The meeting was called to order at 5:05 p .m . The Englewood Water and Sewer Board approved the minutes from the April 12, 2005 meeting . Mr. Cassidy moved ; Mr. Habenicht seconded: Ayes: Nays: Members absent: Motion carried. To approve the minutes from the April 12 , 2005 Englewood Water and Sewer Board Meeting. Burns , Clark, Moore, Cassidy, Garrett, Bradshaw, Habenicht None Higday, Otis I 2. UPDATE FROM DAVID HILL. David Hill, Englewood's water attorney, appeared to update the Board on the on-going and possibly upcoming cases. Englewood's City Ditch water rights were reviewed. 3. SOUTH PLATTE PROTECTION PLAN. The original South Platte Wild and Scenic River Review Project was involved in a collaborative effort to provide comments to the Forest Service and any other decision making agency regarding the collective ability to protect the water supply of the North Fork and South Platte Ri v er. Stakeholders in the Platte River developed an alternative plan, now known as the South Platte Protection Plan, to protect the river's resources at the local le v el without federal designation , while preserving the role of the river and maintaining fle x ibility in ri v er management to accommodate changes over time. Funding required for participation in the plan is based on the number of water customer services , making Englewood's proportionate share $8,000 per year over the next three years . The Board decided to table a decision until the next Water Board meeting. 4 . FLU SHER TRUCK PURCHASE. Utilities staff is recommending the purchase of a sewer flusher truck that is used for · removing accumulated solids and debris in the wastewater collection mains . All sanitary sewer mains are on a maintenance schedule to be flushed at least once a year. The truck is also used on a contract basis for line maintenance for South Englewood Sanitation District and part of Cherry Hills Village. Bids were received from six vendors . The two lower bids were not accepted because they did not meet the chassis requirements required in the bid specs. Williams Equipment is the recommended bidder at $115,875.00 . This amount is funded by the CERF Fund. Mr. Cassidy mo ved : Mr. Habenicht seconded: To recommend Council approval of the bid from Williams Equipment in the amount of $115,875 for a sewer flusher truck . Ayes: Nays: Members absent: Motion carried. Bums, Clark, Moore, Cassidy, Garrett, Bradshaw, Habenicht None Higday, Otis 5. LICENSE AGREEMENT WITH QWEST FOR CROSSING THE CITY DITCH AT WOLHURST . Qwest Corporation submitted a License Agreement and Temporary Construction Easement to cross the City Ditch right-of-way with an underground bore for one (1) two inch (2") PVC conduit 50' across the City Ditch right-of-way. This will enable a fiber optic cable providing high-speed data service to the adjacent residential subdivision. The crossing is located on the north property line ofWolhurst, south property line of the Large Animal Clinic on S. Santa Fe Drive. Mr. Bums moved; Ms. Habenicht seconded: Ayes: Nays: Members absent: Motion carried. To recommend Council approval of the City Ditch License Agreement and Temporary Construction Easement at Wolhurst. The Board received a copy of the results of the annual hydrant flushing that took place on April 18, 2005. 7. DENVER POST ARTICLE "DENVER WATER USE FALLS SIGNIFICANTLY." The Board received a copy of a Denver Post article, "Denver Water Use Falls Significantly." The article discussed how the change in lawn-watering habits has affected Denver Water Department's budgetary concerns. 8. AQUATIC VEGETATION MANAGEMENT ARTICLE, "SOLAR-POWERED CIRCULATION TECHNOLOGY CLEARS OUT BLUE-GREEN ALGAE." The Board received an article that appeared in the November/December Aquatic Vegetation Management discussing Englewood's Solar Bee unit installed in its 80- million gallon drinking water reservoir for blue-green algae control. 9. ENGLEWOOD WATERING RESTRICTIONS FOR 2005. Stu discussed Englewood's projected water supply with the Board for the upcoming summer. The Board concurred that, pending dry weather conditions, watering restrictions would not be necessary for the 2005 summer. It was also recommended that obvious water wasting instances continue to be monitored and discouraged. Mr. Burns moved; Mr. Clarks seconded: Ayes: Nays: To not impose watering restrictions on the Englewood water customers for the 2005 summer, with the understanding that restrictions could be deemed necessary in the event of prolonged dry weather. The meeting adjourned at 6:20 p.m. The next Water and Sewer Board meeting will be Tuesday, May 10, 2005 at 5:00 p.m. in the Community Development Conference Room. Fonda, Director of Utilities COUNCIL GOAL AND PREVIOUS COUNCIL ACTION The original Stormwater Fund was established in February 1985 to provide system storm drainage maintenance and meet new state and Federal requirements .. RECOMMENDED ACTION The Englewood Water and Sewer Board recommended at their June 7, 2005 meeting, Council approval of Storm Drainage Criteria Manual. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The Federal Clean Water Act now requires stormwater discharges be authorized under a General Permit for Stormwater Discharge issued by the Colorado Department of Health and Environment, Water Quality Control Division. The Colorado Discharge Permit System, under Regulation 61, states that the City is responsible for the quality of the stormwater discharged from our jurisdiction. The proposed Englewood Storm Drainage Criteria Manual's purpose is to grant City staff the authority to address drainage and water quality mandates that have been imposed by the EPA and the Colorado Department of Health and Environment. The proposed manual would give City staff and design engineers concise directions on what is required to meet the intent of the mandates. The criteria would give guidelines to design engineers and property owners for the minimum standards for stormwater drainage and water quality. The Storm Drainage Criteria Manual should be placed under Title 12 of the Englewood Municipal Code, which makes the Water and Sewer Board responsible for administrative review and appeal. Council approved the equipment only purchase in the amount of$ from RECOMMENDED ACTION The Englewood Water and Sewer Board , at their June 14, 2005 meeting recommended Counc il approval for labor, materials and start-up for the Allen Plant Washwater Pump Station submersible pumps to in the amount of$ BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The existing washwater pumps were initially built to handle only the backwash water for the original plant. Due to the 1999/2000 Allen Filter Plant upgrades, the existing pumps now handle tw ice the volume of the original des ign , and now pump sludge and carbon granules, which are abrasive materials. New pumps are required to handle the additional volume and abrasive material and settled solids from the pretreatment settling process. The washwater pumps take waste materials and pump it to the backwash lagoon to be processed by the belt press operator and are the first step in the sludge handling process. The pumps were previously purchased by the Utilities Department allow for the 12-week construction and delivery period. This recommended bid is for the labor, materials and incidentals required to install, test and startup the new submersible pumps. This will include the demolition of existing pumps and the installation of the new pumps with power wiring, control conduit, piping and subsequent start-up and testing. FINANCIAL IMPACT The bid opening was held June 1, 2005.
