CAREER SERVICE BOARD
MINUTES
May 18, 1995
The regular meeting of the Board of Career Service opened at 6:30 in the City
Council Chambers at City Hall.
Present: Members Yaklich, Fleenor, Kerzic, Perry-Smith and Turner
The Board amended the minutes to reflect that Mr. Fleenor, rather than Ms.
Perry-Smith, was the member who proposed the Resolution urging EPBA to pay
their entire share of the bills incurred for the Impasse. With that amendment, the
Minutes from March 16, 1995 were approved.
The Board approved the April and May bills from Mr. Damas, and authorized
the payment of $7.70 to him. The Board approved the Expenditure Reports for
December, 1994 and April, 1995, and instructed the Recording Secretary to send a
bill to EPBA requesting its full share of Impasse costs.
There were no representatives of the Associations who wished to speak under
Associations' choice.
Randie Barthlome, representing the City Manager's Office, presented a draft of
proposed Charter amendments (which may need further tweaking) that would
establish binding arbitration for impasse situations and require the Career
Service Board to appoint a Hearing Officer for disciplinary appeals, grievance
appeals, and any hearing or pre-election conference as may be directed by
Ordinance with respect to petitions for selection or retention of a certified
employee organization or a petition for clarification or amendment of an existing
appropriate bargaining unit, or in connection with any other matter which
requires a hearing.
Ms . Barthlome stated that the EFFA and EEA agreed with the binding arbitration
changes to the Charter. Alec Chatman, President of the EEA, was present and
stated that he supported the changes. The Board decided to discuss the
proposed Charter Amendment with its attorney and investigate as to whether a
P ic Hearing ~d be requi ed. The meetin adjourned at 7:00 p.m.
