Robinson was opened at 6:35 p.m. Members present: Fleenor, Kerzic, Davidson, Belt and Turner. Mr. Tom Buescher was the new representative for Mr. Robinson, and Mr. Semple represented the City. Mr. Dennis Stowe testified that he was the Manager of the Waste Water Treatment Plant , and that he was the supervisor of Mr. Barrie who is Mr . Robinson 's immediate s upervisor. He stated that it was his opinion, in view of the documentation submitted to him that Mr . Robinson's employment should be terminated . He agreed with Mr. Buescher that he did not have personal knowledge of any of the alleged violations of safety and repair procedures. He supervised Mr. Barrie who documented the violations. Randie L. Barthlome testified that the case had been brought to her attention by Mr. Barrie , Mr. Payne and Mr. Stowe, who recommended that Mr. Robinson's employment be terminated. Ms. Barthlome suggested that he be demoted in light of his many years of service to the City. Because Mr. Robinson had asked for a second opinion on the psychological examination, there had been a delay in pursuing the case. Mr . Robinson testified that there were extenuating circumstances in the accidents , and he had not been aware of some of the requirements for repair and safe t y. He said his evaluations had been acceptable until recently, and that he normally followed safety requirements except for the incident where he was observed smoking in a no smoking area. He had complied with the required · safety goals. The meeting was continued to October '1, '199'1, in Council Chambers at 6:30 p.m. The meeting was adjourned at '10:20 p.m. Harry Fleenor, Chairman Sheryl Rousses, Secretary
