RESOLUTION NO. 32
SERIES OF 2024
A BUDGET SUPPLEMENTAL RESOLUTION TO AMEND APPROPRIATIONS WITHIN THE
2024 BUDGET OF THE CITY OF ENGLEWOOD
WHEREAS, Section 83 of the Englewood Home Rule Charter mandates that the City ensure
expenditures do not exceed legally adopted appropriations; and
WHEREAS, the 2024 Budget was initially submitted and approved by the Englewood City Council
through Ordinance No. 55, Series of 2023, on October 2, 2023, with subsequent amendments approved by
Resolution No. 2, Series of 2024, on January 8, 2024, and Resolution No. 22, Series of 2024, on July 15,
2024; and
WHEREAS, additional expenditures have been identified for 2024, necessitating supplemental
appropriations for City Council consideration; and
WHEREAS, the Administration Department requests reinstatement of its original budget,
previously reduced based on a 5-year historic budget variance, due to full staffing, adjusted compensation for
additional responsibilities, reclassification of key positions, and correction of an administrative oversight in
retirement contributions; and
WHEREAS, the Human Resources Department similarly requests a budget amendment to reinstate
its original allocation due to limited vacancy-related savings and no projected reductions in non-personnel
expenses; and
WHEREAS, to support expanded Englewood Trolley services under a new intergovernmental
agreement (IGA) with the RTD, matched by the Englewood Downtown Development Authority, the
Community Development Department requests a budget amendment for expanded operations as per the IGA;
and
WHEREAS, the anticipated costs for the Dartmouth Bridge Project in the Public Improvement Fund
have increased, prompting a budget adjustment; and
WHEREAS, modifications to the South Broadway Streetscapes Project and the Old Hampden
Complete Streets Project, specifically to include irrigation systems in medians, necessitate additional
appropriation; and
WHEREAS, increased costs for contractual services, a new Trip Hazard Elimination Program, and
billing in the Concrete Utility Fund exceed original budget allocations, requiring a budget amendment, and
WHEREAS, it is recommended to transfer American Rescue Plan Act (ARPA) funds initially
allocated to the Sewer Fund, now deemed unnecessary for the Sewer Line Replacement, to the Water Fund
to offset costs for the Old Hampden Utilities Project Water Line Replacement; and
WHEREAS, Section 92 of the Englewood Home Rule Charter requires the City Council to adopt a
Resolution to transfer any unencumbered appropriation balance or portion thereof from one department,
office, or agency to another; and
WHEREAS, Sections 92 and 93 of the Englewood Home Rule Charter require City Council
authorization for fund transfers, based on the City Manager’s recommendation and Treasurer’s certification
of available cash surplus.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, AS FOLLOWS:
Section 1. The Budget for the City of Englewood, Colorado, is hereby amended for the year

ending 2024, as follows:
ADDITIONAL APPROPRIATION in accordance with Section 93 of the Englewood Home Rule Charter:
SOURCE OF FUNDS:
(1) General Fund (02) $163,300
Source of Funds: Unassigned Fund Balance
2024 Operational Budget Supplemental for the departments:
• $102,800 for the Administration Department to reinstate the original budget prior to it
being reduced based on the 5-year historic budget variance (budget savings
challenge) as there were no staff vacancies nor anticipated savings from the non-
personnel line items
• $50,500 for the Human Resources Department to reinstate the original budget prior to
it being reduced based on the 5-year historic budget variance (budget savings
challenge) as there was a nominal staff vacancy and no anticipated savings from the
non-personnel line items
• $10,000 for the city’s share of the RTD Grant Match ($60,000) shared with the
Englewood Downtown Development Authority ($50,000); the RTD Grant supports
the expanded Englewood Trolley operation services

• $500,000 for anticipated costs exceeding the original project estimates for the Dartmouth
Bridge Project
• $250,000 for the addition of an irrigation system for the medians included in the Old
Hampden Complete Streets Project

(The 2024 concrete utility program contractual services agreement, the implementation of
a new Trip Hazard Elimination Program and the increased billing costs were more than
the original budget)

(6) Sewer Fund (41) $1,233,333
Source of Funds: Sewer Fund Net Position ARPA Restricted Balance
(Transfer the ARPA funds originally allocated to the Sewer Fund for the potential
replacement of the collection system sewer line located on Old Hampden; however, the
sewer line does not need replacing therefore, the request is to transfer these funds for the
replacement of the distribution system water line located in the general vicinity along Old
Hampden)

USE OF FUNDS
(1) General Fund (02) $513,300
Use of Funds:
Following are the 2024 operational requests for the general government departments:
• $102,800 for the Administration Department operations as follows:
o $63,000 – add back the budget saving challenge reduction since the
department was fully staffed and no planned changes to the operational
budget for the non-personnel line items
o $39,800 – compensation changes due to position responsibility and
reclassification changes for the Sustainability Program Manager and the
Green Business Coordinator, respectively; additionally, the retirement catch-
up contribution for the Executive Assistant position due to an inadvertent
administrative oversight
• $50,500 for the Human Resources Department operations - add back the budget
saving challenge reduction since the department had a nominal savings through a
staff vacancy and no planned changes to the operational budget for the non-personnel
line items
• $360,000 for the Community Development Department operations – to expand the
Englewood Trolley service through the three-year intergovernmental agreement with
RTD

Use of Funds: Additional funding requested in order to complete a few existing capital
projects
• $500,000 for anticipated costs exceeding the original project estimates OG the Dartmouth
Bridge Project
• $250,000 for the addition of an irrigation system to the medians included in the Old

(3) Concrete Utility Fund (44) $280,000
Use of Funds: Concrete Utility Program Costs
• $162,000 – is the amount by which the concrete program contractual services cost
exceeds the budget appropriation
• $100,000 – is the amount of the newly implemented Trip Hazard Elimination
Program which was not part of the original budget appropriation
• $18,000 – is the amount by which the utility billing costs are anticipated to exceed
the budget appropriation

Use of Funds: ARPA funds transfer from the Sewer Fund to the Water fund for the Old
Hampden Utilities Project for the Distribution System’s Water Line Replacement

Section 2. In accordance with Sections 92 and 93 of the Englewood Home Rule Charter, the City Manager
and Director of Finance are authorized to execute these fund transfers within the 2024 Budget for the City
of Englewood.
