Paragraph ( d) of that section states that "Unless adopted as non-emergency measures within 90 days after the election approving this section, future state or local petition law or regulation changes require advance voter approval." Consequently, if Amendment 12 is approved by the voters in November, the City has 90 days to approve any changes to our initiative and referendum procedures. After 90 days , any proposed changes, must be put before the voters. I would like to discuss this issue at your convenience .
