The meeting was called to order at 5:03 p.m.
1. MINUTES OF THE APRIL 14, 2015 MEETING .
The Board received the Minutes of the April 14, 2015 Water & Sewer Board meeting.
Motion: To approve the April 14, 2015 Water & Sewer Board minutes.

2. GUEST: SLATE COMMUNICATIONS -COMMUNITY BRANDING
PROJECT.
Kim Newcomer and Brian Slate , of Slate Communications, appeared before the Board to
discuss developing an Englewood brand to promote a collective visual community
identity. The Water and Sewer Board are being encouraged to provide input.

3. BOARD APPRECIATION NIGHT.
The Englewood Water and Sewer Board is invited to the Board and Commission
Appreciation night on Monday, June 22, 2015 at 6:30 p.m. at the Englewood Recreation
Center. Please RSVP to Cathy Burrage at 303-762-2636.
4. STEWART FONDA'S RETIREMENT PARTY.
The Board received an invitation to Stewart Fonda's retirement party on Thursday, June
25, 2015 at 3:00. Stu expressed his appreciation to the Board for a Jong and enjoyable
association.
5. SWEDISH MEDICAL CENTER -VACATION OF EXISTING CITY DITCH
RIGHT-OF-WAY.
Swedish Medical Center is expanding and submitted a request to vacate the existing 20'
wide City Ditch right-of-way. A new 20' wide City Ditch right-of-way will be
established concurrently. This exchange will allow construction of a critical care unit
tower expansion for the Swedish Hospital Neurology Department.
The existing right-of-way extends in a straight line mid-block from the hospital into the
vacated S. Pennsylvania Street. Vacating the existing right-of-way and construction for
re-routing will be done at the sole expense and liability of Swedish Medical Center.

To approve the vacation of the City Ditch right-of-way and new right-of-
way for the Swedish Medical Center expansion.

6. SINK HOLE AT OXFORD & RIVERPOINT PARKWAY.
On June 5, 2015 at 2:00 a.m. a 92" storm sewer pipe was surcharging due to the highest
peak flows since the l 980's. At one point water was surcharging 2' over the pipe. The
overflowing water saturated the ground, creating a void that allowed the pavement to
cave in. A Sheridan police SUV then inadvertently drove in the sink hole.

Tom Brennan noted that the storm sewer pipe was corrugated metal that was old. The
pressure then blew the pipe's bands apart. Public Service has to inspect the exposed gas
main, but repairs are expected to be completed in the next few days. Because of the
urgency, American Civil Contractors has been contracted to replace the storm sewer pipe.
Englewood's Public Works department will be replacing the damaged asphalt and
concrete. The repair is being funded by Englewood 's storm water fund.
The next meeting will be held Tuesday, July 14, 20 I 5 at 5:00 p.m. in the Community
Development Conference Room.

SANITARY SEWER BACKUP REMEDIATION

Dear Eng lewood sanitary sewer customer:
You are receiving this notice because you have h ad a sanitary sewer backup in your
re sidence or business caused by a blockage in an Engle\vood sewer main. and because it is the
City of Englewood· s practice to render aid when thi s happen s.
When sewer main blockages do occur, it is the City of Englewood"s practice to contract
with a company that specializes in water and sewage damage remediation . The remedi ation
company is authorized to perform the following ser\'ices only:
>-Water/sewage extraction
r Sanitize with an anti-microbial treatment
Y Make nece ssary drywall flood cuts .
,. Replace and tape drywall removed for flood cuts (no finishing)
..,. Clean and deodorize by moppin g.
-, Move the furniture and contents of the affected rooms as necessary .
:r Pack books in boxe s
Y Wipe down furniture
,. Run drying blowers as nece ssary
Y Run dehu1nidifiers as necessary
~ Lift carpet and pads for drying .
>-Lift and dispose of carpets and carpet pads if necessary.
>-Replace carpet with equivalent if necessary
>-Replace carpet pad with equivalent if necessary
>-Remove and replace fl oo r linoleum or floor tiles with equivalent as necessary.
>-Laundry -Pack in bags
>-Laundry-Call the Englev.uod Utilities Department for laundry cleaning information .
From a legal standpoint, the City of Englewood is under no obligation to do anything other
than maintain its sewer mains. So long as the City has made a good faith effort to adequately
maintain its sewer mains, it is not liable for any loss or damage a property owner may incur as the
result of a blockage and backup in those mains . A property owner accepts a certain amount of
risk by connecting to the City's sewer system which can become blocked for reasons out of the
City·s control.
By agreeing to authorize the performance of these cleanup services, the City of Englewood in
no way accepts or acknowledges any liability for lo ss es or damage to the affected property caused
by a blockage and backup in its sewer system. If the property owner desires services be yo nd
th ose listed here , they may contract direct!) with the remediation company or contact their
individual insurance company for direction .

