The Election Commission of the City of Englewood,
Arapahoe County, Color a do, met at 7 :00 P .M., September 3 , 1969 .

The following actions a nd discussions took place :
1 . A legal calendar of election events was adopted.
2 . An administrative calendar of e lection events was
3 . Approved a recommendation to City Council that
sa laries of judges of election be raised from $20 per day to
$25 per day and th a t the fee t o a judge for return of election
supplies b e raised from $2.00 to $2 .50. The recommended fees
would ma ke the City c ompa rable with those e lection fees paid
b y Arapahoe County. The addi tional cost will be approximately
$288.00.
4. The Election Commission discussed the placement
of a Charter amendme nt on the ballot removing the restriction
that only taxpaying, registered electors would be allowed to
vote on a general obligation bond issue.
Mr. Lyon called the Commission's atte ntion to certain
wording contained within the present City Charter provision and
the am e ndm ent provision which would be subm itted to the vote
wherein it appear ed th a t the amortization schedule would be
required to be stated in the question submitted to the voter.
Mr. Lyon stated th a t if this interpretation is correct, it would
be n ecess ary to conduct the storm sewer election with paper
ballots rath er th an the voting machines and thus incur approxi-
mately $600.00 additional cost .
The Election c ommiss i o n instructed the Chairman to
rese a rch the question wi th the City Attorney and if the pro-
vision is so word ed as to cause paper ballots rather than
voting machines to be used, to recommend that a further Charter
amendment be prepared elimina ting the provision in question .
5 . The Election Commission di scussed the initiative
petitions received on S eptember 3, 196 9 c alling for the City
Council to either institute left turns at Bannock and U.S . 28 5
for north bound t ra ffic on Bannock or c aus e Hampden to be two
wa y by ordinance or b y calling a special elec tion . Mr . Lyon
stated that the City Council had until Octobe r 4, 1969 to place
the special question on the ballot .
6. The Election Commission reviewed the details of
accomplishing the election and working with Arapahoe County.
The meeting was adjourned at 8:10 P.M.

SUBJECT: City Charter Amendment to Section 104
RECOMMENDATION: It is recommended that a special question be
submitted to the voters at the November 4, 1969
Municipal Election causing Section 104 of the
City Charter to be amended in such a way that
maturity dates and terms of general obligation
bonds will no longer be required to be published
as a part of the bond question.
DISCUSSION: Se ction 104 of the City Charter presently states:
Maturity dates and terms of the bonds,
other than water bonds, shall be as
provided in the proposition submitted
to the taxpaying electors. Water
bonds shall mature and be payable as
provided by the ordinance authorizing
the issuance of said bonds.
Th is provision requires that the bond amortiza-
tion schedule be known and designed prior to the
submission of the question on the general obli-
gation bonds to the electors .
From the standpoint of conducti ng an election
based upon an opinion from Mr. Bill Lamm, which
is attached, this provision of Section 104 re-
quires that the bond proposition itself must
include the entire amortization schedule. Such
a requirement will effectively cause paper ballots
to be required rather than voting machines. A
paper ballot election for all Englewood precincts
would cost at least $600 more than an election
in which voting machines are used. For this
reason the Election Commission recommends the
above City Charter amendment.
From a financial administration standpoint, also,
this feature is undesirable .

INSTRUCTIONS TO CIRCULATORS OF NOMINATION PETITIONS
CITY OF ENGLEWOOD, COLORADO
MUNICIPAL ELECTION OF NOVEMBER 4, 1969
1. The foll ow ing e lect ed offices ar e to be filled :

