1. MINUTES OF THE FEBRUARY 9, 1999 MEETING.
The Englewood Water and Sewer Board Minutes from the
February 9, 2000 meeting were approved as written.

2. BI-CITY PLANT SERVICE AREA GROWTH & CAPACITY
Stu noted that the Bi-City Wastewater Plant service area has
been growing at double the anticipated rate and as a result,
the plant is currently at 80% capacity. A Request for
Proposal is being prepared to select an engineering firm for
project analysis. Mr. Dennis Stowe, the Manager at the Bi-
City Plant will appear at the next meeting to discuss.
3. CORROSION CONTROL.
The engineering firm, Montgomery Watson, will be submitting
a contract for analyzing chemical corrosion control
solutions for the existing Englewood water mains. The
proposed process would add polyphosphates to the water to
coat mains after the boring process is completed.
Montgomery Watson would conduct testing and determine
appropriate dosages for the chemical feed system. Total
cost is estimated at $180,000.
The Board will receive the contract for consideration at a
future meeting.
4. SEWER TAP AGREEMENT FOR WINDMILL INNS.
Windmill Inns of America, Inc. approached the City regarding
building a hotel in the Southgate Sanitation District near
the Park Meadows Mall.
The proposed agreement would set the sewer tap fees at half
the standard fee, with no additional tap fees to be
collected unless the water usage exceeds the agreed upon
limit of 100 gallons per unit, per day. John Bock will be
sending a letter clarifying that for purposes of enforcing
the agreement, the City of Englewood will look at the total
daily water use at the hotel using 100 gallons per day per
hote l guestroom. As long as the daily water consumption
does not exceed this amount, no additional sewer tap fees
will be assessed. The number of occupied hotel guestrooms
on any given day does not figure into the agreement.

5. McLELLAN RESERVOIR.

The Board received copies of two letters regarding McLellan
Reservoir. The first was dated February 22, 2000 to Mr.
Chris Seeley of Highlands Ranch Metro Districts notifying
Mr. Seeley that the detention and culvert facility both meet
Englewood's criteria for stormwater facilities within the
McLellan Reservoir water shed. Permission was given to
allow construction to proceed with the condition that the
District assumes total responsibility.
The second letter was dated March 2, 2000 from the Division
of Wildlife requesting permission and access for the use of
McLellan Reservoir as a potential back-up source during
their walleye spawning operation. Cherry Creek Reservoir
and Chatfield Reservoir our their primary sites, but in the
even that one lake shuts down early or they are short on
numbers of eggs, they would run the operation from McLellan
Reservoir.

6. WELL AGREEMENT FOR 3700 S. OGDEN ST .
K.E. Hipple submitted a Well Agreement to allow use of their
existing well for irrigation purposes while maintaining the
residence at 3700 S. Ogden St. on City of Englewood water.
Mr. Fonda reiterated that the two water systems could not be
cross-connected.