To Whom It May Concern:
On June 4 th , we experi e nced a sew e r backup in the basement of our home at 1311 E
Bates Av enue . We learned that this was a direct result of a backup in the City of
Englewood's sewer lin e .
We've had the pleasure of working with John Bock with the City of Englewood who
has been very helpful in guiding us through this process of mitigation and
reconstruction within the City's guidelines. However, we just learned that one of the
items that we are being denied compensation for is painting. We would like to plead
to the board to be allowed coverage for this expense.
Our home is a 4-bedroom home with 2 bedrooms on the main level and 2 bedrooms
in the basement. We have our two young children (ages 3 years old and 8 months
old) in the main level bedrooms so that if there were ever a fire in our home, we
could easily get them out. For that reason, when we had our daughter 8 months ago,
we moved our bedroom into the basement. The only reason that I bring this up is
that our basement is not just extra/bonus living space -it is vital and used living
space. This backup has been an inconvenience (to say the least) and is something
that we had absolutely no part in causing. We've been sleeping on a mattress in our
living room for the past month as we have dealt with this and would like to petition
to have our painting expense covered .
The restoration crew had to make flood cuts on walls throughout the basement in
order to ensure no further damage to the property. Once they patch the dry wall, we
will have unfinished walls throughout the basement that will all require painting to
ensure that our house retains its value. This isn't an elective repair on our part -it's
simply necessary as a direct result of the sewer backup caused by the city. It doesn't
seem fair that we have to spend $2,000 to paint a basement because of the sewer
backup caused by the City. And unfortunately, turning to homeowner's insurance
also doesn't really help , as our deductible is $1,000 so we'd still be stuck paying
$1,000 for paint, which is more than we have right now as a young family. There are
other expenses from this incident that we understand we will have to shoulder,
which is already negatively affecting our finances. But coming up with another
$1000 -$2000 for paint just simply seems unfair and to be honest, not possible .
We beg that the board review this exception so that we can proceed with rebuilding
our basement and someday return to having a bedroom to sleep in.
We've been proud residents of the City of Englewood for the past 7 years and hope
to continue to live here for years to come.

Customer's System : Residential. The water line from the curb line stop box into the
structure .
12-1 B-6: User to Provide Curb Stop.
Every owner of property us ing water shall provide a curb valve on the service pipe outside of his /her premises protected by
a valve box , by means of which the water may be turned on or off from the premises by any employee of the City , and shall
maintain the same in good working order . In the case of properties where the domestic water supply is connected to a fire line ,
the domestic water connection to the fire line shall be at the property line and both the fire line and the domestic water service
shall be protected with curb va lve s by which the two services may be shut off independently at property line. The valve box shall
be so maintained that at all times it will be conveniently accessible in good order for turn ing water on and off with the cover at the
level of the adjacent ground . If City personnel are required to clean out a property owner 's valve box , for whatever reason , either
at the request of the property owner for an emergency or for a delinquent turn-off , a fee of thirty dollars ($30 .00) shall be due and
payable by the property owner and shall be billed to the property by the City within thirty (30) days after the service has been
performed .

My name is Clare Abraham and I am the homeowner at 3820 S. Grant St . Eng lewood , CO 80113 . A few months back
(in May, I believe) my fiance, Ryan Fag i n, contacted you regarding an incident at our home . While we were attempting
to f ix a leak in our home , we tried to shut off the water using the main shut off for the home which we found was
corroded. In order to shut off the water, I ca ll ed the City of Eng lewood and schedu led an appo i ntment for our water
main to be turned off at the street. The next day a city worker named Randy showed up to turn the water main off. My
f ia nce was outside with h im and watched h im break the knob off. He basically told us "good luck" and that he wasn't
ab le to turn it enough to shut off the water. The problem is, the water ma in is located in the city sidewalk, and not on
our property. We need someone from the city to come out and fix his mistake so we are able to shut off the water in our
home and fix the leak and replace the home's water shut off valve . Can you, or someone from the City of Englewood,

I would like to place my name in as a replacement for Kells Waggoner on the Sewer and Water Board . His resignation
came as a surprise and brought forward my willingness to serve on the Board for the remainder of his term of Sewer and
Water. I was going to place my name in front of the City Council as wanting to be member of the Board in January .
I have the knowledge that I have gained in the last 4 years as a member of the Board . I have the knowledge of the City of
Englewood and the importance of Water and Sewe r. I have the desire to keep involved with the Water and Sewer
process.
I realize that this is out of the ordinary but would be willing to start his term right after I step down as Council Member
and Mayor. I believe I would be a stabilizing factor and an active community member to fill this position.