2. A candidate f or Council must b e a citizen, over 25 ye ars of
age, resident within the C~ty at least 3 years immediately
p recedin g nomination, and not hold an y other elective public
office or be an em ploy ee of the City of Englewood. A candi-
date for Municipal Judge must be an attorney with two ye ars
experience and meet the requirements of a qualified elector.
3. Only nomination petitions issued by the Department of Finance
may b e circulated. All nomination petitions ar e prenumbered .
Upon picking up a nomination petition , the following items
must be declared in order that the petition may be completed
by the Department of Finance:
A . Nominee and address.
B . Office.
C . Circulator .
D. Nomination committee members and addresses.
4. Petitions may be circu lated from September 20, 1969 through
October 10, 1969.
5. The Affid avit of Circulator must be completed on each and
every petition.
6 . The Acceptance of Nomination must be completed on one peti-
tion only for each nominee.
7. A total of 50 signatures of qualified electors residing
within the City of Englewood are required to nominate. This
total may b e obtained by adding the signatures on more than
one nomination petition for the same nominee and office.
8. Nomination petitions for the Councilman position in District
II may be signed only by qualified electors residing in
District II.
9. Nomination petitions for the Councilman position in District
IV may be signed only by qualified electors residing in
District IV.
10. Nomination petitions for the Councilman-at-Large and Municipal
Judge may b e signed by any qualified elector residing in the
City of Englewood.
11. The p tit1on is to remain in the hands of the circulator until
r etur ned to the Department of Finance.
12. All signatures must be made in the circulator 's presence. The
person who signs another person's name such as a wife signing
for a husband will cause both signatures to be ruled invalid.

SUBJECT: Initiative Petitions
On September 3, 1969 petitions calling for an initiative ordi-
nance were rec eived by this office. A c opy of the first page
of the pe tition s is at tach ed hereto. The question to be sub -
mit ted to vot ers reads as follows:
An ordinanc e removing the left turn traf~ic restric-
tion at the intersection of South Bannock St. and
State Highway 28.5 , City of Englewood, Colorado and
designatin g Hampden Av e., both east and west, as a
two way or two di rec tional avenue permitting motor
vehi c l e tr a ffic to move or travel both east and west.
The Department o f Fi nance has completed a cursory examination of
the p e titions. Of the 640 signatures, 55 were ruled invalid in
most cases due to the fact th at the individuals signing did not
live within he city of Englewood. Over half of the inval i d
signatures were fo und on one pet ition, the remainder being inter-
mitt ently scattered amQn g the other ten petitions.
Wit h ou t verifying each signature upon the petition, it appears
that the 505 signatures necess ary for v alid initiative petit ions
as required under Section 4 6 of the City Charter have been
ob ai n ed . The petitions also met the fi ling requirement of 60
days prior to the election. As provided under S ection 4 6 of he
City Charter , the council has the option of passing the proposed
o rdinance without alterations within thirty days or submitting
the ordin ance to a vo e of the el ctors at the November 4, 1969

The Election commission of the City of Englewood,
Arapahoe County, Colorado, met at 7:00P .M., September 3, 1969.

The following actions and discussions took place:
1 . A legal ca lendar of e lection events was adopted.
2. An administrative calendar of election events was
3 . Approved a recommendation to City Council that
salaries of judges of election be raised from $20 per day to
$25 per day and that the fee to a judge for return of election
supplies be raised from $2.00 to $2.50. The recommended fees
would make the City comparable with those election fees paid
by Arapahoe County. The additional cost will be approximately
$288 .00.
4. The Election Commission discussed the placement
of a Charter amendment on the ballot removing the restriction
that only taxpaying, registered electors would be allowed to
vote on a general obligation bond issue.
Mr. Lyon called the commission's attention to certain
wording contained within the present City Charter provision and
the amendment provision which would be submitted to the vote
wherein it appeared that the amortization schedule would be
required to be stated in the question submitted to the voter.
Mr. Lyon stated that if this interpretation is correct, it would
be n ecessary to conduct the storm sewer election with paper
ballots rather than the voting machines and thus incur approxi-
mately $600.00 additional cost.
The Election commission instructed the Chairman to
research the question with the City Attorney and if the pro-
vision is so worded as to cause paper ballots rather than
voting machines to be used, to recommend that a further Charter
amendment b e prepared elimin ating the provision in question.
5 . Th e Election Commission discussed the initiative
petitions received on September 3, 1969 calling for the City
Council to either institute left turns at Bannock and U.S. 285
for north bound traffic on Bannock or cause Hampden to be two
wa y b y ordinance or by calling a special election. Mr. Lyon
stated that the City Council had until October 4, 1969 to place
the special question on the ballot.
6. The Election Commission reviewed the details of
accomplishing the election and working with Arapahoe County.
The meeting was adjourned at 8:10 P .M.

