BOARD OF CAREER SERVICE COMMISSIONERS

Commissioner Henning called the meeting to order and a~ked the
Board if there were any additions or corrections to the February
16, 1978 minutes. Commissioner White moved and Commissioner
Hansen seconded that the minutes of the February 16, 1978 meeting
be approved as distributed.
AYES: Henning, Turner, Brundage, Hansen,
White.
NAYS: None.

The next item on the agenda was the discussion on establishing
study session times for administrative procedures and the Bench-
mark classification system. Two study session times were estab-
lished. The first being Tuesday, March 21, 1978, at 7:00 p .m.
and the second being Wednesday, March 29, 1978, at 7:00 p .m.

The next item on the agenda was the Employee Associations'
Choice. Leioma Koestner requested a clarification on exactly
which grievances were being heard that night. A notice was
cited which referred to the grievances as being the Susie
Schneider and Robert Schuster grievances . Mrs. Koestner indi-
cated that the reference to the Susie Schneider grievance was
correct; however, the second grievance was not the Robert
Schuster grievance but a general grievance of the Englewood
Board of Career Service Commissioners

Employee Association. Mrs. Koestner was concerned that this
error in reference to the grievance might in some way prejudice
the hearing. Commissioner Henning assured Mrs. Koestner that
the Board did understand that it was not the Robert Schuster
grievance but the general grievance of the Englewood Employee
Association and apologized for the error. Mrs. Koestner than
requested that a correction be made to the February 16, 1978
minutes which also referred to the grievances in this manner.
Commissioner Henning entertained a motion that a correction to
the February 16, 1978 minutes be made to read "for a hearing on the
Susie Schneider and the general Employee Association grievance
be set." Commissioner Hansen so moved and Commissioner White
seconded that the minutes be so corrected.
AYES: Henning, Turner, Brundage, Hansen,

The next item on the agenda was the City Manager's Choice. Jim
Curnes had nothing to report.

The next item on the agenda was the Employee Relations Director's
Choice. Mel BeVirt had nothing to report.

The next item on the agenda was the Commissioners' Choice. Com-
missioner Turner requested a report on the status of the updating
of the City's maternity leave policy. Mel BeVirt stated that
research had been done regarding Supreme Court cases dealing
with this subject and that those rulings showed our current poli-
cy not to be discriminatory. Mr. BeVirt added that legislation
was currently in Congress which would require employers to in-
clude maternity leave and benefits in any policy which the em-
ployer may have regarding disability leave and benefits. Mr.
BeVirt further stated that when such legislation is adopted,
the City will act accordingly to comply with the ruling. Com-
missioner Henning stated that as she recalled the previous dis-
cussion regarding maternity leave, the question was not whether
or not the City had a policy but instead dealt with the content
of the current policy which placed a 4 week deadline on leave re-
gardless of the doctor's recommendations. Leioma Koestner stated
that she had given the presentation on Maternity Leave to the

City Council and might be able to clarify the matter. Mrs.
Koestner stated that the matter of Maternity Leave policy came
before the Board by way of a grievance from Kathy Bueno. The
Board recommended that Mrs. Koestner take the matter to the
City Council to request a change in the ordinance to extend the
4 week deadline on Maternity Leave. After doing extensive re-
search and conferring with various experts in the field, a pre-
sentation was made to Council on August 1, 1977. The City
Council unanimously recommended that the City Manager, Andy
Mccown, take steps to change the ordinanc e from the set 4
week limit as soon as possible. Commissioner Henning then asked
if Mrs. Koestner was satisfied that progress was being made in
this regard. Mrs. Koestner stated that she was disturbed over
the time lapse since August 1, 1977. Commissioner Henning stated
that since the recommendation of the Board had been carried through
and had gone before the City Council that the matter was now be-
yond the jurisdiction of the Career Service Board.

The next item on the agenda was the approval of the eligibility
lists. Commissioner Turner moved and Commissioner Brundage sec-
onded that the eligibility list for Insurance Claims Clerk be
approved as read.

NAYS: None.
Commissioner Hansen moved and Commissioner Turner seconded that
the eligibility list for the position of Maintenanceworker
(Streets) be approved as read.
AYES: Henning, Turner, Brundage, Hansen,
White.
NAYS: None.

The next item on the agenda was the Declaration of Vacancies.
Mel BeVirt requested that the words "Senior Center" be struck
from the vacancy posted as Senior a.enter Recreation Leader ..
The positions of Intermediate Clerk Typist (Police), Police
Off i cer (2)(Police), and Recreation Leader (Parks and Recreation)
were declared. Commissioner Brundage moved and Commissioner
Hansen seconded the approval of the vacancies.

The next item on the agenda was the approval of the P€¥"sonnel
Actions. Commissioner Henning asked if there were any questions
on the list of actions. Commissioner Henning asked if the
question of eligibility for rehire had been dispensed with on
the personnel action form. Mel BeVirt responded that it had.
Commissioner White moved and Commissioner Turner seconded the
approval of the Personnel Actions.
AYES: Henning, Turner, Brundage, Hansen,
White.
NAYS: NOne.

Commissioner Henning called for a motion to adjourn the regu-
lar meeting. Commissioner Turner moved and Commissioner Hansen
seconded that the meeting be adjourned.
