2) CITY OF SHERIDAN/PACE WAREHOUSE SITE.
Stu reviewed the situation of a private developer requesting
sewer service on the north side of Union Avenue between
Santa Fe and the Platte River in Sheridan. The Board
reiterated their policy of only dealing with municipalities,
in this case the City of Sheridan. Until a master plan is
submitted and approved by Englewood, the Board will not
extend service.
3) DAVID HILL -NEGOTIATIONS WITH DENVER.
Mr. Hill discussed the proposed settlement with Denver and
Climax regarding the Cabin-Meadow Creek System and also the
City Ditch/Highline Canal Agreement with the Denver Water
Department. Clyde Wiggins expressed his desire that the
agreements be expedited as soon as possible.

On Wednesday, August 9, 1995 , plant staff notified Janet Jones at the spill response
number of a power failure at the Littleton/Englewood WWTP and the probability of a
sewage spill. The spill and subsequent discharge of untreated sewage to the South
Platte River occurred. The attached report is submitted to provide the required
information on the spill , in accordance with the requirements of the facility discharge
permit. The report contains a brief, but complete , description of the overall situation
and cause , the actions taken to correct the problem and the impact on permit
limitations .

SPECIAL NOTIFICATION REPORT
AUGUST 9, 1995 SPILL INCIDENT
INTRODUCTION
This special notification is being provided to meet the requirements of paragraph Part I.D.4
'Reporting -Special Notifications' regarding a spill of raw sewage on August 9, 1995. The raw
sewage spill was the result of a power failure at the facility that began at 8:00 a.m. Power was
restored at approximately 10: 15 and the facility was returned to full operation. All permit
limitations were met for the day with the exception of one total residual chlorine sample that
exceeded permit limitations as a dfrect result of the power failure.
Plant staff contacted the Colorado Department of Public Health and Environment spill response
number and informed Janet Jones of the situation at 9:05 a.m. Ms. Jones indicated she would
contact other agencies appropriate for the situation.
Th.is report describes the cause of the spill, the extent of the spill, actions taken in response to the
spill, the impact of the spill on permit limitations and steps to be taken to prevent a reoccurrence. A
detailed timeline of activities during the power failure and facility start-up is included. If there is

CAUSE OF SPILL
The cause of the spill of raw sewage was a power failure to the facility that began at 8:00 a.m.
Initial indications were that a Public Service Company of Colorado (PSC) main fuse had blown on
the incoming power lines. Loss of the fuse resulted in single phasing to the electrical supply system
at the facility and, as single phasing will damage electrical equipment, the plant was shut down.
Figure 1 is a plan of the beadworks area and shows the location of the power pole that has the PSC
equipment mounted to it.
PSC was notified of the situation and the seriousness of the loss of power. PSC promptly dispatched
a crew to replace the fuse . Inspection of the fuse, however, revealed that the fuse holder had been
damaged and would no longer function. The first PSC crew was not qualified nor equipped to make
the necessary repair and called in a second crew to make the repair. The second repair crew arrived
at 9:55 a.m. and power was restored at 10: 10.

During the initial period of the power failure, raw sewage was being stored in the collection system
because the raw sewage pumps were not in operation. At 9: 10 a.m., the capacity of the collection
system was exceeded and sewage began overflowing onto the facility grounds. Overflow of sewage
ceased at 10:25 a.m. after power was restored.
EXTENT OF THE SPILL
The estimated amount of sewage spilled during the power outage is approximately 1.5 million
gallons. This estimate is based on the length of time of the spill and sewage flow during the spill. ·
Figure 2 is a graph of total sewage flow at the facility the day before and the day after the sewage
spill and was used to estimate flow at the time of the power outage.
Containment efforts on the site resulted in over 50% of the sewage spilled being contained on the
plant site itself and on an adjacent parking lot. This sewage was later pumped into the headworks
facility for processing in the plant. Water used for area cleanup and flushing was also pumped to the
headworks building for processing.
Less than 50% of the spill entered the South Platte River through a storm sewer in the headworks
area. There is one street catch basin and one lawn catch basin that discharge to a storm sewer
system that enters the South Platte River. These catch basins were blocked during the spill. Sewage
escaped containment before the containment was completed and from leaks in the containments put
in place. Based on 50% loss, 0 .75 million gallons of raw sewage entered the river. Figure 3 shows
the approximate extent of the contained sewage and the containment efforts.
ACTIONS TAKEN •
Included in this report is a abbreviated list of the activities and work performed from the beginning
of the power outage through site clean up. The information is presented in 'time line' format to
include the sequence of activities. Additional information regarding any of the activities can be
provided, if needed.
In addition to the equipment and labor provided by the plant to control the spill, several other city
departments responded, including:

