1. MINUTES OF THE OCTOBER 14, 2008 MEETING AND PHONE OCTOBER
20, 2008 .
The Englewood Water and Sewer Board received a copy of the minutes of the October
14, 2008 meeting and the phone vote of October 20 , 2008 approving the minutes.
2. SOUTHGATE SUPPLEMENT #165.
A request was made by the Southgate Sanitation District representing the owner, 4000
East Belleview LLC , for inclusion of Supplement #165 consisting of a parcel totaling
15.618 acres into the Southgate Sanitation District for residential use. The property is
currently zoned R 2 .5 and will be subdivided into 5 residential lots . The property is
located between S. Steele Street and S. Colorado Blvd., south of Belleview.
Adequate capacity has been provided in the treatment plant to accommodate all such
future inclusion. Annexation of this parcel of land will not increase the tap allocation of
the Southgate Sanitation District.

3. WATER MAIN REPLACEMENT -4100 AND 4200 BLOCKS OF S.
WASHINGTON ST.
Stu reviewed a recent pipe replacement project. Due to deterioration of the pipe and
numerous main breaks, two blocks of 4 " water mains at the 4100 and 4200 blocks of S .
Washington Street were in need of replacement. Beginning in August, 2008 the
distribution crew began replacing 1,329 feet of 6" unlined cast iron water main with new
8" PVC pipe.
Total cost for the project was $214 ,404.49 . Of the total cost, parts and aggregate were
$30,340.68 and street cut footage was $34 ,888 . The remaining cost was for the time and
equipment of the distribution crew . These blocks were chosen for replacement because
of numerous main breaks and to improve water quality in this area.
4. WATER LEVELS AT McLELLAN RESERVOIR.
Mayor Woodward received an inquiry regarding the current low water levels at McLellan
Reservoir . Stu explained that McLellan Reservoir is a raw water reservoir that will hold
6,000 acre feet of water. Out of the 6,000 acre feet , Highland Ranch has storage for 4 ,000
acre feet. The level of the reservoir goes down when demand dictates from Highlands
Ranch, and is refilled when they have water available. Englewood tries to consistently
maintain its 2 ,000 acre feet. It was noted that similar inquiries were received from the
residential development at the peninsula at McLellan Reservoir.
5. WATER RIGHTS UPDATE DATED OCTOBER 9, 2008 .
The Board received from David Hill , Englewood's Water Attorney, water rights updates
dated October 9, 2008 . Stu discussed developments in water litigation cases in which
Englewood is involved.
6. WATER BOARD CHRISTMAS DINNER.
The Englewood Water Board Christmas dinner will be held Tuesday, December 9, 2008
at 5:00 p.m. at the Northwoods fun at 8109 Blakeland Dr. in Littleton, CO.
The meeting adjourned at 5:45 p.m.
The next Englewood Water and Sewer Board will be held Tuesday, December 9 , 2008 at
5:00 p.m. at the Northwood's fun.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
January 3, 1999 Council approved a rehabilitation of the 200 ,000 gallon Sherman tank. The
Sherman tank was sandblasted, repaired and painted. The 500,000 gallon Zuni Tank was
completely rehabbed and painted in 1993. The tanks are inspected every two years.
RECOMMENDED ACTION
The Englewood Water and Sewer Board recommended, at their December 9, 2008 meeting,
approval, by motion, of two bids for the rehabilitation of elevated tanks and pipe rehabilitation.
The first to Thomas Industrial Coatings in the amount of $160,000 for (1 B per CDM 's Bid
Evaluation) Zuni Tank interior paint with 30% exterior exterior paint. The second accepted bid
(2) is to Thomas Industrial Coatings in the amount of $34,200 for the Mclellan Pipeline full
paint and crack repair with lead based paint removal.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
During scheduled tank inspections on the Zuni and Sherman tanks, it was discovered that
painting and repairs were necessary.
The Sherman tank is a 200,000 gallon tank that was put on-line in 1982 and serves the
southeast portion of Englewood. The Zuni tank is a 500,000 gallon tank constructed in 1960
that serves the northwest. As part of the tank rehabilitation project, it was originally proposed
that the interior and 30% of the exterior of the Zuni would be sandblasted, corrosion spots
welded and repaired and the interior painted. The outside of the Sherman tank will be
sandblasted, primed and painted . Photocells and light bulbs will be replaced on both tanks.
These preventive measures will deter corrosion and extend the life of the tanks.
The Mclellan pipeline tunnel is a 30" steel pipeline in a sealed concrete tunnel that provides
the pump line in and drain line out for the Mclellan Reservoir. The tunnel is located under the
reservoir dam .
During the inspection, lead primer paint was discovered. The lead primer paint will have to be
removed and properly disposed of according to hazardous materials regulations. This quote
addresses the removal, disposal and recoating of the 30" steel pipe that is approximately 300
lineal feet long. Also, three concrete joints will be repaired to prevent ground water.from
entering the tunnel and dripping on the pipe.
FINANCIAL IMPACT
When bids were received, the bids for both tanks exceeded approximately $185,000. With the
interior acceptable and the exterior requiring cosmetic paint, it was determined that the
Sherman Tank is in a condition where it could wait an additional 2 to 3 years. Due to
unbudgeted funds, it was decided to proceed only with projects 1 B and 2 per CDM's
evaluation .

