MINUTES OF THE MARCH 12, 2002 MEETING. The Englewood Water and Sewer Board approved the minutes from the March 12, 2002 meeting. Mr. Higday moved: Mr. Habenicht seconded: Ayes: Nays: Members absent: Motion carried. To approve the Minutes from the March 12, 2002 Englewood Water and Sewer Board Meeting. CITY DITCH LICENSE AGREEMENT FOR 48" WATER LINE AT McLELLAN RESERVOIR. An area approximately 20' x 30' was inadvertently omitted and could be included upon approval of the attached License Agreement. This is for an area in a 30' easement that crosses Englewood's 20' easement. The crossing contains Centennial's 48" pipe, which goes beneath Englewood's 31" McLellan raw water line. Mr. Higday moved; Mr. Otis seconded: Ayes: Nays: Members absent: Motion carried. Mayor Bradshaw entered at 5:20 p.m. To recommend Council approval of the license agreement with Centennial Water & Sanitation District for crossing the 20' McLellan line easement. Geiger-Jennings and Carlton R. Jennings, Inc., for inclusion into the Southgate Sanitation District. Supplement #153 is for Lot 7, together with the north Yi of vacated portion of East Garden A venue for an area that is 2.19 acres. The lot has a Residential zoning and contains a single-family residence. The legal is attached as Exhibit A. The property is located south of Belleview, east of Steele St. and west of Colorado Blvd. in Greenwood Village. The address is 3601 Garden Ave. Mr. Higday moved; Mr. Otis seconded: To recommend Council approval of Southgate Supplement #153 to Judy C . Geiger-Jennings and Carlton R. A request was made by the Southgate Sanitation District representing the owner, Phillip a. Zerr and Bridget A. Zerr, for inclusion into the Southgate Sanitation District. Supplement #154 is for Lot 1, Tract 124, Clark Colony Number 3 for an area that is 1.237 acres. The lot has a Residential zoning and contains a single-family residence . The legal is attached as Exhibit A. The property is located north of Orchard, west of Monaco and east of Colorado Blvd. in Greenwood Village. The address is 6787 E. Orchard Rd. The Board received a copy of a letter sent to Mr. Brent Elzinga, owner of3601 S. Julian St. The letter requests that Mr. Elzinga provide proof to substantiate his claim of owning shares on the McBroom Ditch. The letter was drafted by the City Attorney and advises Mr. Elzinga not to interfere with activities of the McBroom Ditch Company across the right-of-way. 6. CHLORAMINE NOTICE. Stu discussed the chloramines notices that were mailed to all Englewood residents and businesses. The notice emphasized that chloramines can be a serious problem to individuals with kidney disease undergoing dialysis and toxic to fish. 7. WATER MAIN FLUSHING. A notice that water main flushing will begin on April 15 was published in the April 12, 2002 Englewood Herald. 8. BROWN DITCH EXCHANGE OF REAL ESTATE. The Brown Ditch right-of-way is being realigned to accommodate residential development on Pebble Beach Court along the Brown Ditch. Pebble Beach Court is located one block west of Federal and south of Bowles, north of Columbine Country Club. The City reserves the right to make full use of the property necessary in the operation of the Brown Ditch. Mr. Higday moved; Mr. Kasson seconded: Ayes: Nays: Members absent: Motion carried. To recommend Council approval of two quit claim deeds exchanging property on the Brown Ditch at Columbine Valley Estates. Wolosyn, Clark, Higday, Cassidy, Otis, Kasson, Habenicht, Moore, Bradshaw None None 9. BROWN DITCH -QUIT CLAIM FROM LILIENTHAL TO THE CITY OF ENGLEWOOD. The Brown Ditch right-of-way is being realigned to accommodate residential development on Pebble Beach Court and Watson Lane along the Brown Ditch. This is for a portion that Jack Lilienthal will be acquiring from South Suburban Parks. It will be, in turn, quit claimed to Englewood for the purpose of maintaining the realignment of the Brown Ditch at that intersection. This portion of property is located one block west of Federal and south of Bowles, north of Columbine Country Club. Mr. Higday moved: Mr. Kasson seconded: Ayes: Nays : Members absent: Motion carried . 10. CENTENNIAL AGREEMENT. To recommend Council approval, upon owner's acquisition from South Suburban and the City Attorney's approval, of an additional quit claim deed from Jack Lilienthal to the City of Englewood to maintain the alignment of this portion of the Brown Ditch at Columbine Valley Estates. Wolosyn, Clark, Higday, Cassidy, Otis, Kasson, Habenicht, Moore, Bradshaw None None Stu informed the Board that negotiations have begun on a contract revision with Centennial Water and Sanitation District. A final draft will be forthcoming and will be discussed at a future Water Board meeting and City Council Study Session. 11. SUMMERLAWNWATERING. Stu noted that Englewood is recommending that residents follow Denver's voluntary lawn watering schedule . The Denver area is currently experiencing near-drought conditions, but noted that Englewood's usage has decreased over the last few years due to the mandatory water-metering program . 12. ENGLEWOOD PARADE. An Englewood Parade Advisory Board will be appointed in June. They will be recruiting board members to be either on the board, a parade volunteer or as an entry in the parade. 13. CITY DITCH . The City Ditch is running and various leaks are being repaired as they are found . 