OOARD OF CAREER ~ICE CDMMISSIONERS

Chairman Ibnald Weber called the meeting to order. In reference to the minutes
of May 28, 1981 the following revision was presented by Comnissioner Pokraka.
Page 2, paragraph #6 -For clarification the following statements shall be
added after the last sentence:
"Yes, the Board will take any information but it will be duly weighted. The
information that was provided to the Board was also provided to the City.
At the City's request, any further information that they wanted to provide -
that request was also accepted."
Carrnissioner Pokraka further carmented that that which was presented to the Board
was indeed not evidence or testinDny, but rather case studies which were strictly
reference material and utiJized as such -which is something the Board can look
up in the Library very easily by themselves.
Comnissioner Brundage stated that the last WJrd of paragraph #5 on page 2 should
be corrected to read "meeting".
' With the above stated corrections, Corrrnissioner Brundage moved, seconded by
Ccmnissioner Pokraka to approve the May 28, 1981 minutes.

In reference to the minutes of June 18, 1981, Corrmissioner Pokraka presented
the following statements for clarification to the last paragraph of Page 1.
This tentative date was set because Richard Wanush, Assistant City Manager
did not know whether the appeal, if there is one, WJuld be required within
30 days or 90 days. If there was to be an appeal within 30 days the :0:)ard
WJuld try to present the particulars earlier. Since the appeal was not
within 30 days the Board took a little more time and put a little more

Corrmissioner Pokraka presented. the following clarifications to be added to
the end of the last paragraph on page 2 of the June 18, 1981 minutes:
"For any positions that are not yet developed., the Board will be flexible
this year as it is the first year that unit detennination '\\Ould be held and
that the Board will hear the Payroll Clerk when the position does becane a
reality, the job description is canpleted., and the position is ready to be
filled."
With the reCOIIIIEnded clarifications, Corrmissioner Turner nnved., seconded. by
Corrmissioner Pokraka to approve the June 18, 1981 minutes.

Item 3 on the Agenda was the Employees Associations Choice. There were no
representatives from the Employees' Association or the Firefighters Association
present. John Wing, president of the Police Benefit Association had no business
to present.

Item 5 on the Agenda was the Employee Relations Director's Choice. There was
no representative from the Employee Relations Department present.

Item 6 on the Agenda was the Corrmissioners Choice, Corrmissioner Kerzic read
into the record the Board's determination in the matter of the informal appeal
of Reynolds Finch for reconsideration of the Driver/Operator/Engineer pronntional
examination eleigibility determination.
At a special hearing held on July 15, 1981 the following determination was rendered:
Corrmissioner Brundage nnved., seconded. by Corrmissioner Turner that Reynolds
Finch's appeal be denied and his name not be re-placed on the Driver/Operator/
Engineer pronotional examination eleigibility determination.

Corrmissioner Brundage read into the record the Board's determination in the
matter of an appeal between John Blanchard and the City of Engelwood, Co.
In the matter of an appeal between John Blanchard and the City of
Englewood, it is the determination of the Career Service Board that
the Order of the Board has been carried out, the intent of which
was to revie.v after a given period of time.
Whereas, the Eligibility List on which John Blanchard's name appeared
has expired since he tested approximately one and one-half years ago
and the Board has no way of determining if he is still qualified under
current testing procedures, it is the Board's recarmendation that John
Blanchard retest for Driver-Operator-Engineer; and if found qualified,
that he be placed on the Driver-Operator-Engineer Eligibility List.
If not prorroted, John Blanchard has the right to appeal through normal
procedures. (Copy Attached)
Carmissioner Turner read into the record a letter from Assistant City Manager
Richard Wanush addressed to the Career Service Board:
Dear Chainnan Weber:
I would like to infonn you that on July 13, 1981 the Englewood Police
Benefit Association and the City of Englew::>0d signed a Contract for the
years 1982-1983. The impasse with the Police Association has been settled.
If you have any questions, please feel free to call.

Chainnan Weber stated that the Board could disregard the prior letter of impasse
from the City and the Police Association.
Comnissioner Brundage read into the record the f oll0wing attached Bargaining
Unit determination of Fire Department Positions of Battalion Chief and Captain:

Item 7 on the Agenda was Unscheduled Visitors Choice. There were no unscheduled
visitors present.
Upon a ITDtion by Corrmissioner Brundage, seconded by Comnissioner Pokraka,
Chainnan Weber adjourned the July 16, 1981 regular meeting of the Career
Service. Board.

The matter of an appeal between John Blanchard and the
City of Englewood, Colorado.
In the matter of an appeal between John Blanchard
and the City of Englewood, it is the determination of the
Career Service Board that the Order of the Board has been
carried out, the intent of which was to review after a
given period of time.
Whereas, the Eligibility List on which John Blanchard's
name appeared has expired since he tested approximately
