Chairperson Weber called the meeting to order. Chairperson Weber congratulated
Ms. Catherine Pokraka on her recent election by the Employees Associations
as .Corrrnissioner to the Career Service !bard and welcaned her on behalf of the
other Conmissioners.
Cannissioner White m:>ved, seconded by Cannissioner Turner to approve the Decanber
18, 1981 minutes.

!tan 3 on the Agenda was the Employee Associations' Choice. John Holland
introduced Tony Jeffers as the newly elected President of the Firefighter '·s
Association. Mr. Holland thanked the !bard for the efforts throughout the
1980 year. John Wing, newly elected President of the Police Benefit Association
introduced hinEelf and asked that the !bard recognize Sergeant Larry I..eydon.
Sergeant I..eydon addressed the !bard and asked for clarification
in an insurance matter which he previously had filed a grievance on. He
explained that he had withdrawn a grievance as a result of reconmendations
that were to be sutinitted by the insurance consultant company.
Mr. Mel BeVirt explained that those reccmnendations had been received from
Byerly and Company · and that he would be willing to discuss the results
with him. Sergeant I..eydon agreed to such a meeting but asked to receive those
recomnendations in writing. He stated that if he were not satisfied, he IDuld ask
to schedule a hearing date for reconsideration of the matter.
There were no representati\.Bspresent fran the Employees Association.

Itan 4 on the Agenda was the City Manager's Choice. There was no representa-
tive present.

Itan 5 on the Agenda was the Employee Relations Director's Choice. Mr. BeVirt,
Employee Relations Director, presented the Cannissioners with a request fran
City Council for the Board's feeling concerning the matter of a Cannissioner
being related to an anployee. Chairperson Weber stated that the Board IDuld
discuss this itan under Cannissioner's Choice on the Agenda.
Mr. BeVirt presented one (1) new position and seven (7) reclassified positions
for the Board's approval. Mr. BeVirt explained that the new position, Accountant-e
Finance Department, was an approved position in the 1981 budget. He further
explained that the following positions had been pending reclassification until
implementation of the Benchmark pay plan: (1) Chief Building MaintenanceIDrker,
(2) Offset-Duplicating Machine Operator, (3) Golf Course Grounds Supervisor,
(4) Programner/Analyst-wwrP, (5) Chief Storekeeper-Finance, (6) Support Service
Technician-Police, and (7) Chief Lab Analyst-wwrP. Mr. BeVirt described the
reclassification process and stated that each of the reclassified positions had
been reviewed and approved by the anployee, supervisor, department head, and
recarmended by the Employee Relations Department.
Cannissioner Brundage IIDtioned, seconded by Cannissioner White to approve the
new position and seven reclassified positions.

Itan 6 on the Agenda was the Cannissioners' Choice. Chairperson Weber stated
that the Board had been asked by City Council to express their feelings concerning
the matter of a carmissioner being related to an anployee. The Board discussed
possible pressures which might affect the enployee and other situations which
might arise. After polling the carmissioners, Chairperson Weber stated that
it was the Board's feeling that this was not an issue of major concern as there
had been no past abuse nor any forseen in the future, and that the Board was A
canfortable with the situation as it now exists. Chairperson Weber asked that ~
a letter be drafted and forwarded to City Council expressing the Board's feelings.
'!here was further discussion by the Board concerning the results of
the Benchmark pay plan implanentation and the results of the Employee
Associations' election.