COMPLIANCE WITH PERMIT LThtITATIONS
All discharge permit limitations were met for the day of the spill and the appropriate averaging
periods with the exception of total residual chlorine. Based on the treated flow to the river and the
estimated raw sewage spilled to the river, the 'combined' discharge quality to the river was

These concentrations are well below the 30 day average permit limitations for these parameters.
The first compliance sample for chlorine during plant restart , taken at 12:00 p .m., resulted in a
residual chlorine of 1. 06 mg/I. Facility influent pumps had been shut down first to prevent damage
at 0810 hrs. and the remainder of the plant shut down afterwards . Tne disinfection system was shut
down at approximately 0840 hrs. The chlorine dosing pumps are flow paced , however they have a
minimum output at the lowest end of their span and , therefore, feed slowly when flow is zero.
During this interim time between influent pump shutdown and disinfection facility shutdown the
pumps were feeding chlorine slowly to the basin, building an excess concentration. Upon facility
startup , the high chlorine water was carried to the basin discharge where dechlorination takes place.
The sodium bisulfite used for dechlorination was adjusted for normal demands , and was insufficient
to remove the excess. The declhorination system was immediately adjusted to remove the residual.
The follow-up residual sample taken at 1400 hrs. showed < 0.05 mg/1 (non-detectable) chlorine
residual.

STEPS TO PREVENT REOCCURRENCE
. ·,
The cause of the raw sewage spill was the power failure . resulting from an equipment failure in the
power supply system to the plant . The PSC equipment was repaired, but not before raw sewage
overflowed plant facilities . Plant staff will be meeting with PSC to improve response times of their
crews to emergency calls from the plant . Appropriate response times would have prevented or
minimized the extent of the spill .
The engineering for the Phase Ib expansion of the facility is beginning soon and includes upgrading the
power supply system to the plant. This upgrade includes providing a dual power feed to the plant to
prevent situations like this one from occurring. Necessary approvals for this project will be obtained in
1996, with construction expected to begin later in the year.
The total residual chlorine concentration discharged from the plant during restart of the facility was a
direct result of the power failure and the emergency condition that resulted. Emergency procedures will
be modified to include overfeeding sodium bisulfite to the dechlorination system until such time as
proper process control checks can be made.

ABBREVIATED TIMELrnE OF EVENTS
0800 hrs .-Single phase power outage occurred. A Public Service Co. (PSC) owned and
maintained fuse switch had failed . The fuse was dislocated and appeared to be blown
from the buss on one phase of the main facility feed line located below PSC grid
switchover gear.
0810-PSC was notified of apparent blown fuse and the urgency of timely response . PSC
dispatched personnel.
0810-Facili ty headworks and pumps were shut down to prevent phase loss damage to
variab le drive equipment and prevent system overload when power was restored .
0825-PSC electrician arrived and determined that the fuse was not the cause of the
outage. He determined that the preceding PSC switchover gear had malfunctioned, but he
was not qualified to make the necessary repairs . A bucket truck and qualified crew was
required to replace the switch. Switch replacement time required was estimated to be 10
minutes after arrival of crew and equipment.
0840-PSC was notified of the need for qualified crew and equipment to replace the
switch. They were funher advised of the critical nature of the situation and the need to
have immediate emergency response. PSC was advised that plant staff had estimated the
plant would exceed its cont ainment capacity in approximately 30 minutes .
0840-The remainder of plant equipment was taken off line to prevent equipment damage.
0840-Plant staff attempted to start co-generators on natural gas for tertiary backup
power. Co-generator units would not operate on natural gas.
0850-Plant staff became concerned about the slow response time of PSC and contacted
Sturgeon Electric Company to bring a portable generator to power influent pumps.
Sturgeon staff indicated they also had the necessary crew and bucket truck available to
conduct the switch repair. At the request of plant sta±r: they immediately dispatched the
crew.
0850-Plant staff began to construct sandbag dikes around stormdrains to contain potential
overflow from the headworks influent lines to the river.
0900-PSC was contacted again by plant staff and stated that a crew and bucket truck
would arrive on site in approximately 20 minutes .

