Tom Brennan, Utilities Engin eer, appeared to discuss the recommended lowest acceptable bid from Diaz Construction Group, in the amount of $116,250.00. T he bid is for the McLellan Reservoir outlet pipe that is connected to the pump station for filling and draining water from the reservoir to the S. Platte River and City Ditch. Bids were received from 9 vendors for 530 linear feet of 30" steel pipe with an outside diameter of 30-3/8" with tar coating. Motion: To recommend Council approval of the McLellan Reservoir Outlet Pipe Project to Diaz Construction Group in the amount of $116,250 .00. Moved: Penn Seconded: Oakley Motion passed unanimously. Ji@ 3 . TOM BRENNAN -UV ELECTRICAL OVERAGES. Tom Brennan, Englewood Utilities Engineer, appeared to discuss additional electrical engineering services that are required for the UV Disinfection Design Project, adding $63,329.54 to the contract. 1997 WATER CONSERVATION MASTER PLAN. The Board received and discussed the 1997 Water Conservation Master Plan. Board received a goal time line given to Council showing how the Water Conservation Plan is scheduled to move forward. The various types of bonds and grants were discussed. i ~ 5. MEMO FROM JOHN BOCK DATED MARCH 8, 2012 -REPLIES TO BOARD REQUESTS. The Board received a memo dated March 8, 2012 from John Bock, Water Utilities Administrator, addressing board requests for additional information on records of properties changing hands for meter conversion, publishing information on th e EMAP Program for meter conversions and the meter for the King Soopers remodel. The Board received an article from the February 4, 2012 Denver Post, "Proposals could mean big change for Colorado water." 6. UNSCHEDULED VISITORS. There were no unscheduled visitors. 7 . OTHER-ELECTION OF WATER AND SEWER BOARD VICE-CHAIRMAN. Chairman Clyde Wiggins noted a Water Board Vice-Chairman must be elected. The letter submitted indicates that the radium activities in the residuals are "below the levels of concern as defined in the risk assessment developed for landfill disposal (CDM 2007)." Review of the Residual Disposal Risk Assessment, dated August 31, 2007, indicates that the radium-226 and radiuin-228 values used in the RESRAD dose modeling runs were 0.6 and 0.7 pCi/g respectively. The current data for the Allen Water Filtration Plant residuals indicates that the concentrations in the residuals are 3 pCi/g for radium-226 and 7 .1 pCi/g for radium-228. These values exceed those used for the risk assessment. While the Department has granted approval for disposal of residuals containing radium concentrations in excess of the 2007 values in the recent past, Department approval for disposal of these materials from this point forward will require documentation demonstrating that the specific concentrations of radium within the residuals will not result in any member of the public (including landfill employees) receiving a dose which exceeds 25 mrem in any one year. Additionally, it bas come to the attention of the Department that the disposal cells which would contain the residuals may be subject to the operation of a methane gas collection and control system during post-closure. This gas collection and control system, and the period over which it would be used were not assessed in the 2007 risk assessment and will need to be addressed for future approvals of disposal. This is significant in that the largest fraction of the dose to the public is a result of the radon-222 contribution. The RESRAD model does not account for the active or passive gas collection and control system an d subsequent pathway. Therefore, there will be two potential conditions in which the materials will exist in the future: the first being a closed cell without a gas collection system and the second bemg a closed cell which employs either a passive or active gas collection and control system. Demonstration of compliance with the 25 mrem constraint will be required for each of these conditions. An acceptable demonstration of compliance with the 25 mrem constraint for the first condition would be in the form of an updated set of output files from RESRAD in which the radii.im values are increased to concentrations that are greater than or equal to the current values (to allow for variability in the future). All of the other parameters that were originally used in the 2007 assessment would remain constant. 2 -I City ofEnglewood Page 2 of2 .. EPA's CAP 88-PC dose modeling software would provide an acceptable demonstration of compliance with the 25 mrem constraint in regard to the potential dose to a member of the publjc from radon effluent as a result of the methane gas collection system. This would require establishing the following parameters: the potential time frame in which the collection system would operate, total radium content or concentration within the cell and the resultant total radon-222 production, the total radon-222 activity that would be migrated to the effluent points via the methane gas collection system, the effluent point data (location, number, height, etc.), nearest receptor distance, and local meteorological data. If these materials are not deposited in cells that require the operation of a methane gas collection and control system then the demonstration of public dose for that condition would not be required for approval ofresidual disposal. If this is the case, documentation verifying that the cell would not employ a methane gas collections system would be required. Approval for the disposal of the Allen Water Filtration Plant residuals cannot be granted at this time. Fonda, Director of Utilities COUNCIL GOAL AND PREVIOUS COUNCIL ACTION None. RECOMMENDED ACTION The Water and Sewer Board, at their April 10, 2012 meeting, recommended Council approval of a Bill for an Ordinance approving Southgate Supplement #166 . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The City of Englewood provides sewage treatment to approximately 32,000 accounts outside the City through contracts with numerous connector districts . The area is defined by the natural drainage and extends south and east from Broadway to the Valley Highway and from Hampden to Lincoln Ave. excluding Highlands Ranch. By contract the City of Englewood must approve any additions of land to be served by the districts. These are usually in-fill situations that are within what the City considers to be the area it has committed to serve. Adequate capacity has been provided in the treatment plant to accommodate all such future inclusions. Annexation of this parcel of land will not increase the tap allocation of the Southgate Sanitation District. A request was made by the Southgate Sanitation District representing the owner, Gareth and Natalie Nichol, for inclusion of Supplement #166 consisting of a parcel totaling 2.5 acres into the Southgate Sanitation District for residential use. The property is currently zoned Residential. The purpose of the inclusion is to install a sewer line and connect to the existing sewer main in the street. The legal is attached as Exhibit "A". The property is located on the southeast corner of E. Belleview and S. Holly St. FINANCIAL IMPACT None. LIST OF ATTACHMENTS Bill for Ordinance Southgate Sanitation District Supplement #166 SGSUPP166 3 -I SUPPLEMENT NO. __ TO CONNECTOR'S AGREEMENT THIS AGREEMENT, made and entered into by and between the CITY OF ENGLEWOOD, acting by and through its duly authorized Mayor and City Clerk, hereinafter called the "City," and SOUTHGATE SANITATION DISTRICT, Arapahoe and Douglas Counties , Colorado, hereinafter called the "District," WITNESSETH: WHEREAS, on the 20th day of June, 1961, the City and the District entered into an Agreement in which the City agreed to treat sewage originating from the District's sanitary sewer system within the area served by the District, which Agreement was renewed by Connector's Agreement dated November 16, 1988 and Amended April 20, 2009;and WHEREAS, said Connector's Agreement provides that the district may not enlarge its service area without the written consent of the City; NOW, THEREFORE, in consideration of the mutual covenants and undertakings herein set forth, the parties agree as follows : 1. The City hereby consents to the inclusion of certain additional area located in Arapahoe County, Colorado, owned by Gareth J. and Natalie G. Nichol and more fully described on Exhibit A attached hereto and incorporated herein by reference, into Southgate Sanitation District. The City agrees that said additional area may be served with the sewer facilities of the District, and that the City will treat the sewage discharged into the City's trunk line from said additional area, all in accordance with the Connector's Agreement dated November 16, 1988 and Amended April 20, 2009. Accordingly, Exhibit A referred to in Paragraph 1 of the Connector's Agreement dated November 16, 1988 and Amended April 20, 2009, is hereby amended to include such additional area. 2. Each and every other provision of the said Connector's Agreement dated November 16, 1988 and Amended April 20, 2009, shall remain unchanged.
