Chairman Weber called the meeting to order. Corrmissioner Brundage moved,
seconded by Corrmissioner Turner to approve the November 19, 1931 minutes.

Item three on the Agenda was the Eirployee Associations Choice. There was no
representative present for the Employees Association. John Wing, President
of the Police Benefit Association thanked the Board Jor their consideration
during his tenn as President in 1981 and introduced funnel Stanton as the
new 1982 President of Police Benefit Association. Mr. Wing stated that with
the approval o.f the A.ssociation he would continue to be involved in the proposed
Career Service Board Ordinance revisions until their adoption. Mr. Wing
requested a current and complete copy of the proposed ordinance changes that
were before Council for their consideration. He also inquired as to any
ordinances relating to eligibility for re-hire and the status of the new
Crime Prevention Coordinator position which was discussed briefly with the
Corrmissioners.
Tony JeHers, President of the Firefighters Association for 1981 thanked the
Board for their consideration during his tenn. Michael Gruninger, fighterfighter
discussed the status and tenninology of the proposed ordinance changes with
the Board.

Item four on the Agenda was Carrnissioners Choice. Corrmissioner Pokraka questioned
the deletion of City Managers Choice and Employee Relations Choice from the
Agenda. At the I3oard's request City Managers Choice will be replaced on Lhe Agenda.

Additionally, under Conmissioners Choice, Conmissioner Brundage wished everyone
a Merry Christmas.

Item five on the Agenda was Unscheduled Visitors. Larry Leydon, Polieo Sergeant:
discussed a situation regarding his past perfonnance evaluation which he had been
disatisfied with. He explained the sequence of events leading to the final
response which he felt was satisfactory. He questioned, however, whether an
employee's perfonnance evaluation could be considered a matter for Merit Appeal
and if so, could such be detennined by the Board without taking the action.
Chainnan Weber stated that the Board would have to hear each individual case,
taKing into consideration arguments £ran both sides before they couJd make their
detennination. He further explained that W1til the proposed ordinances were
passed they could not advise him of the correct procedure for Merit Appeals.
Mr. Leydon asked that he be advised when a copy of his perfonnance evaluation
was placed in his personnel file.

There being no further business before the Board, Chairman Weber adjourned the
Decerrber 17, 1981 regular IIEeting of the Career Service Board at 8:00 p.m.
