Present: Members Fleenor, Kerzic and Turner. Also present: Attorneys Damas, Buescher and Semple, Randie L. Barthlome, Director of Administrative Services, Monica Lopez, EPBA members Knoth, Condreay and Beck. Mr. Farris was recalled by the emp l oyees at a recent election, and Ms. Davidson recently resigned. Mr. Brian Yaklich was appointed by Council to replace Ms. Davidson, and Ms. Deborah Perry-Smith was elected by the employees to replace Mr. Farris. Both new members were sworn in. The meeting was called to consider the Impasse between the City and the Englewood Police Benefit Association . The City wished to eliminate the median as a method of salary calculation for officers and also wanted to eliminate all permissive matters from inclusion in the contract. The "median" is a median of the salaries paid by several local municipalities to their top-grade officer prior to promotion to command staff, and the various salary steps are based on that figure.The City offered a 1995 pay increase of 2% in January with an additional 1 % in July. The Englewood Police Benefit Association wanted to retain the median survey as a method of establishing salary; change compensatory time to allow a choice between cash compensation for overtime or an equivalent amount of compensatory time with accrual possible up to 480 hours; to require longer notice for schedule changes, except in emergencies; to change call-back pay to compensate an officer for at least three hours of pay rather than two; add to the contract wording, "there shall be a one-week minimum on use of annual leave time until such time as the employee's holidays have been scheduled or t a ken--after which smaller increments shall be granted"; increase on-the-job injury benefits; and increase the reimbursement benefit for health insurance for retired officers from $75 to $150 per month. The Association also wanted to retain all permissive language in the contract. The City presented its reasons for its position, stating that the median does not allow for sufficient advance planning for budget, that it allows other municipalities with different circumstances to set salaries, that other factors like benefit levels and costs should be considered in comparing wages, and that the system has resulted in an extremely high beginning officer pay rate. The Association argued that the median had been installed as a method of determining salary at the request of the City. It argued that the pay rates are fair, and increases have not been excessive. It further stated that parts of the contract which the City considered permissive should be considered mandatory.
