BOARD OF CAREER SERVICE COMMISSIONERS
March 16, 1989
REGULAR MEETING

Chairman Harry Fleenor opened the meeting. A roll call was taken and a quorum
established.
Commissioner Kerzic moved to approve the minutes of January 19, 1989 (Regular
Meeting). Commissioner Belt seconded. The motion carried.
Commissioner Turner moved to approve the minutes of January 19, 1989 (Fire Merit
Appeal). Commissioner Kerzic seconded. The motion carried.
Commissioner Kerzic moved to approve the minutes of February 2, 1989 (Fire Merit
Appeal Findings & Decision). Commissioner Belt seconded. The motion carried .
Association's Choice: Peter Juenemann, EEA/AFSCME President, Officer Gordon
Madonna, EPBA President, and Michael Gruninger, EFFA President were not present.
The next order of business was City Manager's Choice. There being no one
present from the City Administration, no business was brought before the Board.
Under Commissioner's Choice, Old Business, The Board reviewed a memo and copies
of the 1988 November and December budgets regarding year end balance. After
discussion, the Board acknowledged the explanation and accepted the 1988 November
and December budgets.
The Damas and Smith December statement and attached explanation were reviewed by
the Board. The charges were considered and Commissioner Kerzic moved that the
$483.30 1988 December bill be paid. Commissioner Belt seconded. The motion
carried.
Under New Business, after review and discussion of the 1989 January and February
budgets, the Board accepted the respective budgets.
Commissioner Belt moved that the balance of $1216.00 due to Caplan and Earnest be
paid. Commissioner Kerzic seconded. The motion carried.
Commissioner Turner moved to pay the current charges of $27.75 owed to Damas and
Smith. With these charges the total payment to Damas and Smith will be $511.05.
Commissioner Belt seconded. The motion carried .

The Board noted one piece of correspondence had been received. The CSB Election
Results/Election Commission were reviewed and read by Chairman Fleenor. Chairman
Fleenor congratulated Commissioners Kerzic and Turner on their respective
reappointment and re-election to serve on the Career Service Board.
Other New Business, Commissioner Turner read into the record a paragraph from the
City Council minutes regarding the payment authorization to Caplan and Earnest
for attorney fees.
Chairman Fleenor opened the meeting to nominations for Vice Chair of the Career
Service Board of Commissioners. Chairman Fleenor nominated Commissioner Kerzic
and Commissioner Belt seconded the nomination. Commissioner Kerzic nominated
Commissioner Belt and Commissioner Davidson seconded the nomination. A roll call
vote was taken with 4 votes for Commissioner Kerzic and 1 vote for Commissioner
Belt. Chairman Fleenor announced the new Vice Chair for the Career Service Board
of Commissioners to be Commissioner Kerzic.
There being no unscheduled visitors, the meeting was adjourned.
