holmes replied that those persons tested
that have previous experience or aptitude in the field will be sent
to the FBI crime school at no charge to the City. He also said that
there is no reason for Lab Technicians to be uniformed officers.
Officer Welbourne asked if the Lab Technician position is abolished,
will the two Lab Technicians be moved into the Detective division.
Chief Holmes replied that they would.
MR. WHITE MOVED, AND MR. HANSON SECONDED TO RECOMMEND TO COUNCIL
TO ABOLISH THE POSITION OF LAB TECHNICIAN FROM THE POLICE PAY
SCHEDULE AND ADD LAB TECHNICIAN TO THE NON-EMERGENCY PAY SCHEDULE AS
A GRADE 8 POSITION.

on thi s issue was deferred until a ruling from Council is received.

The fourth item was the discussion of Related Employees. Mrs.
Turner asked if a relative should be denied the right to test
b ec ause of a related employee. Mr, Lorig offered to write some
rec ommen dations to the Board.

Under Employee Associations' Choice, the Fire Department expressed
interest in the Related Emplovees issue. The Police Department
had nothing to present and the Employee's Association was not
represented.

starting February 2 , 1976.
