The meeting was called to order at 5:03 p.m.

1) MINUTES OF THE MARCH 8, 1994 MEETING.
The Englewood Water and Sewer Board Minutes from the March
8, 1994 meeting were approved as corrected.

2) AGREEMENT FROM BANTA HOYT RE: ARAPAHOE ESTATES
WASTEWATER TRANSMISSION AGREEMENT.
Banta Hoyt submitted a Wastewater Transmission Agreement
between South Arapahoe Sanitation District, South Arapahoe
Wastewater Enterprise and Arapahoe Estates Water District.
The agreement is to authorize a connection for the reverse-
osmosis desalinization unit. Stu reviewed the proposed
agreement and noted the final draft will be submitted at a
future meeting.
3. SOUTH ARAPAHOE SUPPLEMENT #36
-EXCLUSION.
SOUTHGATE SANITATION DISTRICT SUPPLEMENT #122 ·
-INCLUSION
South Arapahoe submitted Supplement #36 to exclude a parcel
of land located at the southwest corner of S. Holly St. and
Dry Creek Rd. The parcel is to be included in the Southgate
Sanitation District, where it can be served by a gravity
flow system instead of requiring a pump station.
Southgate Sanitation District submitted Supplement #122 to
include the above mentioned parcel into their sanitation
district, to be serviced by a gravity flow system.

4. CITY DITCH -QUINCY & OXFORD.
Mr. Fonda noted that the City Ditch fencing between Quincy
and Oxford is completed. Costs came in at approximately
$900.
5. SUPERFUND.
Mr. Fonda gave the Board a copy of a letter sent to Senator
Hank Brown regarding the Superfund Reauthorization.
6. TURBIDITY REPORT.
Stu reviewed the Turbidity Report from the Allen Filter
Plant with the Board. Stu discussed the excursions above
0.5 and how the Nutri-Pods should help.
7. ALLEN PLANT SLUDGE RADIATION REPORT.
Stu discussed a memo received from Pete Laux of the Colorado
Dept. of Health, Radiation Control Division. The Allen
Water Treatment Plant alum sludge was approved for use as
golf course landscaping berm material, and mixed one-to-one
with clean fill and covered with two feet of soil.
8. "SOMETHING TO TALK ABOUT" MEETING.
Stu noted that volunteers are needed to host "Something to
Talk About" meetings for the City of Englewood.
9. CITY MANAGER CANDIDATE RECEPTION.

11. NEGOTIATIONS WITH DENVER WATER BOARD.
Stu updated the Board on the Denver Water Board litigation
progress. Stu noted that the court date has been postponed.
12. BI-CITY.
Three employees from Bi-City have had papers accepted by the
Water Federation to be presented in October at the Annual
conference in Chicago.
13. LETTER FROM PUEBLO TO DAN SCHAEFER.
The Board received a copy of a letter sent from Alan Hamel
of the Pueblo Water Works to Representative Dan Schaefer.
Stu discussed the assistance given by the Water Utility
Council with various issues.
The next Water and Sewer Board meeting will be May 10, 1994
at 5:00 p.m. in Conference Room A.

Thank you for the prompt, professional and friendly service
in rectifying and completing the work on our sewer line.
Not only is your dedication to customer service apparent and
outstanding, but obviously something you instill in your
entire department.
There is one item still left to be done--I received a call
from customer service requesting the bill for sewer service
that we had already paid before we discovered the extent of
the problem. Thank you for your attention to this matter.
Again, we really appreciate the manner in which this incident
was handled. Our city should be proud to have employees like
you.

Thank you for conta c ting me in support of H.R. 3392, the
Slattery-Bliley Safe Drinking Water Act (SDWA) Amendments. I
appreciated hearing from you.
I strongly agree with you on the need to ensure that our
drinking water standards reflect a balance between public safety
and reasonable regulation. Mandates from the SDWA and other
federal laws are taking an ever-increasing toll on the ability of
state and local governments to provide basic services for their
citizens.
You will be pleased to know that I have signed on as a
cosponsor of H.R. 3392. This measure recognizes that responsible
science and cost-effective regulation aimed at the protection of
legitimate human health risk should be the cornerstone of a
federal safe drinking water program.
Again, thank you for getting in touch. I am glad to see
that we agree on this matter, and I hope you will continue to let
me know of your additional concerns in the future.
