1. MINUTES OF THE FEBRUARY 11, 2014.
The Board received the Minutes of the February 11 , 2014 Water Board meeting. A correction
was noted.
Motion: To approve the February 11, 2014 Water Board Minutes as amended.

2. GUEST: DON MARTURANO-SOUTH ENGLEWOOD SANITATION
DISTRICT #1 -4500 S. LAFAYETTE ST. -OUTDOOR LIFT STATION.
Don Marturano, Attorney for South Englewood Sanitation District No. 1, appeared before the
Board and requested a continuance until the April, 2014 Water Board meeting on the issue of a
variance for an outdoor private sewer ejector for 4500 S. Lafayette St. and 1424 E. Stanford Ave .
Mr. Fonda noted that the City of Englewood only treats the resulting sewage from these
properties. He also noted that the City of Englewood does not evaluate whether odors or spills
will be a problem. The Englewood Utilities Department will require a Jetter accepting
responsibility for odors and spills from the lift station from the property owners and South
Englewood Sanitation District #1. The lift station must also be accepted by the Cherry Hills
Village Sanitation District.

3. GUEST: CO WEEN DICKERSON, 2835 S. PENNSYLVANIA ST. -CHARGING
INTEREST ON LATE FEES.
The Board received correspondence from C oween Dickerson, Utilities staff, City Manager and
Council, along with the Water Board Minutes of January 14, 2014 and billing history relating to
her issue of charging interest on late fees. Ms. Dickerson 's current balance is $13 and is under
the $20 threshold for action . John Bock noted that the City Attorney's office noted that the City
is in compliance with state statue and her next appeal process would be with District Court. The
Board discussed sending an additional letter to Ms. Dickerson . Utilities staff noted that Ms.
Dickerson was notified in January, 2014 of the Board's decision . There have been no further
developments that changed the issue.

4. PURCHASE OF JET/VACUUM VACTOR TRUCK.
The requested combination jet cleaning/vacuum combination truck is designed to simultaneously
clean and remove blockages at first point of contact rather than having to go through the entire
system to the treatment plant. Seven bids were received with the Williams Equipment Company
being the recommended bidder at $278,700. This is a normal CERF replacement. Staff noted
that the lowest bid did not meet specifications , so the second bid was accepted.

To recommend Council approval of the purchase of a combination unit jet
cleaning/vacuuming machine (Vactor Truck). The recommended bid is from
Williams Equipment in the amount of $278,700.

5 . TWO 3 MILLION-GALLON WATER STORAGE TANK ROOF REHAB.
An inspection of the two 3-million-gallon tanks determined that the floor slabs, columns and
walls were in good condition. The tank roof sl abs, however, have deteriorated and are in poor
condition , and if left unrepaired, deterioration will become more extensive. Substantial repair
and protection measures are recommended to extend the serviceability of the tanks. These
repairs should extend the service life of the tanks by at least 20 years . Two specialty contractors
are required for the process and must be certified to work on the membrane and roof.

To recommend Council approval of the bid from Moltz Construction, Inc. as the
lowest acceptable bidder at $1, 188.500 for repairing the two 3-million-gallon
water storage tank roof slabs .

6. FLOOD CUTS DURING BACKUP RESTORATION.
John Bock, Manager of Utilities Administration, appeared to discuss the current remediation
policy after a City-caused sewer main backup or damage caused by a water main. Currently
Belfore International does flood cuts removing damaged drywall to facilitate drying. Under the
existing policy, the flood cut drywall is not replaced. Staff asked the Board if they wished to
modify the existing remediation policy.

To modify the exist ing remediation policy in the case of City-caused water or
sewer damage by providing drywall replacement and taping after flood cuts
are made.

7. 804 E. STANFORD A VE. -REQUESTING ENGLEWOOD PROVIDE WATER
SERVICE.
A request was received from Mr. Lance Cain, the owner of 804 E. Stanford Ave. and the
adjacent 825 W. Tufts Ave. to provide water service to his property, which is in the Denver
Water service area. Englewood provides water service to adjacent properties on the south, east
and north of this address. Denver Water has approved the transfer of water service to
Englewood water for this property.
The owner would be required to pay all costs to extend service to his properties.

To approve providing water service to 804 E. Stanford Ave. and 825 W.
Tufts Ave. subject to the owners paying all costs.

