The Board received the minutes of the March 11, 2014 meeting and the resulting phone vote on
March 17, 2014.

2. JIM GRAVINA -CITY DITCH AT PRENTICE & PRESCOTT IN LITTLETO .
The Board received correspondence regarding Mr. Gravina's complaint regarding someone
dumping tree trimmings from cutting down a tree in his dumpster. Mr. Gravina is asking
Englewood to reimburse him for his dumpster fee in the amount of 5)350.
Jason Clark discussed his encounter with Mr. Gravina at his warehouse at Prentice Ave. and
Prescott St. in Littleton. Mr. Gravina filed a police report. John Frazier, the contractor appeared
and noted that his crew was at Dad Clark Gulch when Mr. Gravina claimed the incident
happened. He presented a landfill dump receipt that shows they dumped tree limbs on that day
in the landfill.
Jason Clark also noted that the trees in the dumpster were bug-infested and the trees the
contractor cut were live and not the same diameter.
The Board denied Mr. Gravina's claim.

3. WATER METER ANDERT PURCHASE .
The Utilities Department purchases water meters needed for an entire year by requesting one bid
proposal for additional cost savings. A portion of these meters will be resold to Englewood
customers for new installations as part of the flat-rate-to-meter conversion process. One hundred
of the meters and ERTs purchased in this order will be used to implement the metering
conversion program required by the Colorado Water Conservation Board agreement.

4. CHERRY HILLS VILLAGE SAN. DISTRICT SANITARY SEWER SUPP. #4 .
A request was made by the City of Cherry Hills Village Sanitation District representing the
owner, Timothy J. Schmidt, for inclusion into the City of Cherry Hills Village Sanitation
District. This application is for Plot 1 Cherry Hills Ranch, 2nd Amended Filing. The lot has R-3
Residential Zoning with no proposed changes on the one acre site. The property is located at
1401 E . Oxford Lane.

5. DENVER WATER BOARD SETTLEMENT
Stu reviewed the proposed agreement with the Denver Water Board regarding Chatfield
Reservoir inflow diversions by Denver Water. Englewood will receive $600,000 to resolve

hardness issues. The agreement will enable Denver to proceed with the Gross Reservoir
expans10n.
The meeting adjourned at 6:50 p.m.

Per your request, I have contacted both the City of Englewood and Tri-County Health Department regarding
your property located at 4343 S Santa Fe Drive, establishing a new septic system and not connecting to the
sewer main located \\.ithin South Natches Court.
After consulting with John Bock of the City of Englewood and Warren brown with Tri-County Health the City
of Sheridan vvould allow the connection of your properties sewer service to a SEPTIC SYSTEM under the
following conditions;
l. All attempts to coordinate the prope1iies associated with the illegal taps into the 2000 W Quincy Ave
sewer service line must be exhausted for establishing a main line connection along West Quincy
A venue, for those properties involved .
2. Property meets all requirements for a septic system as set forth in State and Local regulations.
3. All past service fees, tap fees and fines must be paid in full v..ith the City of Englewood. A letter of
release must be obtained from Englewood verifying the payment of all fees.
4. As you have indicated this action is being driven by the pos sibl e sale of your property located at 4343 S
Santa Fe Drive. Full disclosure must be made to the tentative property owners of this situation.
5. All appropriate pennits and licensing must be obtained prior to any work beginning.

On April 28 , 2014, the Colorado Water Conservation Board (CWCB) received a locally adopted Water
Conservation Plan from the City of Englewood for review and approval. The CWCB has determined the
Plan to be in accordance with §37-60·126 and the CWCB "s Guidelines for the Office to Review Water
Conservation Plans Subm itted by Covered Entities . The Plan is hereby approved and Englewood may
proceed with its implementation .
The Plan will be kept on file at the CWCB and shall be accessible to the public through our website and
the Water Resource Information Center. The Plan will also be made available to the Colorado Water
Resources ft Power Deve lopment Authority and the Finance section within the CWCB should you apply for
a loan from either agency .
As Englewood begins implementing the conservation measures outlined in the Plan, please know that the
CWCB staff will be available to provide technical and financial ass istance .