0900-Plant staff began installation of an on-site portable trash pump to pump from the
in.fluent channel to the secondary system to minimize potential overflow.
0905-Janet Jones, of the spill response office at CDPH&E, was notified of the potential
of an influent spill. She stated she would notify other necessary agencies.
0910-Plant staff completed sandbag installation around the stormdrain.
0910-Raw sewage began flowing from the manhole 30' upstream ofheadworks building.
0910 .-Plant staff prepared to construct a large earthen dike to reinforce the sandbag dike
to reduce sewage overflow entering the stormdrain.
0918-The headworks influent channel began to overflow. The overflow began to bypass
the stormdrain sandbag dike . Plant staff began constructing an eanhen dike to reinforce
sandbag dike.
0920-Plant staff contacted PSC again and reiterated the situation was critical and the PSC
repair crew and equipment had not arrived. PSC stated that the crew and bucket truck
would be on site momentarily.
0920-Plant staff requested assistance from the City of Englewood Public Works
Department to provide additional personne~ dump trucks, and front loaders to assist in
earthen dike building. Public Works crews and equipment were immediately dispatched.
0930-Portable trash pump installation was completed and pumping to the facility
secondary system initiated.
0950-Earthen dike work was completed and spill was essentially contained on site and
neighboring parking lot.
0955-PSC crew arrived on site with bucket truck and began work
0959-Sturgeon Electric crew arrived with bucket truck. Plant staff directed Sturgeon
crew to standby while PSC crew completed the repairs .
1010-Switch repair was completed.
1014-Start up ofheadworks and other plant processes was initiated.

1015-Plant staff began sampling and analysis of South Platte River upstream from · the
plant site, the contents of the spill, and the South Platte River downstream from the plant
site .
1025-Influent channel and manhole overflow ceased.
1040-The portable trash pump discharge line was relocated to the influent channel to
return the contained spill to the headworks facility .
1100-A second ponable pump was installed to return the contained spill to headworks.
1130-In plant sewer manhole in spill containment area was opened to speed the return of
the spill to headworks.
1230-Return of contained spill to the facility headworks was completed. The Englewood
Fire Department assisted with washdown of the area and return of washwater to
headworks .
1300-The earthen dike was removed and the site was cleaned.

SUPPLEMENT N0./27 TO CONNECTOR'S AGREEMENT
'l'BIS AGREEMENT, made and entered into by and between the CITY
OF ENGLEWOOD, acting by and through its duly authorized Mayor and
City Clerk, hereinafter called the "City, II and SOUTHGATE SANITATION
DISTRICT, Arapahoe and Douglas Counties, Colorado, hereinafter
called the "District,"
WITNESSETH:
WHEREAS, on the 20th day of June, 1961, the City and the
District entered into an Agreement in which the City agreed to
treat sewage originating from the District's sanitary sewer system
within the area served by the District, which Agreement was most
recently renewed by Connector's Agreement dated November 16, 1988;
and
WHEREAS, said connector's Agreement provides that the District
may not enlarge its service area without the written consent of the
City;
NOW, THEREFORE, in consideration of the mutual covenants and
undertakings herein set forth, the parties agree as follows:
1. The City hereby consents to the inclusion of certain
additional area located in Arapahoe County, Colorado, owned by
BRADLEY E. PLACE, JR. and PENNY L. PLACE, and more fully described
on Exhibit A attached hereto and incorporated herein by reference,
into Southgate Sanitation District. The City agrees that said
additional area may be served with the sewer facilities of the
District, and that the City will treat the sewage discharged into
the City's trunk line from said additional area, all in accordance
with the Connector's Agreement dated November 16, 1988.
Accordingly, Exhibit A referred to in Paragraph 1 of the
Connector's Agreement dated November 16, 1988, is hereby amended to
include such addit i onal area.
2. Each and every other provision of the said connector's
Agreement dated November 16, 1988, shall remain unchanged .
IN WITNESS WHEREOF, the parties have set their hands and
seals this day of , 1995.

NARRATIVE DESCRIPTION FOR INCLUSION OF PROPERTY AT 5701 S.
COLORADO BOULEVARD INTO SOUTHGATE SANITATION DISTRICT
To Whom It May Concern:
We, the undersigned, Brad and Penny Place, respectfully request to have our
property included into the Southgate Sanitation District.
The property contains 2.24 acres and the existing zoning is A -2.25 in the City of
Greenwood Village· allowing one single family dwelling on this property. No
zoning changes are being proposed.
A new house is planned to be constructed in roughly the same location as the
existing house was located when the survey was done in November, 1994. The
construction schedule for the new house is that it will be completed during 1996.
It is desired to connect the sewer facilities from the new house into the existing
Southgate Sanitation outfall sewer line which runs souther1y along the westerly
portion of the property. Service requirements would consist of one single family
sewer tap .

