MINUTES
July 14, 1994
The regular meeting of the Board of Career Service opened at 5:00
p.m. in the City Council Chambers at City Hall.
Present: Members Yaklich, Perry-Smi th, Fleenor, Kerzic and Turner.
Also present: Attorneys Damas, Buescher and Semple, Randie L.
Barthlome, Director of Administrative Services, Monica Lopez, EPBA
members Knoth, Condreay and Beck.
The Association continued testimony about why it wished to have all
present language included in the contract --not to permit certain
passages to be considered permissive. They presented further
arguments for the median as a method of calculating wage increases,
noting that the nature of jobs should be considered, and that this should
be done by comparing jobs to jobs in other jurisdictions. It presented
testimony on the scheduling notice and the call-back minimum. It was
noted that vacation usage policy is currently what the Association is
requesting; but the Association wants the contract to be changed since it
would be possible for the Director to change the policy at any time. Mr.
Knoth went through the contract explaining the importance of all the
contract provisions which the City labeled as "permissive".
The City argued that Englewood's benefits are superior to most of the
survey cities, that the retiree benefit increase would be extremely
expensive, and that too much is included in the contract --resulting in
limited flexibility and response to changes .
The Board approved Minutes of May 19, expenditure report and Mr.
Damas' bill.
The meeting adjourned at approximately 10 p.m.
