BOARD OF CAREER SERVICE COMMISSIONERS
September 17, 1987
REGULAR MEETING
Tom Fitzpatrick, Cathy Pokraka, Janet Kerzic, JoEl-
len Turner, Harry Fleenor, Jr.
None
Kevin Sage, Police Officer
Chairperson Harry Fleenor opened the meeting. A roll call was
taken and a quorum was established.
Commissioner Fitzpatrick moved to approve the minutes of August
19, 1987. Commissioner Pokraka seconded. The motion carried.
Commissioner Turner moved to approved the minutes of August 26,
1987. Commissioner Pokraka seconded. The motion carried.
Next item on the agenda was Association's Choice. No Association
Presidents were present .
The next order of business was City Manager's Choice. No busi-
ness was brought before the Board •
Under Commissioner's Choice, Old Business, was the decision on
the disciplinary appeal filed by Kevin Sage. Chairman Fleenor
read the findings, upholding Chief Holmes suspension of one day.
Evidence did not substantiate a lessor sentence. Commissioner
Pokraka moved to accept the decision. Commissioner Fitzpatrick
seconded. The motion carried. Officer Sage was commended on his
positive attitude and courageousness.
For the record, Commissioner Pokraka asked that it be noted that
the verbal decision on Gail Carillio was given on July 16, 1987
and a written decision was promised. This is the first regular
meeting of the Board since that hearing. Commissioner Fitzpat-
rick moved to accept the written copy. Commissioner Turner
seconded. The vote was unanimous.
Under new business, Commissioner Pokraka moved to accept the bud-
gets as received for the months of May, June, July and August.
Commissioner Fitzpatrick moved. The motion carried.
Commissioner Pokraka moved and Commissioner Kerzic seconded to
pay $495.00 of the Cap l an and Ernest bill, and request that the
dates of service, number of hours charged and the hourly rate be
included in all previous bills. The motion carried.
Chairman Fleenor moved that Bev call to fill in the blanks on the
Damas and Smith bill and present it at the next regular meeting
of the Board. Comm i ssioner Fitzpatrick seconded. The motion
carried.

The last order of business was an announcement from commissioner
•
Fitzpatrick of his resignation from the Board due to health rea-
sons. For the record, he would like it noted, that he feels the
Board is a necessity. When he started with the Board, he was
told the a Career Service Board wasn't needed due to Union
•
negotiations. "I want it known that it is my own personal
opinion that as for the organization and the individuals of this
City, most are very dedicated people, some are not, but I think
that if the City would handle things properly, proper methods of
changing that would occur. I believe that individuals that have
an appeal or do feel they have been wronged, being a working per-
son cannot afford to go to the courts and if this Board were to
be done away with, the only way they could go is the Civil Court
and who could afford that. The other thing it would do is drive
the organizations to become members and part of National or-
ganizations. I have lived in this City for 33 years and I think
the City could on its own with a few changes, take care of its
own and straighten things out for itself in a reasonable manner.
Many times when you go to National organizations, they are not
familiar with what goes on locally and they don't really care.''
Since there were no unscheduled visitors, the meeting was adjour-
ned. The next regular meeting was set for September 19, 1987 at
6:30 p.m., in the Council Chambers .