Thomas Industrial Coatings is the recommended low bidder for the Zuni Tank interior with
30% exterior paint. Thomas Industrial Coatings is the recommended low bidder for Mclellan
Pipeline full paint and crack repair with lead based paint removal in the amount of $34,200 .00.
Camp Dresser & McKee Engineers, the Technical Engineer, has recommended acceptance of
the low bidder, Thomas Industrial Coatings for projects 1 B and 2.
The Utilities Department budgeted $200,000 for the painting of Zuni interior, 30% exterior and
100% exterior of Sherman Tank. This money was accounted for in the 2009 Budget under
account #40-1603-61251. $50,000 was budgeted under account #40-1601-6301 for the
repairs and painting of the Mclellan Reservoir 30-inch pipeline.

In accordance with the intergovernmental agreement dated September 4, 2001, Denver Water requests
the City of Englewood 's approval to transfer two water services from Denver Water to the City of
Englewood. The addresses of the two services are 4601 South Santa Fe Blvd. and 1850 West Union
Avenue. The properties are shown on the attached map and aerial photos.
These services are currently served by a privately owned 3-inch water main in West Union Avenue that
is collectively owned and maintained by the five customers receiving service from the water main . This
water main is 70 years old and in poor condition. At the present time a Special Improvement District
(SID) has been formed which will install new water facilities throughout the area. Three of the existing
five customers on the 3-inch water main are members of the SID and will transfer to the new water
mains . The remaining two customers are within the City of Englewood and are located in close
proximity to existing Englewood facilities. Rather than leave these two customers on the old 3 inch main
we propose to transfer them to Englewood facilities.
The 2001 Agreement calls for an annual reconciliation and payment ohap fees. Could you piease
provide the cost of System Development Charges, Meters, tapping fees etc. that Englewood will assess
and notify us if any of these fees are scheduled to increase in the near future as well as a brief listing of
your construction/ tapping requirements. We hope to move quickly with the SID and property owners.

