SUBJECT: STUDY SESSION WITH CITY COUNCIL
The Election Commission is scheduled to meet with City Council Monday,
October 10 at 6:45 p.m. in the Community Room. Please make note of the time
change.
Attached is a copy of an information sheet which I am transmitting to Council
prior to our study session with them on Monday and a copy of the Home Rule
Charter § 20 which addresses redistricting.
I have also enclosed a copy of the letter, dated September 26, to Arapahoe
County which removed the EPBA impasse question from the ballot.

Tenure
The mission of the Englewood Election Commission is to ensure that all
municipal elections are conducted in accordance with the Colorado election
laws, the Englewood Home Rule Charter, and the City of Englewood Municipal
Code .
1994 Activities
The Election Commission conducted a Career Service Board recall election in
June. Career Service Board Commissioner Robert Farris, the subject of the
recall, neither resigned nor filed notice of his intention to be a candidate in the
recall election . Deborah J. Perry-Smith, who ran uncontested, was elected by
the employees to serve the unexpired term of Mr. Farris . Her term will expire
March 15, 1996.
Items for Discussion
1. 1994 Coordinated Election to be conducted by the Arapahoe County
Clerk & Recorder.
2. Redistricting must be completed before May 1, 1995 (Charter§ 20). The
last redistricting was completed in March of 1993.

That redistricting was off schedule due to the lateness of receiving the
1990 census figures and due to the State redistricting that was going on
at the same time.

• HOME RULE CHARTER
20: DISTRICTS
Council shall establish four Council Districts before May 1, 1959 . Such
districts shall be contiguous and compact and have approximately the same
number of registered voters , as determined by the number registered to vote at
the preceding general municipal election . The variances in number of registered
voters shall not be greater than fifteen percent between the district with the
highest number of registered voters and the district with the lowest number of
registered voters . Every four years thereafter, divisions , changes , and
consolidations shall be made by the Council to carry out the intent of this
Article. Hereafter, such redistricting shall be completed at least six
