Call to Order The meeting of the Englewood Election Commission was called to order at 6:10 p.m. by Chairman Jo Lay. 2. Roll Call Present: Absent: A quorum was present. Warren, Ellis, Lay Aigbe [Clerk's note: A vacancy currently exists due to the resignation of Jean Reynolds .] * * * * * Approval of Minutes It was noted that the minutes of the meeting of April 28, 1997 were previously approved by a telephone poll conducted by City Clerk Ellis on May 27, 1997. Vote results : Ayes: Nays: Aigbe, Warren, Ellis, Lay None * * * * * 3. Discussion -November 4, 1997 General Municipal Election City Clerk Ellis reported that she attended the Arapahoe County Advisory Committee meeting and shared the highlights with the Commission. She said County Clerk Donetta Davidson is currently in meetings with the Postal Service regarding the mailing of the ballots. Ms. Ellis said the last two digits on the return zip codes will vary, allowing for a first sort to be done by the Post Office. Chairman Lay discussed the possibility of mailing the ballots under the County's non- profit status. City Clerk Ellis discussed the ballot question involving Paving District 38 . She said she is in the process of determining who will be eligible to vote on this issue . It may involve both renters who are registered at that address, and property owners who are registered in Colorado. She said the City will be working closely with the County on the mailing of the TABOR notices pertaining to this question. Englewood Election Commission June 2 , 1997 Page2 Ms. Ellis told the Commission that the Council candidate packets will be available July 1, 1997. Chairman Lay said she would like to have a copy of the packet because she is working on the school board packets . Chairman Lay said City Clerk Ellis will receive the lngergovemmental Agreement from the County on Thursday, in time to get it to Counci l by the first meeting in July. She said there is very little change from the previous IGA. Discussion ensued regarding City precinct lines . City Clerk Ellis advised she would be working with the County to try to change some County precinct lines w ithin the City. She explained that County Precinct 105 is split between Englewood Council Districts 1 and 2, and County Precinct 114 is split between Englewood Council Districts 3 and 4 . City Clerk Ellis distributed agendas for tonight 's City Council Study Session to the members of the Commission and asked them to stay for the Charter recall procedure discussion. 4. Discussion -EMC §1-8 Ms. Ellis distributed copies of EMC §1-8, for which she will be submitting a clean-up ordinance to Council. She asked that the members of the Commission review it and suggest changes . 5. Members' Choice City Clerk Ellis showed Commiss ion members a copy of the bill from Paragon in the amount of $7 ,955.83 for the Vacancy Election . * * * * * Ms. Ellis advised that the initiative and referendum timeframes, specified in the City of Englewood Charter, are in conflict with the coordinated election timeframes in State Statutes. She stated that changes will be submitted to the voters, probably in 1998. 6. Transmittal of Miscellaneous Items No additional items were distributed . 7.
