He contends that S. Ostema is in violation of the Campaign Reform Act (CRA). My understanding is that complaints regarding the CRA must be filed with the Secretary of State's Office (CRS § 1-45-114). Our Fo unding Fathers recognized that no matter how well structured government i s, it will not work unless its offices are held by people of virtue. Public off icia l s , they said, should possess a "disinterested attachment to the public good , exclusive and independent of all private and selfish interest." Your Dis trict l City Councilperson, Rita Hathaway, has demonstrated a conflict of interes t, lack of ethics and abuse of power: * * * * Ri ta Hathaway did not want the City to support the Bookmobile, Fireworks or the Holiday Parade. Citizens banded together to make these events hap pen and when City Council decided to allocate some monies toward these events, Rita Hathaway took credit for it and stated she was in support of these projects. Rita Hathaway was asked by the neighbors to help with the problems at Bates/Broadway . She made an honest attempt to do so, until she joined the empl oyment team of Stand By Personnel. She stated at the Candidates Forum on October 24, 1995, that there was no conflict of interest and delegated the issue to Neighborhood Watch. This is in violation of Home Rule Charter No. 37. This Charter states that Council may only delegate to Boards or Commissions. Neighborhood Watch is not a Board or Commission. On January 15, 1996, at the City Council meeting, while still employed by Stand By Personnel, Ms. Hathaway was as ked to refrain from any input regarding the Bates/Broadway matter, since she was employed by a business t ha t was involved with the problems . She said nothing. \, On January 31, 1996, while still employed by Stand By Personnel, Rita Ha thaway released Bill No. 5, an ordinance to regulate and license Day Labor and Temporary Agencies, to Stand By Personnel before the City At torney even finished it, before the rest of City Council even received the ir copy, and released it before any revisions were made. The ink was bar ely dry. Some say this is a matter of "public record". Why then, did she not release it to her constituency also? This is in violation of Home Rule Ch arte r No. 32. She interfered with the procedures of the City Manager and the City Attorney. Whe n the City Attorney was asked for a copy by a resident, the request was refused based upon the City Council not receiving their copy yet. On · .. 1e .. ..<1 ver letter by the City Attorney transmit ting Bill No. 5 to various City personnel and City Council, no where on such cover letter did it ind i cate that Stand By, nor anyone else for that matter, was to receive a copy. THE ABOVE IT EMS CAN BE PROVED. DON'T LET YOUR REPRESENTATIVE ABUSE HER OFFICE AND POWERS . COUN CI LPERSO N RI TA HATHAWAY REFUSES TO ACCEPT RESPONSIBILITY FOR H:R ACTIONS .