WASTEWATER COLLECTION SYSTEM MAINTENANCE AGREEMENT
CITY OF CHERRY HILLS VILLAGE
(Former Cherryridge San.Dist.)
AN AGREEMENT, dated this ___ day of , 1995, between the ---
City of Cherry Hills Village (Chen.-y Hiils) and the City of

Englewood (Englewood) , regarding the maintenance of a certain
wastewater collection system:
WHEREAS: Cherry Hills is the owner of a wastewater C(1llection
system (Collection System) within Cherry Hills that hereto before
has been a system owned and operated by the Cherryridge Water and
Sanitation District, shown in Attachment A, and
WHEREAS: Cherry Hills does not currently own or operate any waste-
water collection maintenance equipment, and
WHEREAS: Englewood owns and operates maintenance equipment for a
wastewater collection system located within the City of Englewood.
NOW, THEREFORE, Cherry Hills and Englewood hereby covenant and
agree that:
1. Englewood shall prov~.:1i::> ni:,i-.mal and routine, and extraordinary
and nonroutine maintenance, repair and replacement services for the
Collection System, as shown in Attachment A, as needed to insure
efficient, continuous and economical service within the Cherry
Hills Collection System. Flushing and cleaning of the sewer mains
and point repairs not deeper than 10' and/or not longer than 10'
shall be considered normal and routine maintenance repair and
replacement. Englewood shall also respond to requests to locate the
sewer mains and manholes as routine maintenance. Point repairs
deeper than 10' and/or longer than 10', or where unusual conditions
exist, such as, but not limited to, excessive ground water,
excessive slope, excessive vegetation, that limit or inhibit
Englewood's ability to fulfill its obligations under this
agreement, shall be considered extraordinary and nonroutine repairs
and replacements. Englewood will not be responsible for locating
privately owned sewer service laterals in this collection system
nor will it be considered routine meaintenance other than to
indicate where the laterals are connected to the mains to the best
of their knowledge as indicated by its records.
2. Cherry Hills agrees that it will assume ownership of any
existing District or publicly owned wastewater collection system
facilities within the Collection System to facilitace a maintenance
agreement with Englewood. Englewood may, at its sole option, not
clean and maintain lines not owned by Cherry Hills.
3. Cherry Hills shall continue to own the Collection System. Any
rights-of-way utilized in the Collection System shall continue to
be held in Cherry Hills' name and shall be maintained by Cherry
Hills. Cherry Hills further agrees to acquire and hold rights-of-
ways or easements of sufficient size to permit operation and
maintenance activities on any public or private property where
existing or future facilities are located, and to maintain those
easements and right-of-ways free of landscaping, structures or
other obstructions which would interfere with Englewood's
maintenance obligations under this contract. Englewood shall not be
obligated to maintain sewer lines where adequate rights-of-way free
and clear of landscaping or obstructions do not exist. In such
circumstances, if authorized in writing by Cherry Hills Village,
Englewood, at its option, may attempt to perform the maintenance
without any liability whatsoever for damage to private property.
4. Customers on the Collection System shall have additional fees
added to their existing wastewater treatment bills to cover the
cost of providing this maintenance service. The amount added for
normal, routine flushing and cleaning maintenance services shall be
at a rate which is based on the same estimated annual cost per
linear foot of sewer main that Englewood experiences for normal,
routine flushing and cleaning within the Englewood Wastewater
Collection area. The rate may be changed from time to time, but
the amount shall be the rate necessary for Englewood to recover its
normal maintenance costs in this sewer service area of Cherry Hills
Village. It is the intent of this agreement that Englewood recover
from each sewer service area in Cherry Hills Village that amount of
revenue necessary to cover its reasonable maintenance costs and
avoid a situation where the citizens of Englewood subsidize those
customers in Cherry Hills Village. The routine maintenance charges
shall be divided among the customers in each sewer service area as
directed by Cherry Hills Village. For this reason the customers in
different sewer service areas may have different maintenance
charges on their annual bills. The cost of nonroutine repairs
shall be charged directly to and paid by Cherry Hills Village as a
separate item.
5. Cherry Hills, by this agreement grants and conveys to Englewood
a license, but not ownership, over all the wastewater facilities in
the Collection System. Cherry Hills agrees that it will not
exercise any dominion whatsoever over any of the wastewater