8. S. PLATTE WATER RELATED ACTIVITIES PROGRAM -ENDANGERED
SPECIES ACT.
The South Platte Water Related Activities Program (SPWRAP) is an agreement with the
Department of the Interior to improve the habitat of endangered species. The SPWRAP program
improves the endangered species habitat by providing more water in the crit ical area along the
Platte River in Nebraska. This agreement provides compliance with the Endangered Species Act
to participating entities.
Englewood 's portion of the assessment for the program for 2014 is $10,458 , with an annual
assessment for an additional six years. Future assessment amounts will be computed on treated
water use and number of participants.
Motion: To recommend Council approval of Englewood's continued participation in the S.
Platte Water Related Activities Program and assessment for 2014 and approving
the assessment, based on water consumption, for six years thereafter.

MEMORANDUM

RE: Mr. Jim Gravina -City Ditch and Prentice and Prescott
Mr. Gravina owns a warehouse next to the City Ditch at Prentice and Prescott in Littleton and
has an outside dumpster. His dumpster was filled with branches and debris from someone
removing trees and putting the refuse in his dumpster. Mr. Gravina believes that the City of
Englewood is responsible and that the tree was removed from the City Ditch. Englewood Tree
Service was contracted by the Allen Water Treatment Plant to remove trees along the City Ditch
close to this location.
Attached are the findings from Tom Riotte, who investigated Mr. Gravina's claim, and a
statement from Englewood Tree Service. Mr. Gravin is asking for Englewood to reimburse him
for his dumpster fee.

On Monday morning, March 1th we pulled into Slaughterhouse Gulch to perform tree trimming and
removal work to clear the Englewood Water Dept flume.
The job consisted of removing several trees, clumps of smaller trees and trimming several trees all for
the f l ume clearance.
The types of trees worked on were Willow, Elm, Ash and Russian Olive. When the trimming and removal
process was completed, we then pulled in with our grapple truck to pick up and haul away all debris
(limbs, logs and brush) which we then took to Oxford Recycling to dump -please see corresponding
dump receipt.
We cleaned up, picked up and hauled away all debris generated by our trimming and removal process .

Subject: Dumpster at Gravina's
On Wednesday 3/26/2014 about 8:30 a.m. I met with Jeff Gravina to obtain information about trees that were dumped
into their dumpster. I noticed the trees in and around the dumpster were dead, missing bark and were damaged by
bugs. The trees the City of Englewood had removed by Englewood Tree Service on approximately March lih to March
14th, were all living trees . Jeff Gravina took pictures of the trees in the dumpster, as I held a measuring tape across the
cut end of the logs . We also measured the trees the City of Englewood had removed from the City Ditch easement .
Some of the trees in the dumpster were a larger diameter than the trees removed by the city. Jeff Gravina took pictures
of recently cut trees outs ide of the City Ditch easement, that were cut by someone else . A large amount of branches still
remain on the ground. Based on my findings the trees found in the dumpster did not match the trees the City of
Englewood had removed. The City of Englewood is not responsible for the trees in the dumpster.

Council approved the 2009 meter purchase in the amount of $114 , 140 at their February 2 ,
2009 meeting.
Council approved the 2010 meter purchase in the amount of $46,601 .10 at their March 9,
2010 meeting .
Council approved the 2011 meter purchase in the amount of $69 , 145 .00 at their May 2, 2011
meeting.
Council approved the 2012 meter purchase in the amount of $99 ,563.56 at their April 16 , 2012
meeting .
Council approved the 2013 meter purchase in the amount of $138,847. At their April 1, 2013
meeting.
RECOMMENDED ACTION
The Water and Sewer Board, at their April 8 , 2014 meeting , recommended approval by
motion, for the purchase of water meters and electronic remote transmitters (ERTs) from
National Meter and Automation , Inc. in the amount of $87 ,621.36.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The Utilities Department purchases water meters needed for an entire year by requesting one
large bid proposal for additional cost savings. The Utilities Department is converting the
metering system to the ITRON Automatic Meter Reading System. All meters and registers
purchased will be compatible with the ITRON System. A portion of these meters will be resold
to Englewood customers for new installations as part of the flat-rate-to-meter conversion
process. Some of the meter stock will be used to replace inactive or poorly functioning meters
and to convert existing meters to the ITRON system.
A portion of the 2013 order is electronic remote transmitters (ERT's) for updating existing
residential meters , enabling meter readers to obtain meter readings using radio frequencies.
This improves accuracy , and at the same time , is a labor saving device.
100 of the meters and ERTs purchased in this order will be used to implement the metering
conversion program in conjunction with the Colorado Water Conservation Board agreement.
This program enables meters to be installed by the Utilities Department , allowing the customer
to determine the savings of being on a metered-based bill. If the customer wishes to remain
on a meter, the customer reimburses the City for the meter and installation.
FINANCIAL IMPACT
Englewood 's meter and ERT order is being placed in conjunction with Denver Water Board 's
Contract with National Meter for the best quantity price. The purchase order is based on a
previous bid by Denver Water. Meters and ERTs will be purchased from National Meter &
Automation for the amount of $87 ,621 .36 for meters and ERTs. Of this amount ,
approximately $20 ,000 will be resold to Englewood customers for flat-rate to meter
conversions.
There is money budgeted for these meters in the 2014 Budget.

