The process grows more complex all the time . As this office prepares for the 1995 election we realize that the question remains as to whether the Election Commission and Council will support a coordinated election effort with Arapahoe County. Because various deadlines change according to the type of election to be held, we anxiously await the decision of the Election Commission, Council and the County Commissioner's. Brenda and I w i ll meet with Arapahoe County May 31st, at which time Intergovernmental Agreements will be dispersed and hopefully the type of election, polling place or mail ballot, will be revealed . I have enclosed a draft of the Council Candidate packet for your perusal. The election calendar, Charter and Campaign Reform Act are not included. The calendar (we still have to verify dates) and packet will be finalized next week . The packets will be available to potential candidates June 1st. Please give us a call by Friday, May 26th for approval of the Candidate Packet and advising if you want to recommend to City Council that the City of Englewood participate in a coordinated mail ballot election with Arapahoe County. I am technically on vacation this week through May 30th, but Brenda will be available at 762-2406 . If you would like to discuss this issue with me do not hesitate to give me a call at home, 979-6595. Once I have your decision, I can proceed with the paperwork necessary to present the proposal to Council in a timely manner, i.e. Council Communication, ordinance . The letter, to potential candidates regarding dates affecting their campaign, states that the Election Comm ission will be recommending to Council that the City participate in a coordinated mail ballot election with Arapahoe County. This packet provides a summary of the basic requirements associated with candidacy and other pertinent information about the election process. Specific requirements may be found in the Englewood Home Rule Charter, Englewood Municipal Code, Colorado Revised Statutes, and the Campaign Reform Act. Each candidate should pay particular attention to the Campaign Reform Act which is provided in pamphlet form. All required forms are to be filed with the office of the City Clerk. This candidate packet contains information which may be changed due to pending legislation , filing dates, etc. These possible changes could impact your candidacy for office and, without the requested information, we will not be able to notify you. Ellis, CMC City Clerk CANDIDATE INFORMATION Regular Municipal Election November 7, 1995 Prepared by: Englewood Election Commission REGULAR MUNICIPAL ELECTION NOVEMBER 7, 1995 CANDIDATE INFORMATION AND INSTRUCTIONS General Information At the November 7, 1995, Regular Municipal Election, four (4) council members will be elected -two from the City at large, one from District I, and one from District Ill -for four-year terms of office commencing at 8:00 p.m. on the day of the next regularly scheduled City Council meeting following the election (November 20, 1995). Members of Council select the Mayor and Mayor Pro Tern from among their members . The Mayor and Mayor Pro Tern serve in that capacity for a two-year term. Council members receive a salary of $400 per month; the Mayor Pro Tern $450 per month and the Mayor receives $500 per month. There are four municipal districts within the City of Englewood ; those four districts contain 12 city precincts. A districUprecinct map is enclosed w ith this material. Municipal elections are administered by the Election Commission under the provisions of the Charter and the Municipal Code of the City of Englewood, and the Colorado Election Laws . City elections are non-partisan. Municipal elections are held every odd-numbered year . Qualifications for Office City Council A candidate must be a citizen of the United States, be 25 years of age or older, a registered elector of the City for at least one year immediately preceding the election . Council members elected by Districts shall also be residents and registered electors of their districts. Candidates are required to sign an affidavit as to qualifications. No council member shall hold any other public office or employment for which compensation is paid from any municipality. Nomination Petitions Nomination petitions may not be circulated or signed before Tuesday, August 8. The last day a petition may be signed is Monday, August 28. August 28 is also the last day to file nomination petitions with the City Clerk before 5:00 p.m. 2 Nomination petitions will be available in the City Clerk's office on August 8, 1995 at e 8:00a.m. The candidate's petition must be signed by at least 50 registered electors residing within the municipality, or the district, from which the officer is to be elected . No registered elector shall sign more than one nomination petition for each separate office to be filled in the municipality and district. The candidate must sign the Acceptance of Nomination and Qualification Affidavit, which must be turned in with the nom ination petitions . The circulator of the petition must witness each signer's signature and sign the Affidavit of Circulator on the back of each petition . It is very important that the petition heading be filled out properly. CAMPAIGN REPORT REQUIREMENTS Annual compensation for council members for the City of Englewood is in excess of $1 ,200 . Therefore , candidates and others pertinently involved must adhere to the provisions of the Campaign Reform Act. SEE THE ATTACHED "COLORADO CAMPAIGN REFORM ACT INSTRUCTION MANUAL." All necessary forms must be filed with the City Clerk on the appropriate dates . POLITICAL SIGNS Signs in support of a candidate for office must be in compliance with both local and federal/state laws : Federal/State No signs advertising a political cand idate may be installed in the right-of-way for a State or Federal highway . In Englewood , this would apply to Broadway , Federal, Santa Fe, Belleview and U.S. 285. Permission of the owner of the property is required . Unauthorized signs must be removed upon request. Englewood Election Signs . Election signs sha ll not be posted before September 23 , 1995 (45 calendar days prior to the election) and shall be removed by November 22, 1995 (15 calendar days following the election). Such signs are limited to wall , window and ground signs , and shall not be a banner. It shall be the responsibil ity of the candidate to remove signs by the stated deadline . In residentia l zone districts, there shall be no more than two (2) election signs per each lot; they shall not exceed twelve (12) square feet of total sign area , and 3 shall be no more than six (6) feet in height above grade. In Commercial and Industrial Zone Districts , there shall be no more than two (2) per each street frontage; they shall not exceed twenty-four (24) square feet of total sign area. The practice of reserving heavy campaigning for the week prior to election day no longer works as many voters will have already cast their vote . Mail ballot elections and early voting impact a campaign .