collection facilities in the Collection System which are
inconsistent with Englewood's rules, regulations, or operating
procedures . It is agreed that "license", as used in this
Agreement, shall mean the right to use, connect, disconnect,
modify, rehabilitate, extend, enlarge, replace, improve, abandon,
or otherwise dispose of any and all of the wastewater facilities,
but only in so far as is reasonably necessary to perform
Englewood's maintenance operations under this agre~ment. Should
Cherry Hills not approve the replacement or improvement of some
portion of the Collection System which does not meet Englewood
minimum standards, Englewood may, at its option, continue to
maintain that portion to the best of its ability, but shall not be
held responsible for any inadequacies or failures of said portion
which may occur as a result of the substandard condition.
6. Cherry Hills shall issue street cut permits to Englewood at no
charge when such permits are necessary for Collection System
maintenance work. Cherry Hills shall be responsible for asphalt or
concrete replacement in street cuts made by Englewood for
Collection System maintenance.
7. Cherry Hills agrees that Englewood is not obligated to enlarge
or extend or bring up to standards any existing facilities in the
Collection System.
8. This agreement is contingent on Cherry Hills having a current
Standard If the Standard
onnectors 'Agrement expires and is not renewed, Englewood has the
l]~ option of discontinuing maintenance service to the Collection
System, and cease collecting fees for the .maintenance service 1and
this agreement will then terminate.
9. All general rules and regulations and amendments thereto placed
in force by Englewood concerning the operation, conditions of
service, and procedures relating to the installation of new
services in the Collection System, shall be as fully enforceable in
the Collection System as in Englewood. Cherry Hills agrees to
exercise its' authority to assist Englewood in enforcing its
applicable sanitary sewer system ordinances and rules including
those made to protect the collection and transport systems and the
treatment facilities, and to assure that any new installations in
the Collection System are to the standards of Englewood, and to
assure collection of delinquent accounts.
10. The provision of maintenance ·service by Englewood for the
Collection System does not release Cherry Hills from satisfying the
responsibilities and obligations set forward in the Standard
Connectors Agreement.
11. Englewood will use generally accepted procedures in the repair
and maintenance of the collection system. Englewood will have no
liability associated with unforeseen circumstances relating to the
maintenance of the collection system or for back-ups which may
occur in Cherry Hills Village not withstanding the maintenance of
the collection system.
12. No enlargement, extension or modification of the Collection
System or any other amendment of this Agreement shall be made
unless it is by mutual agreement.
13. It is agreed that for failure of either Cherry Hills or
Englewood to perform this Agreement in all its essential parts,
either party may terminate this agreement. Prior to such
termination, the aggrieved party shall provide written notice to
the party in default of the deficiency and provide adequate time to
correct these deficiencies, but not to exceed one year.
14. The term of this agreement shall be for one year beginning
from the effective date of this agreement. At the end of one year
both parties shall review this agreement and, if both agree, shall
extend it for three(3) years. After this first three year
extension, unless written notification is given by either party one
year prior to the end of the term of this agreement, this agreement
shall automatically be renewed for four(4) subsequent three year
terms. Cherry Hills or Englewood may discontinue this agreement at
any time with written notification not less than one year prior to
the desired ending date.
15. Cherry Hills shall place appropriate charges on the sewer
bills sent to customers within the service area in order to fulfill
its obligations under this agreement. Englewood shall have the
ability to charge Cherry Hills a reasonable and customary
administrative fee to bill and collect any such charges.
16. In the event that any provisions of this agreement are in
conflict with the Standard Connector's Agreement of Cherry Hills
Village, the Connector's Agreement shall govern.
17. The City of Englewood shall not be responsible or liable for
damages to any property which may result from its connection to the
Collection System whatsoever provided, however, that the City of
Englewood shall have performed due diligence in maintaining the
Collection System, which due diligence shall mean that Englewood
shall flush or clean each sewer main not less than once per
calendar year.

