The meeting was called to order at 5:02 p.m.
1. MINUTES OF THE MARCH 11, 2014 MEETING AND PHONE VOTE OF MONDAY
MARCH 17 , 2014.
The Board received the minutes of the March 11, 2014 meeting and the resulting phone vote on
March 17, 2014.

2. JIM GRAVINA-CITY DITCH AT PRENTICE & PRESCOTT IN LITTLETON.
The Board received correspondence regarding Mr. Gravina's complaint regarding someone
dumping tree trimmings from cutting down a tree in his dumpster. Mr. Gravina is asking
Englewood to reimburse him for his dumpster fee in the amount of $350.
Jason Clark discussed his encounter with Mr. Gravina at his warehouse at Prentice Ave. and
Prescott St. in Littleton. Mr. Gravina filed a police report. John Frazier, the contractor appeared
and noted that his crew was at Dad Clark Gulch when Mr. Gravina claimed the incident
happened. He presented a landfill dump receipt that shows they dumped tree limbs on that day
in the landfill.
Jason Clark also noted that the trees in the dumpster were bug-infested and the trees the
contractor cut were live and not the same diameter.
The Board denied Mr. Gravina' s claim.
3 . WATER METER ANDERT PURCHASE.
The Utilities Department purchases water meters needed for an entire year by requesting one bid
proposal for additional cost savings. A portion of these meters will be resold to Englewood
customers for new installations as part of the flat -rate -to-meter conversion process. One hundred
of the meters and ER Ts purchased in this order will be used to implement the metering
conversion program required by the Colorado Water Conservation Board agreement.

remote transmitters (ERTs) from National Meter and Automation, Inc. in the
amount of $87 ,621.36.

4. CHERRY HILLS VILLAGE SAN. DISTRICT SANITARY SEWER SUPP. #4.
A request was made by the City of Cherry Hills Village Sanitation District representing the
owner, Timothy J. Schmidt, for inclusion into the City of Cherry Hills Village Sanitation
District. This application is for Plot 1 Cherry Hills Ranch, 2nd Amended Filing. The lot has R -3
Residential Zoning with no proposed changes on the one acre site. The property is located at
1401 E. Oxford Lane .

5. DENVER WATER BOARD SETTLEMENT
Stu reviewed the proposed agreement with the Denver Water Board regarding Chatfield
Reservoir inflow diversions by Denver Water. Englewood will receive $600,000 to resolve
hardness issues. The agreement will enable Denver to proceed with the Gross Reservoir
expans10n.
The meeting adjourned at 6:50 p.m.
The next Water and Sewer Board meeting will be Tuesday, May 13, 2014 at 5:00 p.m. in the
Community Development Conference Room.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
On May 19, 2003 2Council approved a rehabilitation of the Mclellan deep well pump to
Mclemore Pump in the amount of $63 ,885.00.
RECOMMENDED ACTION
The Englewood Water and Sewer Board , at their May 13, 2014 meeting recommended
Council approval for rehabilitation of the Mclellan deep well pump to Hydro Resources in the
amount of $69,200.00.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
Prior to 2002 the Mclellan deep well was used intermittently, usually a few days every three to
four months. But due to intermittent drought conditions, this well is currently being used to
meet excess demands. This well is used to pump raw source water to sell to Centennial and
raw water to Mclellan Reservoir.
The well is located on the south side of County Line Road near Dad Clark Gulch. The 20-year
old pump and cable is 950' underground and must be replaced. Because of the depth the line
must be TV'd to determine the condition of the casing and if it needs to be replaced.
FINANCIAL IMPACT
Three bids were received
Hydro Resources: $69 ,200 with 500' of replacement pipe and video included
Applied Ingenuity: $67 ,868 with no video or pipe replacement included
Layne: $67,400 with no video or pipe replacement included

Staff recommends Hydro Resources in the amount of $69,200 that includes 500 ' of pipe
replacement and the TV'd video. The quotes from Applied Ingenuity and Layne did not
include the TV 'd video and the 500 ' of replacement pipe, if deemed necessary.

The Allen Water Treatment Plant is requesting the authorization to proceed with the approval of the
deep well rehabilitation process at Mclellan Reservoir. The Water Production Superintendent and the
Utilities Engineer have looked over the three bids that were obtained by staff. From this information we
are recommending that Hydro Resources be allowed to proceed with the rehabilitation. The three bids
that were obtained are attached.

