MEMORANDUM
TO: Doug Clark, City Manager
FROM: Loucrishia Ellis, City Clerk
DATE: October 10, 1994
SUBJECT: AMENDMENT12
• The Initiative and Referendum procedure is set forth by Charter, Article VI , § 45
through 48. In order to determine if there is anything that can be done by
ordinance to offset some of the provisions of Amendment 12, a thorough review
of the implications of that Amendment will be necessary, with legal advice from
our Attorney.
•
Several issues will need to be considered, i.e. subsequent political ramifications .
My memo dated October 7 was intended to point out the "window of opportunity"
provided by Amendment 12.