The City of Englewood 's Water Conservation plan has recently received approval for Colorado
Water Conservation Board (CWCB). G rants are available (year around for under $50K each)
for Water Conservation Implementation Projects offer financial assistance to covered entities to
aid in implement ing their water conservation plan goals and programs identified in their locally
adopted water conservation plans that have been approved by the CWCB.
All covered entities must have an approved water conservation plan on file with the state and
each plan must comply , at a minimum , w ith requisite plan elements identified (recently amended
in March 2014). Grant money may be used by covered ent ities to help achieve water
conservation goals outlined in a locally adopted water conservation plan.
Audits are an important component of Englewood 's conservation efforts. Currently , City staff
performs water audits for customers that notice spikes in their water consumption. A City water
technician v isits the residents , inspects the meter, audits indoor uses , and searches for leaks .
During the irrigation season , the technician will search for irrigation system leaks , inspect the
system components , and walk the irrigated areas for overwatering .
The City envisions a residential audit program in which local plumbers may also be utilized to
help perform indoor and outdoor water aud it s for interested residential and multi-family
customers. The City also envisions a commercial and industrial audit program in which indoor
and outdoor commercial and industrial water audits are be performed by a third party consultant
for interested water customers. Since commercial and industrial water use varies so much , City
staff does not have the expertise to perform these audits. These third-party audits are an
effective way to educate commercial and industrial businesses on how they can save water.
In order to focus on large outdoor water users (develop a more targeted audit activities, which
concentrate on the highest savings), the City will need to update its outdated impervious-
pervious database . I recommend work i ng with AMEC Earth & Environmental Consultants to
seek a Water Efficiency grant from CWCB . AMEC has helped the City of Aurora with a similar
project since 2011. The estimated project cost is less than $50K, the grant will approximately
cover $70 % of the cost, and the Consu ltant fee is estimated at $25K.

CWCB Water Efficiency Implementation Grants
Audits are an important component of Englewood 's conservation efforts. The goal of this project
is to initiate a targeted audit program in which commercial and industrial water audits are based
on a focus on large outdoor water users .
Currently , City staff performs water audits for customers that notice spikes in their water
consumption. A City water technician visits the residents , inspects the meter, audits indoor
uses , and searches for leaks . During the irr igation season, the technician will search for
irrigation system leaks , inspect the system components , and walk the irrigated areas for
overwatering.
In order to concentrate on the highest potentia l water savings, the City will need to update its
outdated impervious vs. pervious database and create a map of the entire city , grading each of
its 3 ,000 non-residential parcels in their wate r use ranging from very high water use to very low
water use. These grades will be determined by comparing pervious surface to outdoor water
use to that parcel 's winter quarterly average water use.
Once the city is mapped , a database will be created to link water bill history to irrigated square
footage in each tax parcel. The outdoor water use (extrapolated by removing the "Winter
Quarter Usage " (in gallons per square foot) from the total summer water use will help
Englewood target the most highly inefficient water users .
Our water conservation staff will work with these customers to assist in minim izing any leaks
and in changing their behavior to be more conservation-aware . The results of this project will be
used as a pi lot to guide a city-wide conservation effort in the future.
Currently our staff offers all of our programs upon request , regardless of whether the programs
are the most useful options for the customers. We believe that by becoming more proactive in
targeting highly inefficient water users and working with them to change their entire system ,
greater water savings for a lower cost will be achieved by both the customer and the utility.
Many water systems found that by switching to a system-wide approach , the cost to the util ity
would be reduced while saving more water . More importantly , customers would be required to
invest in much smaller up-front costs while saving themselves water, resulting in quicker return
on investments .
Moreover , in looking at others ' experience , our staff realized that the traditional rebate programs
may not be the most effective for either the customer or the utility in both water savings and
Return on Investment (for the customer). Also, as stated above , another benef it of moving
towards the idea of targeting inefficiencies in irrigated areas based on water savings is that
more often than not , the customer will have to make a much smaller investment while still
realizing significant water savings.

