Director of Finance Lyon read a petition, Exhibit No. l,
rejecting certain impro vements of the proposed pavi n g district and
the extension of South Bannock as a one-way street.
Mayor Schwab s t ated that the purpose of the special
meeting was not to discuss the extension of one-way streets but
to discuss actions reg ard ing Paving District No. 18.

City Manager Dial reviewed Paving District No. 18 and
prior districts. He outlined the different f a ctors which compo s e
a paving district.
Mr. Kells Waggone r, Director of Public Works, appeared
before City Council and discussed Paving District No. 18. He
pointed out the streets to be included, typical sections u sed on
streets, how the cost of improvements varies, and individual cost
estimates.

protest or petit ions:
1. Exhibit No. 2, a petition from the property owners
in the 4500 block on South Bannock opposed to Paving District
No. 18.
2. Exhibit No. 3, a letter from Mr. William L. Fowler,
3700 South Cherokee, requesting a Hollywood type curb and gutter.
3. Exhibit No. 4, an objection from Marla Sue and
William R. Hoffman, 555 East Eastman.

PAVING DISTRICT NO. 18 HEARING
1. Paving District background -Paving District No . 6 in 1956 .
(a) Since 1956, 305 long block s, 343 short blocks and
sixteen a lleys have been paved.
2. Petitions for street improvement s.
(a) Charter, m ajority of owners, r egardless of residence.
(b) Area does not count.
3. Council-ini tiated improvements.
(a) Council initiat es improvements with funds available.
(b) Legall y, City Council initiates all street improve-
ments on th e P avi ng District.
4. Show location of proposed improvements--e qu ivalent to
t h irty-on e long blocks.
(a) Petitioned improvements.
(b) Council-initiated streets .
(c) After public h earing , Council cannot add streets,
but can drop them.
5. Cost.
(a) Depends upon type of improvement .
(b) Depends upon City 's share of cost (intersections,
arterial widths in residential z ones , etc.).

owner.
(b) Assessments will be computed and property
ow ners notified in January or .February, 19 70.

(c) Property owners will have opportunity to appear
before Council at a public hearing regarding
assessments in February, 1970 . (Individual
notices will be sent.)
(d) Within thirty days after public hearing, a ll or
any part of the assessment total may be paid i n
cash at a five per cent (5 %) discount on the
a moun t actu ally paid.
(e) Thereaft er, the property will be assessed with
t h e General Taxes (begi nn ing in January, 1971)
one-ten th (1 /10th) of the assessment plus six
per cent (6 %) simple interest.
(f) May pay in advance at any time at actual accrued
i nterest.
(g) If a payment is delinquent, then the full balance
becomes due to the Co unty.
8. Before p aving , a ll efforts w ill be made to see that utility line
replace m e nts are made, a nd t hat property owners tap to the
utility lines.
9. Additional street rights-of-way may be needed for specific
street improvements .
10 . Sidewalks.
(a) Location s of walks : The Ordinance provides that
the location of sidewalks will be determined by
the Director of Public Works and that his decision
is s ubj ect to variation as may be approved by the
Board of Adjustment and Appeals.
(b) Width: The City's Ordinance provides that the
sid ewalk width shall be determined by the Director
of Public Works, but does not provide for appeal
from h i s decision.

throughout the District, and of paving in excess of 36' widths and
8 " thick ess on stre et s d esig nated as art e rial within r eside nti a l
zoning as of February 3, 1969, will be b orne by the City of Engle-
wood.

Directo r of Pu blic Works, from whi c h the ap p r o ximate a mount to be

Up on comple tion of said improve ments, or as soon as the
total co st ther e o f is defin ite ly ascertained, such cost s ha ll b e

NOTICE OF CALL BY THE MAYOR
FOR SPECIAL SESSION OF THE CITY COUNCIL
MONDAY, FEBRUARY 24, 1969 --8:00 P.M.
The City council of the City of Englewood, Arapahoe County, Colorado,
is hereby called to a special meeting in the City Hall, 3400 South
Elati Street, for the purpose of holding a public hearing and
possibly taking other action regarding Paving District No. 18.

The Mayor declared the motion carried and the public hearing
open at 8 :10 P.M. (Note : A tape recording of the public hearing
is on file w1th the official minutes.)

Director of Finance Lyon read a petit1on, Exhibit No. 1,
rejecting certain improvements of the proposed paving district and
the extension of South Bannock as a one-way street.
Mayor Schwab stated that the purpose of the special
meeting was not to discuss the extension of one-way streets but
to discuss actions regarding Paving District No. 18.

City Manager Dial reviewed Paving District No. 18 and
prior districts. He outlined the different factors which compose
a paving district.
Mr. Kells Waggoner , Director of Public Works, appeared
before City council and discussed Paving District No. 18. He
pointed out the streets to be included, typical sections used on
streets, how the cost of improvements varies, and individual cost
estimates.
