MINUTES
JANUARY 9, 1992
The meeting opened at 6:40 p .m .
Board Members Present: Davidson, Belt, Kerzic, Turner and Fleenor
As required by Charter, the Englewood Board of Career Service held a public hearing on
the proposed Ordinance establishing appointed positions of Police Division Chief and Fire
Division Chief, amending Title 1, Chapter 6G, by adding a new Section 9.
Michael Gruninger, President of the Fire Fighters Association objected to Section B which
would permit hiring Division Chiefs from outside the Department. Allan F. Stanley,
Director of Safety Services and David Miller, Division Chief of Police both stated that there
should be no problem with hiring from within, and all agreed that internal hiring and career
development were a goal of the department and of the current City management. Mr.
Gruninger expressed concern that in the future it would be possible to make requirements
so stringent that no one within the department could be considered for Division Chief.
The Board adjourned the public hearing at 6:50 p.m.
The Board held an executive sess i on after the pub lic hearing, and decided that the Board
concurs with Mr. Gruninger's arguments, and is concerned that Sections B and C could be
made into a political issue in the future and that the City of Englewood will lose
good people due to the lack of advancement potential.*
Therefore, the Englewood Board of Career Service Commissioners recommends that the
proposed Section 9, of 1-6G-9 of the Englewood Municipal Code be amended to strike
Subsections B and C in their entirety.
The Secretary was directed to draft a recommendation to Council, and contact the members
as soon as possible. The executive session adjourned at 7: 15 p .m.
