IU~~: Agenda Item for January 19, 1970 City Council Meeting • In the latter part of 1969 Arapahoe County collected money on three defaulted special districts: Sanitation District No. 1, Water Main District No. 1, and South Broadway Paving District No. 1. These three districts were formed during the 1920's and went into default on their bonded debt. When these districts went into default, tax certificates were issued to the City of Englewood. These certificates have since been lost. In order for Arapahoe County to pay the City of Englewood the $1,390.41 due on these certificates, the County is requiring that an affidavit be executed by the Mayor and attested by me. The affidavit states that the tax certifi- cates were lost and that should the tax certificates be found and rightfully possessed by a party other than' the City ot Englewood, said city will save and hold Arapahoe County harmless . It is recommended that the Mayor be authorized to execute the affidavit. The $1,390.41 is probably the most money we have collected on the defaulted districts since the early 1950's. Unfortunately, we will probably collect nothing elae. ~~ Stephen A. Lyon Director of Finance nunb • • I I I ' ! • TO : FROM: DATE: SUBJECT: • - M E M 0 R A N 0 U M Stanley H. Approximately thirty individuals participated. The course itself was taugh t by a systems engineering firm based in Palo Alto , California. Each morning was devoted to lecture, and the a fternoon was devoted to application of the items covered in the lecture to te am problems. The following points were covered in the lecture . 1 . Systems anal ysi s -in the particul ar context of this course, systems analy sis is defined as the study of work flows with the purpose of converting these work flows into a computer- ized proce ss. 2. The systems development process itsel f. 3 . Data gathering for the systems study -i ncluded such items as organizational r e lationshi ps , present o perating proce- dures, present time factors, cont rol requirements, repor tin g r equi r emehts, and data retention r e q uirements. 4. Analysis of presen t system and data gathering in s ystem s study -included under this topic were methods of organizing data, evaluating the present system's potential for computer use, defining boundaries of the present system, det e rmining critical areas, determining organization impact, basic input, and reporting requirements. 5. Systems design -included with this were standards for systems desig n, s implification of systems, file content , file organization, and functional segmentatization of systems. Con- siderable time was spent in flow charting a system in order that it may be programmed . I ! '!' I • • f - • • Stanley H. Dial, Ci ty Manager January 15, 1970 Page 2 • 0 • 6 . Programming the system -little time was devoted to actual programming but rather to the discussion of the problems of communication between a systems analyst and a computer pro- grammer. 7 . System testi ng, conversion, and inst allation -this topic covered testing the system and problems whi ch could b e encountered in conve rting the present work system to a compute r i n stallation. Th e problem assigned t o e ach team involved the actual design of a computer system and meeting requirements of te sting, reporting and implementat i on. Each team determined the hours o f run time of the system and the cost of design, conversion and operation. Clasby, Chief of Polj ce SUIJECT : Highway Safety Program Sp e cial Alcohol Safety Enforcement • On Wednesday, January 7 , 1970, Mayor Elmer Schwab and I me t with Cordell Smith in Governor John Love's Adminis t rati ve Office regarding a proposed, new program under the Highway Safety Ac t dealing with special alcohol safety enforcement. At this mee ting i~ was described to us that a nev program vas under vay with a date of July 1, 197 0, being the target date for commencement concerning the participation of the various law enforcement agencies in the Denver metropolitan area dealing wi th t he special alcohol safety enforcement problems. We were requested at t hi s meeting to review the various aspects of the program and to indicate by letter this city's intention to particip&te if, indeed, it vas our decision to do so. Also to prepare and submit along with our letter of intention to participate a proposed budget outlining the cost to the community to initiate this program which would be funded 100 percent by the federal governmen t . The program is to be a full three-year program and all costs incurred by the community in participat ing would be financed 100 percent by the federal governiTien t. We would propose to have t his p rogram in effect seven days week ly, throughout t he i ntended three-year p eriod. The tentative hours of coverage would be - one officer on duty between the hours of 7:00P.M. and ):00 A.M., Sundays, Mondays, and Tuesdays and Wednesdays, with two officers on Thursdays, Fridays, and Saturdays, with the hours ext ended on the latter three days, which covers t he weekends with more traffic problems. These officers shall be special alcohol safety enforcement and accident inves tigation officers, and shall give emphasis and priorty to special alcohol safe ty enforcement over the other aspects of t r affic safety enforcemen t system . This capability shall include - 1 • Assignment of personnel and operating equipmen t and procedures to ins ure the apprehen sion of drivers suspected of alcohol related offenses. The procedures will i nclude as a minimum- a. Use of breath screaning test b. These efforts will be directed to insure that to the ext~nt practicable there are quantitative tests for alcohol. s. a. On all drivers involved in accidents or arrested for vehicle code violations for whom there are reasonable grounds to suspect that they ~ave been driving while intoxicated. b. On the bcidies of all drivers and adult pedestrians who die within four hours of a traffic accident. c. On all surviving drivers in accidents fatal to others. To conduct a public information and education program concerning the alcohol related accidents and a preventive program. ) The contemplated budget requirement for the first year beginning July 1, 1970, would be as outlined below: '1 • One SuRervisor -Pay Grade 7r-' Two Traffic Investiga ors r 1 ~ "t · 27F -Pay Grade 2UF 15 percent miscellaneous employee costs Uniforms for three men Total employee costs for first year One police vehicle, complete with radio and emerg-.n cy equipmen t Video tape eq~ipment One Chromatrograph One hundred es kits ~ $1 .SO each Vehicle operating expense Total proposed budge t costs for 1970 $928.00 per mo. • $11,1)6.00 per yr. uO hours weekly $1,60u.OO per mo. 2 $19,2u8.00 per yr. uO hours weekly each or total of 80 hours weekly Total salary approx. cost approx . cost Total Equip. $Jo ,J8u.oo $ u,SS7.6o $ 900 .00 $JS,8u1 .6o $ u,ooo.oo $ ),000.00 $ 1,800.00 $ 1 so .oo $ 750 .00 $ 7,000.00 $42,841 .6o ------------~~----~~------------------------~------, • I • ' -• - '-, -3- •I Costs for second year beginning July 1, 1971 J tne Supervise~ -Pay Graae 27F f._" -7. rw.
