Chairperson Weber called the meeting to order, Carmissioner White rooved,
seconded by Camlissioner Brundage, to approve the Novenber 20, 1980 minutes.

Itan 3 on the Agenda was the Flnployee Associations'' Choice. There were no
representatives from the Associations present.

Itan 4 on the Agenda was the City Manager's Choice. Mr. Richard Wanush, Assistant
City Manager presented the Carmissioners with a copy of City Manager McC.Own's
letter to the Firefighters Association infonning than of City C.Ouncil's approval
to enter into negotiations concerning the wages of the three (3) administrative
Battalion Chiefs, the number of personal leave hours for administrative personnel,
and the subject of disability-tenporary (non-service) provision. Mr. Wanush
also presented the Firefighters Association's response by Ken Holland, F.F.A.
President, expressing their acceptance. Mr. Wanush briefly discussed the issues
and proposed time table of the reopened negotiations j .

Item 5 on the Agenda was the Flnployee Relations Director's Choice, Mr. Mel BeVirt,
Flnployee Relations Director advised the Board that Mr. Mick Forrester, Plant
Operator A, WWI'P, had withdrawn his suspension appeal and the Board no longer needed
to consider this agenda item.
Mr. BeVirt suggested that another item for consideration of the Board was the
subject of the Police/Fire Eligibility Lists. Mr. BeVirt explained that an
Eligibility List is compiled after the initial written exam is given with
additional examinations(psychologicals,polygraphs and multiphasic physicals)
given as positions becare available. Mr. BeVirt advised the Board that those
continuing through the additional examination process are required to successfully
pass those exams to ramin on the eligibility list. Mr. BeVirt stated that the
Board should be aware that names on an already approved eligibility list are
sometimes rE!IDved as a result of failing examination results.
The Conmissioners detennined to appropriately \\Drd their future motions for
approval of such eligibility lists to read "Subject to All Appropriate Testing".

Item 6 on the Agenda was the Conmissioner's Choice. Chairperson Weber stated that
the Career Service Board has agreed to honor all "No &roking" signs and that in
meetings of appropriate length the Board will take adequate breaks to accomodate
STDkers in the audience.
Carmissioner White questioned why the Eligibility Lists were still being nlllllbered
after the Board had previously agr:eed to discontinue the practice. Mr. BeVirt
explained that there is an ordinance which requires selection for positions
to be made from the top three (3) names. Mr. BeVirt further explained that after
the Code and Ordinance Changes have been approVEdthere will no longer be a reference
made to a list of three.
Carmissioner White also questioned why there seans to be such a lengthy process
for retirees to receive their pensions. Comnissioner White stated that he had
be contacted by several retirees concerned with this time period and had been
asked to look into the matter. Mr. Wanush a.Sked that he forward their names
to his office and he would research the matter further. BeVirt explained
the retirement process and suggested that these concerns be also forwarded to
the RetirE!llent Board for their consideration.
Conmissioner Brundage inquired about the Employee vote on Benchmark. Mr. BeVirt
explained the the Career Service Board had previously approved the Benchmark
Classification Plan and the employees were now being asked to vote on the
Benchmark Pay Plan at City C-Ouncil's request.

Item 7 on the Agenda was the Declaration of Vacancies. Carmissioner Turner
moved, seconded by Carmissioner White to approve the Declaration of Vacancies.

to any additional testing.
