HomeMy WebLinkAbout1993-04-22 CSB MINUTESCAREER SERVICE BOARD MINUTES April 22, 1993 The regular meeting of the Board of Career Service opened at 6:30 p.m. Present: Members Fleenor, Davidson, Kerzic, Belt and Turner. Also present: Ms. Nadine Finn; her attorney, Richard Goff, Randie L. Barthlome, Director of Administrative Services, Martin Semple, attorney for the City; and Allan Stanley, Director of Safety Services; and Chris Olson, Executive Officer. The minutes of March 18 were approved. The Board postponed the announcement of its decision on a reconsideration of the appeal filed by Andrew Connolly. The Board tabled the EEA grievance, approved the expenditure report and the Damas bill for payment. After a recess for discussion, the Board unanimously voted to deny the petition for rehearing of the Connolly case. The Public Hearing was opened Nadine Finn's appeal of a five-day suspension. The City's attorney, Martin Semple said Ms. Finn had been given the suspension for leaving her station for approximately 48 minutes on December 21, for "clicking" during an emergency call which a former employee was conducting for another jurisdiction, and for inappropriate treatment of and example to probationary employees. Ms. Finn's attorney, Richard Goff, objected strenuously to having the date of the hearing changed, and requested that all witnesses be sequestered. Mr. Semple asked that Mr. Olson and Mr. Stanley be allowed to assist him, and this was allowed. The City presented testimony supporting its case, and Mr. Goff questioned the witnesses. Mr. Goff stated that Ms. Finn was available if needed on December 21, that the "clicking" did not interfere with the emergency call, that other employees have indulged in "clicking, and that any testimony suggesting that Ms. Finn's treatment of resigning employees is hearsay. Because of the lateness of the hour, the Board asked that the hearing be continued. All present agreed on May 13 for continuance, with Mr. Semple stating that this date must be subject to the availability of one of the witnesses who had already testified, Ms. Geer. The May 13 meeting will begin at 6:30 p.m. and will be held in the Council Chambers. SheryRCm~ Secretary
