HomeMy WebLinkAbout1993-01-21 CSB MINUTESCAREER SERVICE BOARD MINUTES JANUARY 21, 1993 The regular meeting of the Board of Career Service opened at 6:35 p.m. Present: Members Fleenor, Kerzic, Davidson, Belt and Turner, and the Board's attorney, Stan Damas. Also present: Mr. Connolly; his attorneys, David Bruno and Janice K. Hollenbeck; Randie L. Barthlome, Director of Administrative Services; the City's attorney, Martin Semple; and Witness Thomas Vandermee. The minutes from November 19, December 17 and January 14 were approved. Findings of Fact were approved on the Grievance filed by Walter J. Jarrett, Jr. which was heard on January 14, 1993. The Board found that Mr. Jarrett had not been harmed by performing light duty, and upheld the general concept of "light duty". The expenditure report for December 1992 was approved. There were no representatives from the Associations or Manager's office who asked to speak. The Board opened the Public Hearing in the Disciplinary Appeal of Andrew Connolly who had been discharged by the Police Department. Mr. Bruno and Mr. Semple made statements about the admissibility of polygraph tests, and questioned the validity of the subpoenas which had been issued. The Board ruled that the tests were not to be admitted and that the subpoenas would be considered valid. Mr. Connolly had been dismissed when an investigation into the disappearance of Police documents written by Officer Gerri Clark indicated that Mr. Connolly had been involved. Mr. Vandermee described the investigation for Mr. Semple. Because it was late when his testimony was finished, cross examination was delayed to the next meeting which is scheduled for February 11 at 6:30 in the Council Chambers at City Hall. Saturday, February 13, at 9:00 a.m., was also reserved if the Hearing should be continued a second time. The meeting adjourned at 10:25 p.m.