RECOMMENDED ACTION
The Water and Sewer Board, at their April 8, 2014 meeting, recommended Council approval
of a Bill for an Ordinance approving the Cherry Hills Village Sanitation District Sanitary Sewer
Supplement #4 for 1401 E. Oxford Lane.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The City of Englewood provides sewage t reatment to a population of about 80,000 people
outside the City through contracts with numerous connector districts . The area is defined by
the natural drainage and extends approximately south and east from Broadway to the Valley
Highway and from Hampden to Lincoln Ave. excluding Highlands Ranch. By contract the City
of Englewood must approve any additions of land to be served by the districts. These are
usually in-fill situations that are within what the City considers to be the area it has committed
to serve. Adequate capacity has been provided in the treatment plant to accommodate all
such future inclusions. Annexation of this parcel of land will not increase the tap allocation of
the City of Cherry Hills Village Sanitation District.
A request was made by the City of Cherry Hills Village Sanitation District representing the
owner, Timothy J. Schmidt, for inclusion into the City of Cherry Hills Village Sanitation District.
This application is for Plot 1 Cherry Hills Rancho, 2nd Amended Filing, Arapahoe County. The
lot has R-3 Residential Zoning with no proposed change on 1 acre. The legal is attached as
Exhibit A. The property is located at 140 1 E. Oxford Lane.

SUPPLEMENT NO. ____ 4 _TO CONNECTOR'S AGREEMENT
THIS AGREEMENT, made and entered into by and between the CITY OF
ENGLEWOOD, acting by an through its duly authorized Mayor and City Clerk,
hereinafter called the "City ," and the City of Cherry Hills Village Sanitation District,
Arapahoe and Douglas Counties, Colorad o, hereinafter called the "District,"
WITNESSETH:
WHEREAS, on the 2nd day of June, 1975 the City and the District entered into an
Agreement in which the City agreed to tre at sewage originating from the District 's
sanitary sewer system within the area served by the District, which Agreement was
renewed by Connector 's Agreement dated May 12, 1997.
WHEREAS, said Connector's Agreement provides that the district may not enlarge its
service area without the written con sent of the City;
NOW, THEREFORE, in con sideration of the mutual covenants and undertakings herein
set forth, the parties agree as follows:
1. The City hereby consents to the inclusion of certain additional area located in
Arapahoe County, Colorado , owned by Timothy J. Schmidt and more fully described on
Exhibit A attached hereto and incorporated herein by reference , into the City of Cherry
Hills Village Sanitation District. The City agrees that said additional area may be served
with the sewer facilities of the district, and that the City will treat the sewage discharged
into the City 's trunk line from said additional area, all in accordance with the Connector's
Agreement dated June 2, 1975, and Amended May 12, 1997. Accordingly, Exhibit A
referred to in Paragraph 1 of the Connector's Agreement dated June 2, 1975 and
Amended May 12, 1997, is hereby amended to include such additional area.
2. Each and every other provision of the said Connector's Agreement dated June 2, 1975
and Amended May 12, 1997, shall remain unchanged.
IN WITNESS WHEREOF, the parties have set their hands and seals this
