Item one on the Agenda was the Public Hearing for consideration
of the proposed amendments to the Administrative Procedures.
Chairman Weber read into the record the public notice and asked
there was anyone in the audience who wished to speak for or
against the proposed amendments. There being no response, Chairman
Weber adjourned that portion of the agenda upon a motion by
Commissioner Keena, and seconded by Commissioner Kerzic.

Item two on the agenda was approval of the March 17, 1983 minutes.
With the following amendment, Commissioner Keena moved, seconded
by Conunissioner Turner to approve those minutes:
Page 2, last paragraph, second to the last line, should read:
"of the ordinance section in question and forward copies to
council requesting their conunents if any procedures are
contrary to ordinance."

Commissioner Keena moved, seconded by Commissioner Kerzic to
approve the minutes of the special hearing of March 24, 1983
regarding the Dobbins grievance.

Conunissioner Keena moved, seconded by Conunissioner Kerzic to
approved the minutes of the special meeting of March 24, 1983
regarding the Baker Appeal.

Item three on the agenda was the Associations' Choice. There
was no representative from the E.E.A. present. Larry Leydon,
President of the E.P.B.A. had no business to present. Randy
Pickrel, E.F.F.A. president verified that the Board had received
the association's listing of new officers. He also requested
the Board's procedure for selection of a hearing officer as he
had requested in the February, 1983 regular meeting. The Board
directed the Recording Secretary to forward the Board's response
to the E.F.F.A. after reviewing the tapes from that meeting.

Item four on the agenda was the City Manager's Choice. Peter
Vargas, Assistant City Manager had no business to present.

Item five on the agenda was the Conunissioners' Choice. Commissioner
Pokraka stated that according to the ordinance, the letter of appeal
rights in disciplin a ry actions th a t is sent to an employee should
be signed b y the City Man a ger or his design e e rather than the
recording secreta ry for the Career Service Board. Tom Holland,
Assistant Ci~y Attorney, was in concurrance, and all future letters
shall ~come from the City Manager's office or his designee.
Co~issioner Keena moved that the Board accept the appeal withdrawal
of James Schmiechen. Commissioner Kerzice seconded the motion.

Chairman Weber stated that the Board was in receipt of a letter
signed by the Assistant City Attorney and Frank Dobbins, Accountant II,
explaining that an agreement had been reached in the Dobbins
grievance and therefore asked for the Board's dismissal.
Conunissioner Turner moved, seconded by Conunissioner Pokraka to
accept the withdrawal request of the Dobbins grievance.

There being no unscheduled visitors, Chairman Weber adjourned the
April 21, 1983 regular meeting of the Career Service Board.