Section 1. The City Council of the City of Englewood, Colorado hereby approves the
amendment to Title 12 , Chapte r 2 , Section 4 , SubsectionF, and the re-lettering of
Paragraph s F through J, Oil and Grease Interceptor Installation of the Englewood
Municip a l Code which sh a ll read as follows :
12-2 -4 : PRIVATE SEWERS, CONNECTIONS AND REPAIRS :
A. Buildings to Have Separate Connections. Each bui l ding shall be served by
its own sew e r service line , and no connection shall be made by extending
the service from one property to another property. Each separate building in
a planned unit deve lopment shall have a separate sewer service line .
B . Old Private Sewers. Old private sewers may be used in connecti on with new
buildings only when they are found to meet all requirements h erein and
solely at the risk of the user ; otherwise , old private sewers shall be plugged
at the user's expen s e upon d i scontinuance of service . The plug in the old
private sewer must be in s pected and approved and a plan review and
inspe ction fe e will be charged by the City .
C. Design and Construction . The size, slope, alignment, and materials of
construction of a private sewer, and the methods to be used in excavating,
placing of pipe , jointing, te sting, and backfilling the trench and all other
work shall conform to the r e quirements of the Building and Plumbing Code
or other applicable co de s , laws, rules and regulations of Federal, State, and
local entiti e s .

D. Private Sewer Elevation. In all structures where the elevation is too low to
permit gravity flow to the public sewer, sanitary sewage d i scharge from
such structure shall be lifted and discharged to the sewer by a City and
Tri-County Health Department approved facility which shall be operated ·
and maintained by the user.
E. Installation and Maintenance. All costs and expenses incidental to the
installation and connection of the private sewer shall be borne by the
applicant who shall retain or employ a licensed sewer contractor or plumber
to make connection to and install a sewer.
The service line from the public sewer main line to the structure to be served
shall be installed by the property owner at his expense . The owner shall hold
the City harmless for any loss or damage that may directly or indirectly be
occasioned by the installation of the service line or the malfunction of any
old private sewer.
The owner of any property connecting to the POTW shall be responsible for
the maintenance of the service line from the public sewer to the structure to
be served . The owner shall keep the service line for which he is responsible
in good condition and shall replace at his expense any portions thereof
which , in the opinion of the Director of Utilities, have become damaged or
disintegrated as to be unfit for further use, or is in such condition to permit
infiltration into the system . All repairs shall be completed within thirty (30)
days after notification and shall be completed by a bonded contractor. The
owner shall be responsible for returning the public right of way and the
street to acceptable City standards.
F. OIL AND GREASE INTERCEPTOR INSTALLATION :
1. GREASE INTERCEPTOR INSTALLATION CRITERIA: GREASE
TRAP INTERCEPTORS ARE REQUIRED FOR ALL FACILITIES USED
AND OPERATED REGULARLY FOR THE SALE OF PREPARED
FOOD, INCLUDING BUT NOT LIMITED TO RESTAURANTS, CAFES,
FAST FOOD OUTLETS, PIZZA OUTLETS, DELICATESSENS,
SANDWICH SHOPS AND ANY AND ALL OTHER KINDS AND TYPES
OF FOOD VENDING ESTABLISHMENTS IN WHICH ANY FOOD
PREPARATION (INCLUDING HEATING OR DEFROSTING IN OR BY
MEANS OF ANY KIND OF OVEN OR HEATING DEVICE) TAKES
PLACE ON THE PREMISES, WHETHER OR NOT SUCH FACILITIES
ARE LOCATED IN A SEPARATE BUILDING OR STRUCTURE OR
OCCUPY SPACE IN A BUILDING OR STRUCTURE THAT IS
OCCUPIED BY OTHER BUSINESSES, AS WELL AS SCHOOLS,
CHURCHES, BOARDING HOUSES WITH COMMUNAL KITCHEN
FACILITIES, NURSING HOMES, AND DAY CARE CENTERS WHICH
HAVE KITCHENS AND ENGAGE IN THE PREPARATION OF FOOD.
IN ADDITION, MEAT CUTTING FACILITIES AND OTHERS
CAPABLE OF DISCHARGING SIGNIFICANT AMOUNTS OF GREASE
INTO THE POTW SHALL BE REQUIRED TO INSTALL GREASE
INTERCEPTORS . THE EXCEPTION SHALL BE THOSE FACILITIES
GRANTED A VARIANCE BY THE DIRECTOR OF UTILITIES.
GREASE INTERCEPTORS SHALL NOT BE REQUIRED FOR
PRIVATE RESIDENCES OR DWELLINGS .

