Call to Order The meeting of the Englewood Election Commission was called to order by Chairman Lay at 5:12 p.m. in Conference Room A 2. Roll Call Present: Absent: A quorum was present. Members Redpath, Warren, Ellis, Lay Member Holmberg [Clerk's note: Member Holmberg was out of town.] 3. Discussion -Redistricting City Clerk Ellis advised that she would be meeting with the City Council after this meeting to talk about the Election Commission's recommendations for redistricting. She invited the members to stay for the Council Study Session if they would like to. Chairman Lay commented that, by Charter, redistricting must occur every four years. Member Warren asked if redistricting would also be done after the 2000 census. City Clerk Ellis responded that the Charter only requires that redistricting occur every four years, and, unless Council directs otherwise, that is what we anticipate doing. City Clerk Ellis advised that the redistricting must be in place six months prior to the November 2, 1999 election. She explained that it must go to Council in the form of a council bill, then an ordinance, and, if passed, it would become effective 30 days after final publication of the ordinance. If the ordinance is presented as an emergency ordinance, it would become effective immediately after final reading, however. She stated that the registered voter criteria is the piece that we get from the Charter, and it is really crucial that we find a way to balance the districts, based on numbers of registered voters. There can not be more that a 15% difference between the highest and the lowest districts. The way the boundaries are currently situated, there is a 23.92% difference. Ms. Ellis presented a recommendation from Community Coordinator Stitt, splitting a portion of County District 107, with the bottom portion going into District 2. Ms . Ellis said that, if the Commission concurs , this is what she would like to present to Council as the Commission's recommendation . '· Election Commission February 22, 1999 Page2 City Clerk Ellis advised that she had been asked to look at realigning Districts 1 and 2. The registered voter figures , which are required by Charter, support such a realignment, she said, but the population figures , which are required by State Statute , do not. Chairman Lay said that she feels the recommendation presented is the least disruptive and is wholeheartedly in favor of it. Member Redpath asked if this would affect polling places. Chairman Lay responded that it probably would not affect them at all, and that precinct, unless the County changes it, is going to stay Precinct 107. City Clerk Ellis added that Englewood has conducted mail ballot elections since 1993, so polling places have not been used in recent years for the City's General Municipal elections . City Clerk Ellis commented that we could look at redistricting the entire City, but she hates to do it based on the 1990 census , because those figures are no longer valid. The Commission members discussed several different scenarios for redistricting .
