MINUTES OF THE AUGUST 13, 2002 MEETING. The Englewood Water and Sewer Board approved the minutes from the August 13, 2002 meeting. Wolosyn, Clark, Higday, Cassidy, Kasson, Habenicht None Moore, Otis, Bradshaw 2. LETTERS FROM DENVER WATER DEPARTMENT DATED AUG. 28 & 29 , 2002. The Board received two letters from the Denver Water Department. The first , dated August 28, 2002 , reiterated their offer of assistance to develop a mutually acceptable solution to reducing flows in the City Ditch. The reduced flows are a res ult of discontinuing operations on the City Ditch north of 1-25. The letter dated August 20, 2002 outlined Denver 's new 2002-03 fall and winter outdoor watering restrictions. 3. SEWER RA TE INCREASE. The Bi-City Wastewater Treatment Plant will require a major expansion of the existing facilities and construction of additional treatment processes. The proposed rate increase will pay for increased costs resulting from these requirements . New construction is necessary to accommodate recent denitrification requirements imposed by the State Health Department. Additionally, the South Platte River has recently been reclassified as a Recreational Class I river which requires increased pathogen destruction. The plant expansion portion of the project is the result of rapid growth in the area served by the plant. Growth has been nearly double the projections used in planning the last expansion. The project is currently being designed by Brown & Cauldwell Consulting Engineers. It is estimated that the total cost of the project will be $110 million, of which Englewood will be responsible for 55 %. Des ign should be completed by the first quarter of 2004, and at that time bids should be received for construction. Construction is expected to take about three years to complete. In order to finance this construction, the firm of Black & Veatch was retained to analyze financing alternatives. It was determined that a bond issue in the range of $55 to 60 million dollars would need to be issued . It is proposed that this issue be co ncurrent with the receipt of the bid. Sewer rates will need to be increased to pay the principal and interest on the new bonds. Black & Veatch is currently projecting that a rate increase of 20% is currently needed to show adequate coverage on our existing debt prior to the issuance of the new bonds. Upon issuance of the new bonds , they are projecting rate increases of about 13% to 15 % for the next four years to meet coverage requirements of the bond issue . Stu noted that there is a scheduled public hearing on October 7, 2002 to discuss the upcoming sewer rate increase . The rate increase will become effective January 1, 2003 . McLellan Reservoir, because it is an important Englewood water source , is closed to the public and posted . Even with prominent posting, trespassing incidents are becoming more frequent and are expected to increase with on-going development. To deter trespassers and protect water quality, it is proposed that 2,600 lineal feet of 8-foot chain link fencing be installed . The ex isting fence will be matched to aesthetically blend with the surrounding area. The fence installation will begin at the east side of the entrance gate and proceed eastward along the general direction ofW. County Line Rd. and terminate at the Highway Department guardrail over the bridge. Also approximately 200 feet of fencing is to be installed on the northeast comer of the property near the Highline Canal. All fencing will be located 6" inside the property line and include a 12' gate at the entrance. A bid opening was held on September 5, 2002 and one bid was received from Steelock Fence Contractor in the amount of $76,000 .00. Steelock met the specifications and is the recommended low bidder at the budgeted amount. The Utilities Department budgeted $50,000 in the 2002 Budget for thi s project with $2,500 being required for a boundary survey, leaving $4 7,500 for fencing. Originally the bid specified 4,000 feet of fencing, but with the amount budgeted, Steelock has agreed to install 2,600 feet for $47,500. Mr . Otis moved; Mr . Francis Kent and Jim Sidebottom submitted a request for Englewood to in stall a fire hydrant across the street from the Englewood Golf Course in the City of Sheridan at 4400 S. Clay St. The Water and Sewer Board has a policy against providing new water services outside of its municipal boundaries and has consistently denied requests for outside City water services for the last 15 years. An Englewood hydrant in the City of Sheridan would be outside Englewood's jurisdiction to police its water hydrants. The Board denied the request. 6. WATERING RESTRICTIONS LETTER FROM KA THERINE AYERS. Ms. Katherine Ayers submitted e-mail to the Utilities Department expressing her concern that Englewood does not have mandatory watering restrictions. The Board received a copy of the letter that will be sent to Ms. Ayers stating that considering the costs of mandatory watering restriction enforcement, along with the fact that Englewood has lowered it's overall consumption voluntarily, the present program will remain in effect. The Board concurred. The meeting adjourned at 5:58 p.m. The next Water and Sewer Board meeting will be Tuesday, October 8, 2002 in the Community Development Conference Room. PUBLISHED : SEPTEMB f ENGLEWOOD HERAl:C 30 September, 2002 Englewood Water Board 1000 Englewood Parkway Englewood, Colorado Dear Englewood Water Board, We would like to propose to you an agreement to allow us to remodel a portion of our home. including a small addition, which currently lies within the City D itch easement. We understand that such requests are not granted casually, and that your charge to protect the water system is paramount. However, we feel that we can offer to you improvements in the existing ditch and building structures that will improve the current situation to one of lasting permanence. Our home is situated in the southwest comer of a 1.82 acre site , located at 2890 South Clarkson Street in northern Englewood. Our yard is blessed with many m ature trees, in a park-like setting . The City Di tch emerges from a pipe near the southwes t comer of the yard and meanders through the grounds, exiting near the northeast comer. Our house, originall y built in 1911 , had an addition built in 1957 which actually bridges over the ditch . We do not propose to make any changes to this section of the house which bridges over the ditch, as its foundation s are adequately supported on concrete caissons. Our proposal lies in the portions of the house, built prior to 1957 , that lie within the City Ditch easement (please refer to the attached drawing A2 ). Obvious sloping floors , as well as inspections by our architect have shown the existing foundations to be inadequate and failing. We propose to rebuild these one-story elements of our home on new concrete foundations to be des igned by our soils and structural engineers . The design for this new construction varies from the original layout and includes 80 additional square feet within the easement. We also want to make it clear that we accept all liability , due to the ditch, it s structure , and flow , for these portions of our home which lie w ithin the ditch easement. Another factor in the failure of the ex isting foundations can be attributed to the failure of the existing wooden retaining wall along the south side of the ditch , adjacent to our home. As part of our proposal , we will replace this existing wooden retaining wall with a concrete retaining wall , to be designed by our professional engineers, and of course to be reviewed by your engineers. · The City Ditch is an integral element on our property , and as such it is quite precious to us. We anticipate that our proposed changes to the ditch and to our home will insure that the two will remain in close harmony for many decades to come.