Englewood Water Conservation Plan
Englewood's Water Conservation 10 Year Plan, which was paid for in part by a $45,000
grant from the Colorado Water Conservation Board (CWCB), received final approval. A
conditional approval status was received a few months ago. The Colorado Department of
Natural Resources (DNR) official certific ation allows the City of Englewood to become
eligible to qualify and apply for the following:
• Water/Wastewater State Revolving Fund (SRF) Loan (projected need 2017)
• Water Efficiency Grants
o CWCB Implementation Grants
• Water Meters ($50,000 for 100 additional meters for 2016)
• GIS Impervious Areas ($30,000-$40,000 apply in 2015)
o CWCB Public Education and Community Outreach Grants (2014)
25% m atching funds are required for each grant (could be cash or in-kind contribution).
City Council will have to accept the grant ba se d on a recommendation by the Water and
Sewer Board.
The help of the Water and Sewer Board and the support of the City Council were
instrumental in getting our plan approved with three (3) unique features: a) recognizing
our adequate supply sources and the progres s we made in minimizing leaks and reducing
demand , b) allowing a 5-7 year transition into full water metering , and c) maintaining the
flat-rate as an option for residents who bo ught their homes before 1987.

Test drive a water meter: The
Uti lities Department is launching a
voluntary water metering program
aimed at accelerating meter
installation. The initiative allows
flat-rate customers to "rest drive"
a meter without changing their
cun-ent water bill. Meters will be
installed at no cost and customers
will be provided a comparison
of the metered rate costs versus
flat rate charges. If the customer
elects to transfer to the metered
rate after comparing the cost to the
sav ings , they will pay the full cost
of the meter and installation. If
they opt not to switch. the Uti lities
Department can remove the meter.
This program is design ed for single-
family re s idential dwellings only.
Englewood '.\leter Assistance
Program (EMAP): The Utilities
Department offers a program th at
belps customers switch from flat
rate to metered rate. The EMAP
program uses the savings between
what customers pay for the flat rate
and \Vhat they would pay for the
metered rate to help pay the cost
of the water meter and installation.
The cmTent cost of a water meter
and yoke is $260, plus the cost of
in s tallation. Most customers pay off
the meter in two to three quarters
using the EMAP program.

Water and sewer line warranty offers
Englewood residents have been
receiving offers from companies
that provide insurance to help offset
the costs of repairing water or sewer
service line breaks.
Homeowners may not realize that
they are responsible for the main
utility connection into their homes .
Repairs to these service lines can be
costly.
One of the companies offering
wanantics is Service Linc War-
ranties of America (SL\VA). This
company has been endorsed by the
National Leagu'1 of Cities and City
Council authorized SL\VA to use
Englewood's logo for marketing
purposes . The Utilities Department
is not involved ih this program and
any contract is strictly bet\veen the
homeowner and SL\VA.
Englewood's Water Conservation Plan
receives approval from the State
Over the last two years, the Utilities
Department has worked to update
its Water Conservation Plan. The
plan sets forth conservation goals
and measures, as ~r el! as policies
and planning initiatives affecting
water use . Tbe plan recently
received final approval from the
Colorado Department of Natural
Resources. This official certification
qualifies the City of Englewood to
apply for Water Efficiency Grants
and State Revolving Fund Loans for
water and wastewater projects.
Conservation Tips
Get the biggest bang for the
buck when it comes to water
conservation:

