Acting Chairperson Turner called the meeting to order and asked for approval of the
Minutes of February 21, 1980. Commissioner Brundage asked for a revision of page
two, paragraph 5 to correctly read " ... If the Board set precedent, all Associations
would benefit". Conanissioner White m<1ved, seconded by Commissioner Brundage to approve
the Minutes of February 21, 1980.

Item 5 was the Employee Relations Director's Choice. Mel BeVirt asked the Board to
accept the job description and clas.s.ifica ti on rankirrg for the position of Personnel
Technician in the Employee Re ,lat.ions DepartmHnt. Thfl rarrking was done with the
assistance of Mr. Phil Oliver (Ben<:hmf1rk consultant). Additionally, Mr. BeVirt
asked for approval of the job description of Equipment Operator !--Golf Course. The

Mr. BeVirt indicated Mr. John Blanchard, Firefighter, was appealing his termination
and his app8al to the Career Service Board had been filed in timely fashicn. There-
fore, Mr. BEVirt rEquested tbe Board est.ablis.b a hearjng date. Mr. Leonard Chesler,
Attorney for Mr. Blanchard, indicated hi8 c:U ent would waive the JO day time period
on the hearing und he also requested adequate time be given for nvuilubility of

Mr. BeVirt asked the Board for a re\'ision in the requirements of Driver/Operator/
Engineer with the Fire Department. Currently, the promotional position stipulates
three years cf service with the Englewood Fire Department. He requested the Board
change the requ:i remEmt -~o 1 yee.r of service.

be tested and a reasonable Eligibility list obtained. By tt:sting so few individuals,
an eligibility list for the position wc.1uld be· expended repidly with two vacancies
currently existing. Beeson felt, also, that motivation and ability should be the
guidelines, regardless of tenure, and tliat the proper methods of exarrdnation would
be utilized to insure thc .t the hi.gh standards of the Department are met.
Mr. BeVirt added that the 12 month prcbationar·y period would also exist in which
to determine appropriate ability and effectiveness in the position before going to
permanent. status. Firefighter Pickrel mf:ntioned that several in the Departmf:nt had
prior Firefightint: exrerjenc:e in other C::i.ty's. In addition, he felt proper attitude,
knowledge, proficiency arid mature judgement ruore than compensate.
Mr. Chesler felt that a position as critical as that of D/O/E should be based on
experience, not just an examination process. Those sanctioning Ms statement w:ith

Mr. BeVirt presented to the Board for their signhtul'e the Agreement and Stipulation
of Brian Bruns and as1ed tbat th<:=: Boe:rd take· action to dispense w~.th the
grievance. Commissioner Brundage suggested · the Career Service Board take no furth<:='r
action concerning the grievance of Brian Brvri.s in that both parties involved
have come to an agreemE:nt.