14 . Littleton/Englewood Wastewater Treatment Plant. The Bi-City Plant received the 2002 National Environmental Achievement Award for their website . The award ceremony will take place in Washington, D .C . The meeting adjourned at 5 :50 p .m . The next Water and Sewer Board meeting will be Tuesday, May 14, 2002 in the Community Development Conference Room . The portion of City Ditch which is north of Hampden A venue and south of Harvard Gulch is partly an unpiped open canal lined with old trees. The City and County of Denver (Denver) has historically carried relatively constant flows of water in City Ditch through EnglcwoOd to Harvard Gulch and beyond, from April 1 to October 31. Denver's water was diverted on the decree for City Ditch (Platte Water Company ditch) entered December 10 , 1883, by the Douglas County \. Applicant has long used City Ditch to carry intemtictent stonn runoff water, in addition to Denver's flows. The storm water is dumped from City Ditch at Harvard Gulch and flows into the South Platte River. The flow of Denver's water in the ditch has provided irrigation to the ancient trees on its banks and prov ided recreational and aesthetic benefits to Applicant and its citizens, and facilitated the carriage of intennittcnt storm runoff water. Denver intends to cease carrying its water in City Ditch, in the near future. In the absence of Denver's flows, the carriage of intemrittent storm runoff will create leftover puddles in the ditch, which will breed insects and undesirable vegetation and be unsightly, and the irrigation of ancient ditch-bank trees and the recreational and aesthetic benefits will be Jost. Applicant intends to continue flows of water in the ditch, up to seven cubic feet per second, so that the in termittent storm water can be carried without leaving deleterious and unhealthy puddles, and so that continued irrigation of ancient trees and recreational and aesthetic benefits will be provided. In order to provide the continued flows, Englewood applies for this plan of augmentation. 3. D.escripcion of Water Rights to be Auwiented. Any one or more, or a combination of the water rights described below, wi.11 be used to provide the continued flows in City Ditch below Hampden Avenue, up to 10 cfs. The water thus provided will be discharged from City Ditch at Harvard Gulch , where it will flow for about one-half mile in an open channel to Logan Street, where it will enter a storm sewer and flow approximately three fourths of a mile to the South Platte River near Wesley A venue. When the water rights providing the flow are out of priority, Applicant will augment the flow of the South Plane River in the amount of the depletions resulting from the water diverted to provide the continued flows in City Ditch. The water rights which wiIJ provide the flows are as follows: a. Case No. 89CW063. 16 cfs decreed with a 1989 priority diverting from Bear Creek at the McBroom Municipal Intake for municipal and recreational uses. Water under this right will be run through a pipe li ne fro m Bear Creek to App li cant's regulatory reservoir on the east side of the South Placte River at Union A venue, and will then be pumped up to the Allen Filter Plant at Layton and Windmere and then run into the City Ditch. b. ea.~e No . 90CW220. The exchange decreed in Case No. 90CW220 allows applicant to divert water available under the aforementioned 89CW063 decree by exchange at the Applicant's Union Avenue diversion point, at Union Avenue and the South Platte River, and at the Chatfield Reservoir ditch outlet manifold c. Case No. 90CW221. 38 cfs decreed with a 1990 priority diverting from the South Platte River at Applicant's Union Avenue diversion point described above, for uses including municipal and recreational purposes. Water under this right will be run directly from Chatfield Reservoir into City Ditch, or diverted from Big Dry Creek and/or Uttle Dry Creek into City Ditch. 4. Statement Of Plan For Augmentatjon. By this application. Applicant seeks the right to divert up to 10 cfs under any one or a combination of the water rights described in Paragraphs 3(a), (b), (c) and (d) above in and out of priority April 1 through October 31 to provide flows th.rough City Ditch from Hampden A venue to Harvard Gulch. Such water will be discharged from City Ditch at Harvard Gulch, and will then flow approximately one~half mile jn an open channel to Logan Street, thence approximately three-quarters of a mile in a storm sewer to the South Platte River near Wesley Avenue . To augment the South Platte River for depletions which will result when the above-described water rights arc out of priority, Applicant will release water from Mclellan Reservoir, or leave in the South Platte River or Bear Creek at the McBroom Dir.ch hcadgate, water which Applicant could otherwise have diverted in priority. Any other water rights or contractual rights to water which arc available to Applicant now or in the future. 