TEST DRIVE AW ATER METER INST ALLA TI ON
AGREEMENT
In the City of Englewood there are many single family residences on the flat rate
schedule for water charges. These residences may remain on the flat rate schedule until
there is a change of ownership. Many of these residences would benefit from being on a
water meter in that under the flat rate schedule they may be paying more than they would
if they were on a meter. However, the resident is unsure of the effect a water meter
would have on their \Vater bill , having ne ver been on one. For this reason , the City
makes the following offer:
I . The City of Englewood, at its own cost , will install a water meter at
2 . This installation may be either in an existing meter pit , in a basement or
crawlspace or, if there is no place in the house where the water meter can
be installed , in a new water meter pit to be installed by the City's crew.
3. The City will conduct a pre-installation inspection to determine the best
place to install the meter.
4. Where an indoor meter installation is used which involves the installation
of a meter yoke, the resident may let the City have the yoke installed by a
plumber, or the resident may make their own arrangements for the
installation of the yoke.
5 . After the meter is installed , the residence will remain on the flat rate
schedule as it presently exists .
6 . The City will read the water meter and calculate the water charges as if the
residence was on the metered schedule of water charges .
7. At the end of one year (or more often, if appropriate) the City will provide
the resident a comparison of the flat rate charges versus the meter charges.
8. At the end of one year and after the resident sees the flat rate versus
metered comparison, the y may decide to remain on the flat rate schedule
or transfer to the metered schedule.
9. If the resident elects to transfer to the metered water rate, they will pay the
City the full cost of the water meter and its installation.
10 . The resident who elects to transfer to the metered water rate may pay for
the meter and installation in full immediately , or they may elect to enter

the Englewood Meter Assistance Program (EMAP) under which a portion
of their flat rate water charges are used to pay for the meter and
installation (see EMAP details).
11. If, after seeing the one year report , the resident elects to remain on the flat
rate schedule, the City may remove the water meter or leave the water
meter in place to be periodically read by the City for statistical and system
operation purposes. The resident will not pay the City for the meter and
its installation or its removal , should the City decide to remove it.
However, at such time as the residence changes ov.ners, the full cost of the
meter and its installation will become due and payable.
12. If, during the one year water meter trial period the residence changes
owners, the full cost of the water meter and its installation will become
immediately due and payable .
The City of Englewood Utilities Department reserves the right to refuse access to this
program to any customers for any legal and legitimate reason.

Denver Urban Renewal Authority
Waste Water Loan Program
The Denver Urban Renewal Authority (DURA) has been selected by
the State of Colorado to administer a revolving loan program
designed for the purpose of improving water quality in the South
Platte Watershed. DURA will provide low interest loans to qualified
households for the repair of sanitary sewer lines
The Waste Water Loan Program reflects DURA's commitment to
helping local homeowners make the necessary improvements to their
properties that will facilitate safe and healthy environments as well
as increase the overall value of homes in our community.
Sample improvements that loan funds could be used for include:
• Repajr and or replacement of deterjorated or faulty private residential sanitary
sewer systems
• Repair or replacements of private individual sewage disposal systems
• Establishment of a connection to the metropolitan sewer system to replace a
private individual sewage disposal system
• Clear, clean, scope and locate backed up sewer lines
Low-and moderate-income homeowners in Denver and Arapahoe Counties who are
in need of upgrades or renovations to their waste water systems are eligible to
apply for assistance. Households earning between 50-80% of the Area Median
Income (AMI) will receive 1 % interest rates with a five-year pay back term.
Residents earning between 81-100% of AMI will receive 3% interest rates with a
five-year pay back term. All funds will be paid back to DURA, who will in turn
reissue the monies to other homeowners in need of housing assistance.
The Waste Water Loan Program is scheduled to operate through June 30, 2018.
However, the funds will be issued on a first-come first-served basis, therefore
homeowners in need of assistance are encouraged to contact DURA immediately.
Residents of Denver and Arapahoe Counties who are interested in learning more
about the Waste Water Program should contact Brenda Bruce or Shannon McGinty
