BOARD OF CAREER SERVICE COMMISSIONERS
December 1, 1987
PUBLIC HEARING
Cathy Pokraka, Janet Kerzic, JoEllen Turner, Harry
Fleenor, Jr.

Chairperson Harry Fleenor opened the hearing. A roll call was
taken and a quorum was established.
Chairperson Fleenor announced the purpose of the hearing is for
discussion of career Service Board modification rights on disci-
plinary appeals.
Commissioner Pokraka read Charter 138:1, requiring the Board to
hold a public hearing before submission of their recommendation
to the City Council. Commissioner Turner read the two ordinances
that the Council proposed. The Recording Secretary read letters
sent to the Board from former member Thomas Fitzpatrick and Mayor
Eugene L. Otis.
citizen Don Smith appeared before the Board. He questioned Hig-
day' s right to reenter the amendment since Higday did not
originally vote.
Gary Kasson, President, EPBA appeared with a legal opinion from
the Association Attorney. He requested the public hearing be
continued until after something could be worked out between the
City and the Associations.
Peter Juenemann, President, EEA/AFSCME, expressed the union is
very tired of the way administrative procedures have been handled
and was concerned about the timeliness of this issue.
Michael Gruninger, President, EFFA , also requested a continuance
of the hearing, although he was very unhappy that there was no
representation from the City. He had made an attempt to acquire
the "legal opinions" referred to by the Council and none could be
found.
Chairman Fleenor called for discussion from the Opposition.
There was none heard. The Board then took a short recess to con-
sider a continuance .

The hearing reconvened. All members were present. Commissioner
Kerzic moved to continue the hearing. Commissioner Pokraka
seconded. The motion carried. The Continuance of the Public
Hearing was set for 6:30 p.m., December 9, 1987, providing the
Chambers was available. The Recording Secretary would send and
post notices.
The hearing was adjourned •
