1. MINUTES OF THE OCTOBER 20, 2000 MEETING.
The Englewood Water and Sewer Board Minutes from the October 20, 2000 meeting
were approved.

2. HIGH WATER BILL COMPLAINT-MR. ARKIN -2791 S. LOGAN ST.
Mr. Arkin and his daughter Janie appeared before the Board to request a reduction in their
high water bill. Mr. Bock and Randy Pierce of the Utilities Department were present to
discuss their investigation and answer questions from the Board.
The Arkins thanked the Board for the opportunity to present their request and excused
themselves.
The Board discussed and directed staff to monitor the usage . The bill is to be adjusted at
the Director's discretion based upon a shown reduction in usage during the same period
next year.
3. ASPEN GROVE -LICENSE AGREEMENT FOR GAS & ELECTRIC.
The Aspen Grove L ifestyle Center Properties is requesting a License Agreement for the
purpose of constructing telephone , water and electric lines across the City Ditch pipe in
the new development to be called Aspen Grove. This will be a retail development that
will be part of the Poag & McEwen Chain . The development will be located at
approximately 7100 S . Santa Fe Drive on the west side.
Easement 1 is for a utility conduit trench for power and telephone conduits. Easement 2
is for a water main to service the area. Both are an approved distance beneath the
Englewood's existing City Ditch pipe . Power, telephone and water are all located in S.
Santa Fe Dr. and these lines must cross Englewood's City Ditch to serve the As pen Grove
development
Prior to construction, Aspen Grove replaced the existing open City Ditch line with a 60 "
enclosed reinforced concrete pipe to prevent seepage into the future development.
Conduits were laid prior to the City Ditch pipe installation to prevent di s turbing the pipe
that was installed.

4. ITRON METERING SYSTEM.
John Bock appeared before the Board to discuss the ITRON metering system . The
proposed system would provide electronic and automatic meter reading capabilities to
Englewood's water customers. This would allow a cost-effective method for reading
meters and facilitate reading difficult-to-access meters. Englewood's purchase would be
in tandem with Denver Water Department's and Public Service Company's conversion ,
allowing the best price break available. The Utilities Department is recommending a sole
source purchase with ITRON because of available local support services and ITRON ' s
record of reliable performance, which was investigated by Utilities Department staff.

5 . TWO STORMSEWER PIPELINE REHABILITATION PROJECTS
The Utilities Department conducted an inventory study of the City's storm sewer system
and found two storm sewer pipelines in need of rehabilitation. Alternatives to
rehabilitation were evaluated and a plan was recommended. The Utilities Department is
requesting approval for professional services to prepare a complete set of construction
drawings and construction cost estimates for two storm sewer pipeline rehabilitation
projects.
The first storm sewer pipeline is located in the 1400 through the 2400 blocks of W.
Dartmouth. The second storm sewer pipe line is located in the 100 through the 300
blocks of E. Hampden Ave. Both locations have experienced degradation to a level that
imminent maintenance or rehabilitation is necessary. The W . Dartmouth pipeline needs
immediate rehabilitation since there is no bottom to the pipe. The E. Hampden Ave.
pipeline also needs rehabilitation since pipe loss at the invert is extensive enough to
impair the structural integrity of the pipe

5. STORM SEWER BONDS.
To recommend Council approval of the
Agreement for professional design and
bidding services for two storm sewer
pipeline rehabilitation projects with Moser
& Associates in the amount of $49,830.

Stu discussed upcoming NPDES stormwater permitting that will be enforced in 2003 and
other necessary upcoming repairs due to the aging of the existing Englewood storm sewer
system. Revenue bond structuring and amounts were discussed. Urban Drainage funding
was also discussed to assist in financing some of the projects.
6. BI-CITY CONSTRUCTION.
Stu discussed the construction the pending State Permit for the Bi-City Wastewater
Treatment Plant that was applied for several years ago. The Bi-City Plant has the
capacity to treat 36 mgd, but the existing permit only allows the plant to treat 32. It was
noted that if a permit is not granted a moratorium might be necessary. Tap fees will have
to be increased for future permitting requirements. Stu wanted to apprise the Board of
this possibility. Odors emitting from the Bi-City Plant and possible causes were also
discussed.
The meeting adjourned at 6: 10 p.m.
The next meeting will be held February 13, 2001 at 5:00 p.m. in the Pub lic Works
Conference Room.

RE: Swedish Intensive Care Expansion
Swedish submitted a request to encroach into our City Ditch Easement for building an
addition to their intensive care unit. Their proposed encroachment would involve an
overhang and supporting column nece ssary for construction .
Swedish has submitted surveys and drawings. I am working with the City Attorney's
office to obtain the final encroachment and crossing agreement required by the City .
Swedish is scheduled for a Public Hearing on March 5 and it is necessary for the Water
Board to decide on this request at their February 13 , 2001 meeting.
The final easement and license agreement will be subject to City Attorney approval
before they will be submitted to City Council. Upon investigating, Utilities' staff has no
objections to the overhang or the column due to the fact that these would not affect ditch
operations or repairs.

Re : Revision of the Hotel Sewer Tap Agreement
Dear Mr. Giest:
Please accept this letter as notificat ion that the City of Englewood will submit to
the Water and Sewer Board a proposal to modify the Hotel Sewer Tap
Agreement , which pertains to your hotel , Towne Place Suites by Marriott, at
7877 S. Chester St., Englewood , CO 80112 .
The proposed modification will change the maximum daily consumption from
being based on 100 gallons per occupied room , to 100 gallons per day times the
total number of sewer taps purchased under this agreement. In the case of
Arapahoe Chester ES Hotels , this is 100 gallons times ninety five (95) taps , or
9 ,500 gallons per day. We think this modification is in Arapahoe Chester's favor
as it provides a higher daily maximum than would occur if not all of the rooms
are occupied , and because it accurately reflects the real treatment plant
capacity that Arapahoe Chester purchased under the Hotel Sewer Tap
Agreement.

Please accept this letter as notification that the City of Englewood will submit to
the Water and Sewer Board a proposal to modify the Hotel Sewer Tap
Agreement , which pertains to your hotel at 7820 Park Meadows Dr ive , Lone
Tree , Colorado .
The proposed modification will change the maximum daily consumption from
being based on 100 gallons per occupied room , to 100 gallons per day times the
total number of sewer taps purchased under this agreement. In the case of your
hotel , this is 100 gallons times one hundred fifteen (115) taps , or 11,500 gallons
per day. We think this modification is in your hotel 's favor as it provides a higher
daily maximum than would occur if not all of the rooms are occupied , and
because it accurately reflects the real treatment plant capacity that you
purchased under the Hotel Sewer Tap Agreement.