AN ORDINANCE AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT
"TRANSFERS OF WATER SERVICE" FOR TRANSFERS OF WATER SERVICE
BETWEEN THE DENVER BOARD OF WATER COMMISSIONERS AND THE CITY
OF ENGLEWOOD, COLORADO.
WHEREAS , the Denver Board of Water Commissioners operates a municipal water
supply system that provides water to customers in the Board's combined service area ;
and
WHEREAS , the City of Englewood operates a municipal water supply system that
provides water for its residents a nd others , as determined by Englewood's City
Council ; and
WHEREAS , the Denver Board of Water Commissioners requested transfers of
water services in overlapping areas and areas which share common boundary lines ;
and
WHEREAS, in the overlapping areas and in certain areas near those common
boundary lines , customers could be served more efficiently by facilities owned by the
other entity; and
WHEREAS , the transfer of water service for certain customers from one entity to
the other would eliminate the need for expensive and duplicative distribution facilities
and would also provide better service to those customers; and
WHEREAS, the Englewood Water and Sewer Board recommended Council approval
of the "Transfers of Water Service" to allow the transfers of water service between
Denver and Englewood, at its July 10 , 2001 meeting;
NOW, THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO , AS FOLLOWS:
Section 1. The "Transfers of Water Service" between the Denver Board of Water
Commissioners and the City of Englewood for transfers of water services in overlapping
areas which share common boundary lines, set forth in "Attachment 1", is hereby
accepted and approved by the City Council of the City of Englewood, Colorado .
Section 2 . The Mayor and the City Clerk are hereby authorized to sign and attest
said Intergovernmental Agreement on behalf of the City of Englewood .
Introduced, read in full , and passed on first reading on the 1st day of October,
2001 .

Water 2025 Grant Application Assistance-Proposed Scope of Work SALUTATION:

As we discussed, Boyle Engineering Corporation (Boyle) is to prepare a brief scope of work and budget to assist
the City of Englewood prepare a grant application for the United States Bureau of Reclamation's Water 2025
Program. The following describes the scope and the attached details the budget for this effort.
Develop Grant Application Strategy and Schedule -For this task , we will meet with the City staff to review the
application, gather information, and divide the application sections among the participants . We w ill also decide on
a schedule to prepare, review , and submit the application. We assume the City will take the lead on about one -
third of the application sections. This task should be completed as soon as this proposal is accepted.
Develop Application Sections -Both the City and Boyle will prepare drafts of each section required for in the
application (see list in the application announcement -not attached). Once these drafts are completed , each
party will share these documents for review and provide comments to each other.
Incorporate Comments and Consolidate the Application -Boyle will take the lead in incorporating the
comments and consolidating the application sections . This will be completed and submitted to the City
electronically for review.
Final Review with City Staff -The final draft will be reviewed in person one last time in a meeting planned for
early January. At this meeting , the partic ipants will make the final edits and corrections to incorporate key points
that meet the criteria listed in the grant announcement.
Submit Application to City -Boyle will incorporate the final edits and consolidate the entire application. Once
this package is final and delivered to the City, the City will make the final submittal to the Bureau of Reclamation .
Assistance Fee
The spreadsheet attached shows the breakdown of hours and budget for this assistance. This breakdown
includes in-kind support, or cost that Boyle will incur without cost to the City. The total requested fee for this
project is $5 ,994 and does not include about 28 hours of work and $3,300 in fee.
Schedule
The application is due on January 19, 2009, so Boyle plans to commence work as soon as this proposal is
approved by the City. The milestones for each task will be set at the first project meeting and include strict
deadlines to meet the application schedule.

Re: Consent
This letter serves to record Englewood's consent to allow Martin and Wood to
work for an individual owning property north of Glenmoor Country Club along
Greenwood Gulch.
The individual seeks to construct a 3-acre pond on his property and needs
approximately 12 acre-feet per year to offset the anticipated evaporation losses from his
pond. Martin and Wood's task will be ( 1) to search for a neighboring owner of a
nontributary well willing to sell the 12 acre.;. feet or more and (2) to inquire of Cherry
Hills Country Club 's willingness to sell him water.
In 1990 Englewood obtained a decree in Case No. 90CW222 for a 15 cfs
conditional right from Little Dry Creek (at City Ditch), with a 1990 date of appropriation,
for municipal purposes. Because this individual's pond would be on Greenwood Gulch,
which is a tributary to Little Dry Creek upstream from Englewood's point of diversion,
the potential for a conflict with our work for this individual arises.
Because the plan that we would be working on for this individual contemplates
acquiring a source of water upstream from Englewood's point of diversion; there should
be little or no adverse affect on Englewood.
