Conmissioner Brundage asked for a correction of page one, paragraph 5 to correctly read" ... Attorneys for the City and Mr. Blanchard agreed to a pre-hearing conference." Conmissioner White moved, seconded by Cannissioner Turner to approve the Minutes of March 27, 1980. AYES: ABSI'AIN: NAYES: Brundage, Turner, Schaffer, White, Henning None * * * * * * Itan 3 on the Agenda was the Employee Association's Choice. Kenneth Holland, President of the Firefighters Association, had nothing to report at this time. Carolyn Tracy, Vice-President of the Employee Association, expressed to the Board the E.E.A. 's desire to have input fran all of their manbership to Career Service activities and therefore, were actively seeking attendance by various menbers to the .Board meetings. Additionally, Ms. Tracy asked for clarification on the E.E .A. input to the Charter/Ordinance revisions. Cannissiaier Henning indicated the Board will be having executive study sessions to adopt final reccmnendations to proposed Ordinance and Charter changes prior to their suhnission to City Council. These changes as discussed previously are necessary to better define and clarify the Board's role in regard to Title V of the Ordinance and the Charter. The Board again invited the Associations to suhnit in writing points in the Charter and Code that they feel need addressing. Chairperson Henning also indicated it would be appropriate for the Career Service Board to have carIIEnts in harid several • • • ,. working days prior to the regular meeting of the Bdard on Thursday, June 19, 1980, at which time the Board will review and finally adopt its recarmenda- tions to Council. Therefore, O::mnissioner Henning is requesting that carments frcm the Associations be sul::mitted to the Employee Relations Department by Wednesday, June 11, 1980, 5:00 P.M. The Fblice Benefit Association was not represented. * * * * * * Item 4 on the Agenda was the City Manager's Choice. Mel BeVirt indicated that a request was made of the City Attorney'·s office to render a legal opinion on the revision in requirements of Driver/(perator/Engineer with the Fire Department. To date, that opinion had not been received and Mr. BeVirt requested a postponement in that discussion pending legal opinion. Chair- perscn Hffining indicated the Board wished to have in hand this requested opinioo prior to the next regular meeting of the Board. Mr. BeVirt requested that the fuard reschedule the hearing dates for the Appeal of Firefighter John Blanchard. It was mitually agreed by the Corrmissioners, legal counsel for the City and legal counsel for Mr. Blanchard that the following dates be set for hearing: May 29, 1980 7:00 P.M. -10:30 P.M. Carrnissioner White requested he be excused fran hearing the Appeal of Mr. John Blanchard. His request was based upon reasons of health and conflict of interest regard- ing the case. O::mnissioner Turner motioned that the Board grant the request. Brundage, Turner, Schaff er, Henning ABSTAIN: White NAYS: None O::mnissioner Brundage m:::>tioned that the Board accept Michael Smith '·s (legal . counsel for the City) request for clarification on the written decision of the !bard regarding the Petition for Unit Detennination. Comnissioner White moved, seconded by Comnissioner Turner to accept the Declaration of Vacancy (see attached). Cannissioner Brundage im.de note of the fact that Sharon Synm:mds, Secretary for the Board, was on the eligibility list for Personnel Technician. Carmissioner Brundage motioned, seconded by Cannissioner Schaffer-, that the eligibility lists be approved as read (see attached). AYES : NAYS: Brundage, Turner, Schaffer, HenRing, White None. Item 9 on the Agenda was the acceptance of Personnel Payroll Actions. Corrmissioner Schaffer motioned, seconded by Carmissioner White, to approve the Personnel Actions.