Tom,
The estimate is for replacement equipment for this well. Sizing is based on the original design of 450 GPM @
923 ft. Please keep in mind that design was from 1994 and obviously conditions have changed in 20 years so
the equipment may need to be adjusted accordingly. Based on using the original design I have come up with the
following estimate of replacement equipment.
Goulds submersible Pump 7TLC I 13 stage $10,600.00
Hitachi 150 Hp 460v Submersible Motor $16,100.00
Replacement 250 MCM Wire $31.00 per foot
Replacement 5.5'' Pipe $17 .00 per foot
These prices are budgetary estimates only but should give you some idea of costs that may be incurred. I would
assume the pump and motor need to be replaced at a minimum. I would also budget for maybe 500 feet of
replacement pipe as some LFH water can be fairly aggressive .
I would also budget for some type of well rehab due to the age of the well. This is extremely hard to estimate as
there are so many options depending on actual con ditions. We would suggest performing a well video and
sending water samples to the lab for evaluation. This would cost around $3,000.00. Well rehabs can range
between $6,000.00 to $45,000.00 depending on what we are up against.

equipment. This pricing is provided as an est i mate only as it is difficult to determine actual repair costs
without first removing and inspecting all of the individual components.

Power Cable: In some cases the submers i ble cable that powers the motor will require replacement
due to an internal short or insulation leakage. The condition of the cable can only be determined
after removal and inspection. We are providing the cost for replacement cable which would be
required in addition to the pumping equipment listed above in the event that the existing cable
cannot be re-installed .

Terms and Conditions of Purchase
Inherent Risks: There are inherent risks involved when performing well service or rehabilitation on any well. Some of
these risks include damaged or collapsed well casing or screens and reduced or lost production from the well. Every
attempt will be made to prevent these problems during this work, however Applied Ingenuity cannot be held
responsible for well problems which arise as a result of this work due to existing well conditions or other factors
beyond our control.
Freight: Freight costs have been included in this pricing .
Taxes: No Federal, State or local use or sales taxes are included. These will be added where applicable at the time of
invoicing.
Warranty:
The warranty period on new equipment provided by Applied Ingenuity is one year from the date of shipment and
covers defects in the equipment manufacturer's workmanship and materials. Failures caused by lightning or other acts
of God, power surges, adverse well conditions, rapid cycling, operational or system issues, or other causes beyond the
control of the manufacturers and/or Applied Ingenuity are not covered under this warranty. Applied Ingenuity cannot
be held responsible for incidental or consequential damages including, but not limited to, water shortages, crop
damage, or lack of fire protection which may result from premature equipment failures. This warranty covers materials
and labor.
Delays: Applied Ingenuity shall be liable for no penalty, charge or cost for delays in performance by Applied Ingenuity
caused by weather, acts of God, shortage of materials or labor, strikes or circumstances outside the control of Applied
Ingenuity.
Payment: Payment terms are net 30 days from date of invoice . Retainage is not allowed. A service charge of 2% PER
MONTH (24% PER ANNUM) shall be added on any past due accounts and if the account is not paid when due the buyer
agrees to pay all reasonable costs of collection. Payment to Applied Ingenuity is not contingent on other payments to
Purchaser by other third parties or upon any other thing or event other than receipt of the equipment.
Conditional Proposal: The proposal is conditioned upon Applied Ingenuity receiving written notice of its acceptance
within 30 days from the date of the offer.
Bonding: Performance Bonding has not been included in the Purchase Order Agreement.
Attorneys Fees: In the event of a default under or breach of the terms of this contract, the defaulting party shall pay
the non-defaulting party all costs incurred in enforcing the terms of this
agreement, including court costs and attorneys fees in a reasonable amount and including all costs of arbitration, if
any, all fees and costs of arbitrators, all costs of discovery and depositions and copies, expert witness fees, travel
expenses and any other cost or expense of litigation .

The City of Englewood contracted with CP Compliance LLC in January 2013 to perform
an MS4 stormwater audit and compliance assistance duties. The prolonged MS4 Permit
renewal process, and more stringent requirements, has made necessary to request
additional assistance from CP Compliance. This would efficiently provide assistance
necessary to complete the permit in accordance with the established MS4 Stormwater
programs and ensure that appropriate documentation is provided.

The proposed additional funding will provide the City with support and guidance in
meeting the goals for complying with the MS4 Stormwater Permit requirements.
These services will be conducted on a "time and materials" basis. The standard hourly
billing rates will be $85.00 per hour for a Stormwater Specialist. The CP Compliance
contract extension is not to exceed $10,000. With the "Not To Exceed" limit, no
additional charges can be incurred without prior approval from the City.