2. GREASE INTERCEPTOR SIZING CRITERIA: THE DIRECTOR OF
UTILITIES SHALL PROMULGATE RULES, REGULATIONS AND
CRITERIA FOR GREASE INTERCEPTOR SIZING.
3. INSPECTION OF GREASE INTERCEPTORS: THE DIRECTOR OF
UTILITIES SHALL ESTABLISH AN INSPECTION PROGRAM FOR
GREASE INTERCEPTORS IN THE SERVICE AREA. THE DIRECTOR
OF UTILITIES AND SANITATION DISTRICTS SHALL DEVELOP
RULES AND REGULATIONS TO INVENTORY ALL GREASE
INTERCEPTORS IN THEIR SERVICE AREA AND DOCUMENT THE
INSPECTIONS OF THESE INTERCEPTORS .
4 . GREASE INTERCEPTOR PUMPING SCHEDULES: ALL USERS
CONNECTED TO GREASE INTERCEPTORS WILL BE REQUIRED TO
PUMP OUT THEIR INTERCEPTORS AT INTERVALS DETERMINED
IN RULES, REGULATIONS AND CRITERIA PROMULGATED BY
THE DIRECTOR OF UTILITIES .
5. BIOLOGICAL TREATMENT : BIOLOGICAL TREATMENT SHALL
NOT BE A SUBSTITUTE FOR THE PUMPING OF THE GREASE
INTERCEPTOR .
6. EXISTING SOURCES NOT CONNECTED TO GREASE
INTERCEPTORS : EXISTING SOURCES NOT CONNECTED TO
GREASE INTERCEPTORS AND WHICH CONTRIBUTE
SIGNIFICANT AMOUNTS SHALL BE IDENTIFIED THROUGH
INSPECTION OF THE COLLECTION SYSTEMS . ONCE THESE
SOURCES ARE IDENTIFIED, THEY WILL BE REQUIRED TO
IMPLEMENT BEST MANAGEMENT PRACTICES (BMP 'S ) TO KEEP
OIL AND GREASE OUT OF THE POTW . THE DIRECTOR OF
UTILITIES SHALL PROMULGATE RULES, REGULATIONS AND
CRITERIA FOR BMP'S .
IF THE BMP'S ARE NOT SUCCESSFUL AT THE FACILITY AND THE
FACILITY CONTINUES TO CONTRIBUTE SIGNIFICANT AMOUNTS
OF OIL AND GREASE TO THE SANITARY SEWER, AS
DOCUMENTED BY FIELD INSPECTIONS, THEN THE FACILITY
WILL BE REQUIRED TO INSTALL AN ADEQUATELY SIZED
GREASE INTERCEPTOR.
7. RIGHT OF ENTRY : WHENEVER IT IS NECESSARY TO MAKE AN
INSPECTION TO ENFORCE ANY PROVISIONS OF THIS SECTION,
OR WHENEVER THE DIRECTOR OR HIS/HER DESIGNEE BELIEVES
THAT THERE EXISTS IN ANY PREMISES SUBJECT TO THIS
SECTION ANY CONDITION OR VIOLATION WITH REGARD TO

DESIGNEE MAY ENTER SUCH PREMISES TO INSPECT THE SAME
PROVIDED THAT HE/SHE SHALL FIRST PRESENT PROPER
CREDENTIALS AND REQUEST AND BE GRANTED ENTRY, OR
OTHERWISE HA VE GROUNDS FOR A SEARCH WARRANT
EXCEPTION AS MAY BE AUTHORIZED BY LAW. IF REQUESTED
ENTRY BE REFUSED , THE DIRECTOR OF UTILITIES OR HIS/HER

