MINUTES
June 27, 1991
The meeting was opened at 6:30 p .m.
Members Present: Fleenor, Kerzic, Davidson, Belt and Turner.
A Hearing Date of July 9 at 6:30 p.m. in the Community Room was set
for James C. Helms. (This meeting was later postponed.)
The Board decided that the Discipla inary Appeal filed by Kevin Hill
could not be heard because as a newly promoted manager, Mr. Hill
was still on probation.
The Hearing for Martin C. Robinson was opened. Martin Semple
represented the City and Donald Armstrong from AFSCME was
present to represent Mr. Robinson. Mr. Robinson was appealing a
demotion. Darwin Barrie, Maintenance Supervisor, testified that he
had supervised Mr. Robinson for 8 years, and in the last two had seen
a deterioration of skills and a lack of responsibility in Mr. Robinson.
It was decided that he was no longer capable of supervising workers,
and he had been demoted.
After Mr. Barrie's testimony, Mr. Armstrong stated that he was not
prepared to present a case, and he asked for a continuance. This was
granted, and both parties stipulated that the time limit could be
waived.
The meeting adjourned at 9:30 p.m.
