BOARD OF CAREER SERVICE COMMISSIONERS
November 19, 1 9 87
REGULAR MEETING

Chairperson Harry Fleenor opened the meeting. A roll call was
taken and a quorum was established.
Commissioner Pokraka moved to approve the minutes of September 9,
1987. Commissioner Turner seconded. The motion carried.
Commissioner Pokraka moved to approved the minutes of September
17, 1987, with the request that Tom Fitzpatrick's comments on his
resignation be recorded verbatim. Commissioner Kerzic seconded.
The motion carried.
Next item on the agenda was Association's Choice. Peter Juene-
mann and Michael Gruninge r were not present. Gary Kasson com-
mended the Board for their support at the r e cent council meeting .
He stated that he felt all were in agreement that the system is
necessary and needs to be kept. He, "was embarrassed at Council-
man Higbee's comments and his personal attacks should not be
present in public forum". He also asked for clarification on
dates for the public hearings and readings on the modifications
amendment proposed by council and registered his support and
thankfulness to this Board.
The next order of business was City Manager's Choice. No busi-
ness was brought before the Board.
Under Commissioner's Choice, there was no Old Business for
discussion.
Under new business, Commissioner Pokraka moved to table· the bud-
gets as received for the months of September and October, until
and explanation could be received explaining the $4,000 dif-
ference in the budgeted amount . Commissioner Kerzic seconded. The
motion carried.
commissioner Kerzic moved and Commissioner Turner seconded to pay
$1599.85 of the Damas and Smith bill, and request clarificati on
on the charges for Legal research: handicap laws for October 1 9 ,
1987. The motion carried.
Commissioner Pokraka asked for discussion about communication
that goes to council and for a procedure to be established in the
Rules and Regulations regarding such. Commissioner Pokraka moved

and Commissioner Kerzic seconded to provide the City Council mem-
bers, Council members-elect, and the Association Presidents with
a copy of the Blanchard decision because it was so controversial
at the last Council meeting. The motion carried.
commissioner Pokraka moved and Commissioner Kerzic seconded that
after the next hearing, dismissal of a hearing or withdrawal of a
hearing, steps be taken to be on the agenda to read the findings
to the council in an effort to improve communication. The motion
carried.
Commissioner Pokraka requested a file cabinet with a lock be or-
dered for Career Service Board, so records could be kept separate
from other Off ice information. Chairman Fleenor recommended the
Recording Secretary gather information and prices for a 4 drawer,
legal size cabinet with a lock and present it at ' the next regular
meeting.
Ken Haraldsen came forward to the Board and announced that he has
submitted his name to the City Council for consideration of ap-
pointment to the Career Service Board. He looked forward to
being appointed as City Council Representative and suggested the
Board approach the new council after the first of the year and
perhaps they will receive better reception.
Commissioner Turner expressed concern over wrong definition of
"strike" and requested a letter be sent to thank them for their
efforts and ask when a new printing would be done. The Recording
Secretary will check with the City Clerk's office to see i f plans
are being made to print a new Charter.
Commissioner Pokraka asked for discussion on the procedure to be
used at the public hearing on December 1, 1987. It was suggested
a poll be taken regarding the feelings on modification and that
each one be numbered to assure fairness. A sheet could be
handed to each person attending the hearing with a section for
comments and an optional signature.
There being no other business for the Board, the meeting was
adjourned.
