On August 6, 1985, the Career Service Board met for the purpose
of hearing impasse issues between the City of Englewood and the
Englewood Police Benefit Association.
After closing comments from Peter Vargas, the City submitted a
Motion To Reconsider the Board of Career Service Commissioners'
ruling of August 5, 1985, that shift bidding is a mandatory sub-
ject of negotiations pursuant to the Englewood City Charter.
A short recess was taken and the Board reconvened. It was de-
cided that the Board would allow Mr. Olsen, ten minutes to argue
the City's Motion to Reconsider the Board's ruling that shift
bidding is a mandatory subject of negotiations, and allow a ten
minute rebuttal.
After hearing issues from both sides, the Board adjourned into
Executive Session and reconvened on August 7, 1985 to issue
recommendations concerning the 1986-87 contract between EPBA and
the City of Englewood, (see the attached document), and to rule
on the City's requested Motion.
