Also present: Mr. Connolly; his attorneys, David Bruno and Janice K. Hollenbeck; Randie L. Barthlome, Director of Administrative Services; the City's attorney, Martin Semple; and Witnesses Allan F. Stanley and Officer Robin Garrett. The Board set a Public Hearing Date for April 8, 1993 for the Grievance filed by Nadine Finn. The continuation of the Public Hearing for Andrew Connolly was reopened. After a review of the testimony from the previous hearings, Director Stanley testified about his decision to terminate the employment of Officer Connolly, why he believed that this was the proper course, and why he believed that Officer Connolly was responsible for the disappearance of Officer Clark's paperwork. After a recess during which the Board toured the Police/Fire facility, Officer Robin Garrett testified that there had been support for Officer Clark's proposal for changes in procedures, and that Officer Connolly had supported the concept. She also testified that it would be very rare for an officer to appear at work when he/she was off duty. Andrew Connolly testified that he had not opposed Officer Clark's innovation, and that he had not denied calling Officer Clark, only had misinterpreted the questions posed by the investigating officers. He stated he had not seen Sgt. Wing in the parking lot, and that he had cleaned out his car at the end of his shift and that only trash was thrown into the dumpster on the night he returned from vacation. He suggested other people who might have been responsible for the missing paper work. The meeting adjourned at 12:15 a.m.