RECOMMENDATION TO THE ENGLEWOOD CITY COUNCIL
DATE: September 10, 1969
SUBJECT: Municipal Election Judges' Salaries
RECOMMENDATION: It is recommended by the Election Commission
that the City Council pass an ordinance increasing
the salaries of judges of election from $20 per
day to $25 per day and the fee paid to the judge
responsible for returning the election supplies
from $2.00 to $2.50.
DISCUSSION: This recommendation has a threefold purpose:
A. To assist in obtaining election judges .
B. To improve judge-City relationships.
c. To place the City of Englewood election
fees on the same level as Arapahoe
County.
The cost of this recommendation will be approxi-
mately $288 in 1969.

SUBJECT: City Charter Amendment to Section 104
RECOMMENDATION: It is recommended that a special question be
submitted to the voters at the November 4, 1969
Municipal Election causing Section 104 of the
City Charter to be am e nd ed in such a way that
maturity dates and terms of general obligation
bonds will no longer be required to be published
as a part of the bond question.
DI SCUSSI ON : Section 104 of the City Charter presently states:
Maturity dates and terms of the bonds,
other than water bonds, shall be as
provided in the proposition submitted
to the taxpaying electors. Water
bonds shall mature and be payable as
provided by the ordinance authorizing
the issuance of said bonds.
This provision requires that the bond amortiza-
tion schedule be known and designed prior to the
submission of the question on the general obli-
gation bonds to the electors.
From the standpoint of conducting an election
based upon an opinion from Mr. Bill Lamm, which
is attached, this provision of Section 104 re-
quires that the bond proposition itself must
i nclud e the entire amortization schedule. Such
a requirement will effectively cause paper ballots
to be required rather than voting machines. A
paper ballot e l ection for all Englewood precincts
would cost at least $600 more than an election
in which voting machines are used. For this
reason the Election Commission recommends the
above City Charter amendment.
From a financial administration standpoint, also,
this fea ture is undesirable.

SUBJECT: Initiative P e titions
On September 3 , 196 9 pe tition s c al ling for an i nitiative ordi-
nance were received b y th is office. A copy of the first page
of th e petitions is attached hereto. The question to be sub-
mitted to voters reads as follows:
An ordinanc e removing the left turn traftic rP.stric-
tion at the i nt ersecti on of South Bannock St . and
State Highwa y 28.5, City of E nglewood, Colorado and
designating Hampden Ave., both east and west, as a
two way or two directional avenue permitting motor
vehicle traffic to move or tr avel both east and wes t.
The De partment o f Finance has completed a c ursory examination of
the petitions. Of the 640 s ignatures, 55 were ruled invalid in
most ca s es due to the fact that the individuals signing did not
live wi thin the City of Englewood. Over half of the invalid
signatures were found on one petition, the remainder being inter-
mittently scattered among the other ten petitions .
Wi thou t verifying each signature upon the petition, it appea rs
that the 505 signatures necessary for valid i nitia tive petitions
as required u nd er Section 46 of the City Charter have been
obtained . The petitions also met the fili n g requiremen t of 60
days prior to the election. As provided under Section 46 of the
City Charter, the Council has the option of passing the proposed
ordinance without alterations within thirty days or submitting
he ordinance to a vote of the electors at the November 4, 1969
Gen~ral Municipal Election.