6. Calculation Of Out Of Prioritv ~letions. Applicant will measure the losses of flow in City Ditch from the various points at which water may be introduced under this augmentation plan, to Harvard Gulch . The measurements will be taken for reasonable periods of time when there is no storm water inflow into City Ditch. The measurements will be taken at representative flow levels, from which losses at various flow levels, from the various points, can be calculated. Applicant will replace the losses as so calculated. In addition , Applicant will make a replacement of three per cent of the water introduced into the ditch pursuant to this plan for augmentation, to replace losses occurring between the Harvard Gulch turnout from City Ditch and the South Platte River . Applicant reserves the right to utilize other methods for calculation of depletion, pursuant to this application or by amendment of any decree entered herein, based on historic observation, more detailed or revised engineering calculations, credit for evaporation which would have occurred had the out-of-priority tlows been left in the South Platte River , credit for water which returns to the South Platte River from seepage out of unlined and unpiped portions of City Dicch, and\or the use of reusable effluent as a source of augmentation water. Depletions wil l be replaced at any one or more of the following locations: Chatfield Reservoir; the confluence of Dad Clark Gulch and the South Plane River. the confluence of Big Dry Creek and the South Platte River; the confluence of Little Dry Creek and the South Platte River, Applicant's Union A venue diversion point described above; the confluence of the Harvard Gulch drainage and the South Platte River near Wesley Avenue; the McBroom Ditch beadgate on Bear Creek; or any additional point on the South Platte River selected by Applicant upstream from the confluence of the Harvard Gulch drainage and the South Platte River and at or below the headgate of the Highline Canal. Depletions for each calendar day will be replaced within 24 hours after the end of that day. 7. Owne rsh ip of Structures. Applicant owns the easement and right of way for City Ditch from Chatfield Reservoir to Harvard Gulch. This piece of equipment is necessary for routine and emergency sewer line maintenance and will be replacing the existing defective unit. The proposed combination flushing/vacuum truck that is being requested will allow the crew to remove the blockage at the first point of contact rather than having to flush the debris to the nearest trunk line. The proposed truck will allow removal of the blocking solids at the point of the problem rather than have go through entire system to the treatment plant. Stewart Fon,~,_,".__,,~ )' DATE: May 1, 2002 RE: Recent Drinking Water Taste and Odors Recent taste and odors in Englewood's drinking water have resulted in customer complaints for about a week. Preliminary investigation indicated the cause is algal blooms in the S. Platte River. Due to the current drought conditions there is essentially no flow being released from Chatfield Reservoir, and Englewood's senior water rights at Union Ave are being satisfied by inflows between Chatfield Reservoir and Union Ave. The slow flow rate, combined with the sunlight and nutrients present, are causing the algal blooms in the river. At Union Ave. potassium permanganate is added to the water to remove manganese. It is believed that the permanganate manganese also kills the algae. When the algae are killed, oils are produced which can pass thru the treatment plant processes. When these oils, even in very low quantities, combine with the chlorine used in disinfection, taste and odors are produced that are very objectionable. We are pursuing two methods of eliminating taste and odors in the water. By increasing diversions down the City Ditch to replace what is being taken at Union Avenue a better quality water can be introduced at the treatment plant. Also, we are investigating the use of powder activated carbon to adsorb the oils and algae and thereby remove them as part of the treatment process . We have been successful in increasing the flows in City Ditch from 3 cubic feet per second ( cfs) to 10 cfs out of a total treatment plant demand of 25 cfs. This should have a significant impact on the taste and odor problem but probably will not totally eliminate it. It is possible that the addi tion of powder activated carbon at the Union Ave Pump Station could eliminate the algae and the oils by absorbing them on the carbon particles which would be removed in the subsequent flocculation/sedimentation portion of the treatment ,!~ Printed on Recycled Paper ~- plant processes. It will take about a week to investigate on a laboratory scale which, if any, powder activated carbons would work. IF we find one that works in the lab tests, it will then take about another week to be able to obtain the equipment necessary to go to a full-scale operation. We will then proceed with implementing this solution as quickly as possible. This is the first time these extreme conditions have been observed this time of year. These low flows have been experienced in the winter, but the algal blooms have not occurred during that time probably because of the low temperatures. We will be considering whether long-term powder activated carbon facilities will be added to the treatment process for these extreme instances. We are encouraging strong community participation in this year 's festivities. If you are in terested in being involved in this yea r's event, there are a number of ways yo u can participate: Build a Float -Your entire board or commission can part icipate in the parade by building a float or putting together a marching group. During last year 's parade, the Cultural Arts Commission worked with local school children to build an art-based float. And members o f the Keep Englewood Beautiful Commission good-naturedl y volu nteered to follow the horse entries with their "clean-up patrol" in a crowd-pleasing drill-team stvle. Volunteer -Volunteers are always needed on Parade Da y to help wi th everything from staging the parade and judging entries to helping with the post-parade festivities.