DESIGNEE SHALL HAVE RECOURSE TO EVERY REMEDY
PROVIDED BY LAW TO SECURE ENTRY, INCLUDING, AN
ISSUANCE OF AN ADMINISTRATIVE WARRANT FROM THE
MUNICIPAL COURT OR, FROM THE DISTRICT COURT OF THE
STATE OF COLORADO HAVING JURISDICTION .
~ G. Permit Required. Before commencement of construction of a private
sewage di sposal system, the owner shall first obtain a written permit signed
by the Director of Utilities .
~ H . Connection Requirement.
1. The applicant for the private sewer permit shall notify the Director of
Utilities when the private sewer is ready for inspection and connection
to the public sewer. The applicant must have secured a permit and have
met all City requ i rements . The connection shall be made under the
supervision of the Director of Utilities or his representative .
2. The owner of any structure used for human occupancy, employment or
activity, situate within the City, may be required at such owner's
expense to connect such structure to a public sewer, if such a public sewer
is within four hundred feet (4 00 ') of the property line of the property upon
which the structure is located. Such connection shall be made within
ninety (90) days after notice from the Director is served on the owner of
the property affected; provided, however, that in the event compliance
with this subsection causes severe economic hardship to said person, he
may apply to the City for exemption from this subsection . Such
applications shall state in detail the circumstances which are claimed
to cause such economic hard ship. Such exemptions shall only be
granted to residential users, shall not apply to other users, and shall be
granted only for such time as the demonstrated hardship exists .
Service shall be considered complete upon delivery of the notice to the
owner of the property or by posting a copy of the notice on the property in
question in a conspicuous place and by mailing a copy of such notice,
r egiste r ed mail, to the record owner of the property as disclosed and at
the address shown in the current records of the Arapahoe County
Assessor .
3. If a public sewer is not available within four hundred feet (400') of the
property line of the property upon which a house or building is located, a
private sewage disposal system constructed in accordance with
applicable r egulations of the Health Department shall be utilized to
dispose of sewage.
4 . In cases where a public sewer was not previously available within four
hundred feet (400') of the property line of a property but a public sewer
later becomes available within such distance, the owner may be
required to connect with the public sewer as provided in subsection G2
above . In such event, after the connection is completed, the private
sewage disposal system shall be emptied, cleaned and filled with sand
or dirt.

5. It shall be unlawful for any person to deposit or discharge, or to cause to
be deposited or discharged, to any wastewater collection facilities any
solid or liquid waste unless through a connection approved by the City.
H-. I. Damage to POTW . Any person who maliciously, wilfully, or negligently
breaks, damages, destroys, uncovers, defaces, or tampers with any
structure, appurtenance or equipment which is part of the POTW shall be
subject to such action and penalty as provided in Section 12-2-6 of this
Chapter.
!-:-J. Septic Waste Fees and Charges. The wastewater or septic tank waste hauler
permit fee shall be one hundred dollars ($100.00). User charge for disposal
of hauled wastewater or septage shall be $0.06/gallon. (Ord. 58 Series 1991)

City water clogs
our filters: Why?
All that is Englewood water
.is not H20.
On May 21, I installed a
whole-house water filter system.
I also installed a 20-micron
water filter that was part of the
system . I purchased two extra 5-
micron filters that remove more
material/odors than the 20-
micron filters . These 5-micron
filters removed much more
than I anticipated .
After only four weeks, our
water pressure dropped so that
when we flushed the toilet, the
whole-house water system
(flow) reverted to just a trickle.
When the Englewood Water
Department did a pressure
check, I was shocked to learn
there is more in Englewood 's
water than just H20.
The water department said
there was inadequate pressure
in the house because our
whole-house filter was almost
completely clogged .
The second 20-micron filter
took only 18 days to clog
enough to cut our water pres-
sure in half.
What are we going to do
about it?

SUBJECT : Article in the Herald
There is an article in the August 17, 199 5 Herald concerning a person who installed a
filtration system in their house . They were upset with how quickly the filters became
plugged .
The article stated that this system was installed May 21 , 1995 .
Our distribution crew completed the Oxford main installation on May 15 , 1995 . This
included some main cleaning in the 4100 block of Pearl and Washington . We did
experience some dirty water calls in the zone II area for several weeks after the 8" main
was activated .
Also , in late June the high demand hit and caused dirty water calls .
Thougb,you may want to know these causes in case you are questioned further .

Thank you for your thorough assistance yesterday . Chuck (I do not know his last name)
came to my property to install a water meter , and helped me with more than I expected,
and certainly more than he had planned.
I had compiled a short list of questions to ask while Chuck was installing the water meter,
such as, "Where does the sewer line run?" I wanted to plant trees in the best location.
One of my questions was , "Why does it does the water line sound like something is
tapping on it every time I run the water?" He explained that there was probably an old
water meter in front of my house , which was very corroded, and could be removed.
To make a long story short, after he installed the new water meter, he spent an additional
45 minutes looking for the old meter and shut off valve, dug them up, and removed the
old water meter. Needless to say , there is no clanging now while the water is running.
Chuck was very helpful. Peop le like Chuck are why I moved to Englewood in the first
place. Thank you for all of your assistance .
