Chairman Harry Fleenor opened the meeting. A roll call was taken and a quorum
established.
Chairman Fleenor read the merit appeal into the record and announced the purpose
of the meeting was to hear issues relati ng t o th i s merit appeal filed by t he
following firefighters:
Anthony Jeffers
James Blumenthal
Ronald Boston
Ben Greene
Dave Lucius
Doc McKay
The merit appeal is concerning the reclassification of a Captain's position t o a
Lieutenant's position and the current eligibility list fo r the Captain's
position.
Mr. Michael Gruninger, EFFA President and Appellant Re presentative, ga ve ·opening
statements to the Board explaining the intention of the appeal and indic ated what
remedy the group sought.
Mr. Rick DeWitt, City Attorney and City Representative, made opening statem ents
for the City and indicated tQe new City Manager has mandated that al l new and
vacant positions are to be reviewed prior to hiring.
Mr. Gruninger presented evidence for the Appellants and called 2 witnesses. The
City and the Board members cross-examined the witnesses. There was no re-direct
examination. One (1) exhibit was entered by the Appellant.
The Board requested a short break and reconvened with all members present .
Commissioner Turner moved to continue the hearing to January 26, 1989.
Commissioner Kerzic seconded. After some discussion the Commissioners withdrew
the motion and the hearing continued.
Mr. DeWitt proceeded with evidence on the City's behalf and called 2 witnesses.
The Appellants and Board members cross-examined and re-directed the witnesses.
Chairman Fleenor called for closing statements for the Appellant and the City.
Chairman Fleenor stated that a written decision would be presented at a later.
date. The Recording Secretary was instructed to notify all interested parties.
