Conmissioner Turner moved, seconded by Carmissioner Pokra.ka, to approve ·the January 15, 1981 minutes. AYES: NAYS: Turner , Pokraka, Weber None. * * * * * * * Item 3 on the Agenda was the Employee Associations' Choice. Mr. John Wing, President of the Police Benefit Association thanked the Board for their time and clarification of the proposed Charter changes at their special meeting with the association on February 3, 1981. Chairman Weber expressed the Board's apprecia tdm for the large turnout and interest shown by the Association . Chairman Weber stated that the Board was in receipt of a letter fran Serge.ant Leydon requesting reconsideration of his previously suhnitted grievance. Chairman Weber explained that the Board had originally asked that Sergeant Leydon and the City's representatives get together to discuss the insurance related matters of the grievance in an attenpt to reach a satifactory agreanent. Chainnan Weber stated that since such an agreanent was not reached, and the Board had received testimony concerning the grievability of the issue, a special hearing date v.vuld be set to hear brief remarks from both the City and Sergeant Leydon, ,. after which, the Board \\Ould render its determination of grievability. This was agreeable by all parties and a hearing date was set for March 19, 1981. * * * * * * * Itan 4 on the Agenda was the City Manager ~s Choice. Richard Wanush, Assistant City Manager , advised the Board that the authorized City representatives and the Englev.ood Firefighters Association had reached impasse in negotiations, and asked that a special hearing be set to consider the matter. He explained that agreanent could not be reached on one of three itans, Disagreanent was over the Firefighters' proposal of four (4) addition sick days which could be used with tenporary disability and which \\OUld not be charged against the peri:onal days. Tony Jeffers, President of the Firefighters Association stated that the Board was in receipt of the Association's position. A hearing date of Thursday, March 26, 1981, at 2:00 P.M. was set at the agreanent of all parties, * * * * * * * Itan 5 on the Agenda was the Ehlployee Relations Director 1·s Choice. Mel BeVirt, Employee Relations Director, presented the !bard with a request fran Police Chief Holmes for a special hearing date for considering the matter of the City's participation in the Centralized Organization for Police Selection as a new method of police recruitrrent. Mr. BeVirt presented the !bard with pamphlets for their review and briefly explained the process, A hearing date of Thursday, March 11, 1981 was set for consideration of this matter. Fire Chief Gerald Beeson addressed the !bard one again concerning the matter of insuffie1mt·nam:son eligibility lists for the positions of D,O,E, and Captain. He explained that he had been before the !bard numerous occasions over the past year requesting that the eligibility requirenents for the D.O.E. praIYJtional examinations be lowered to one year to assure a nore canpetitive exam. He asked for the !bard's direction towards a solution to the continuing problan of having no renaining eligibility list after the testing process. Chief Beeson stated that he still \\Ould like to see the D.O,E. requiranent reduced to one (1) year and possibly give consideration to past experience and education. Tony Jeffers, Firefighters Association President, stated that the Association's position renained the same. They did not wish to see the D,O,E, eligibility requirenents reduced based upon their previously stated reasons, A special hearing date of March 11, 1981 was set to discuss the matter further and look at all alternatives for a possible i:olution. * * * * * * * Itan 6 on the Agenda was Coomissioner's Choice , There was nothing to report. * * * * * * * Itan 7 on the Agenda was the Declaration of Vacancies. Ccmnissioner Turner noved, seconded by Ccmnissioner Pokraka, to approve the Declaration of Vacancies.
